    In this study we examine how the use of private and public transport has changed since the early 2000s in Brazilian cities. We analyzed data on the changing patterns of consumption of transportation goods and services by Brazilian families over the last 20 years. We also analyzed how urban transportation costs, the demand for public transport, and the country's vehicle fl eet have evolved in that period. All the analyses conducted pointed to a gradual and persistent trend of households moving away from public transportation towards individual modes of transport, mainly among the middle and lower classes in medium and small cities. These changing patterns caused a continuous deterioration of mobility conditions in Brazilian cities, signifi cantly increasing the time people tend to spend in traffi c. Furthermore, we demonstrate how people are unequally affected by poor mobility conditions according to their socioeconomic status, gender, and color. Finally, we show how the economic and public health crisis generated by the Covid-19 pandemic has had a profound impact on urban mobility patterns, causing a sharp decline in the numbers of daily public transport passengers across the country. Those fi ndings indicate that the Covid-19 pandemic will likely deepen the vicious cycle of passenger loss and increasing public transport fares, thus accelerating the historical trend of modal shifts from public transportation to individual modes of transport in Brazilian cities. At the end of the study we point to a few urban and transport policies that could help mitigate this trend.

    One of the core aims of transportation policies is to facilitate people's access to employment, health and education opportunities as well as cultural and leisure activities. Nonetheless, transport research and policies in Brazil are still largely focused on the challenges of reducing road congestion and commuting times, while paying little attention to issues of urban accessibility. This study presents the first results of the Access to Opportunities Project, assessing the inequalities in access to opportunities in Brazilian largest cities in 2019 with estimates of access to jobs, health and education services. In this edition, the study includes accessibility estimates by active transport modes (walking and cycling) for the 20 largest cities in the country, and by public transport for 7 major cities (Sao Paulo, Rio de Janeiro, Belo Horizonte, Recife, Fortaleza, Porto Alegre and Curitiba). The project combines data from administrative records, sample surveys, satellite imagery and collaborative mapping to calculate accessibility levels at high spatial resolution and disaggregated by socioeconomic groups according to income level and race. The results reveal two general patterns. In all the twenty analyzed cities, the concentration of activities in central urban areas combined with the performance/connectivity of transportation networks lead to areas of high accessibility close to city centers in contrast to urban peripheries marked by deserts of opportunities. Furthermore, the results show that white and high-income people have, on average, higher accessibility to employment, health and education opportunities than black and low-income people in all of the cities analyzed, regardless of transportation mode. The results and data outputs of the Access to Opportunities Project are made publicly available, creating a rich dataset that can be used to improve the planning and evaluation of public policies aimed to promote sustainable and inclusive cities.

    Public transport policies play a key role in shaping the ease with each people from different social groups and income levels can access job opportunities, health services and education. Thus, these policies have important implications for the promotion of more just and inclusive cities. This research contributes in three different ways to the literatures on transport accessibility, equity and impact assessment of transport policies. First, the research proposes a theoretical framework for assessing accessibility impacts of transport policies from a distributive justice perspective. Second, it demonstrates the means by which the proposed theoretical framework can be applied to a city in a developing country. This framework is applied to evaluate the transportation policies developed in Rio de Janeiro in preparation for hosting the 2014 World Cup and the 2016 Olympic Games. This research examines how the transport legacy of those megaevents impacted accessibility to job opportunities, health and education services for the population of different income levels. The study presents -post and counterfactual analyses of the policies implemented between 2014 and 2017 and ex-ante analysis of an as yet unfinished BRT project. The results show that the expansion in transport infrastructure between 2014 and 2017 could have generated accessibility gains, but these gains were generally offset by the reduction in bus service levels that followed an economic crisis that hit the city after the Olympics Even if the city had not been hit by the economic crisis, transport policies in that period would have had regressive impacts. Those policies have generated higher accessibility gains for wealthier groups, increasing inequalities in access to opportunities. The evaluation of the future accessibility impacts of the unfinished BRT corridor, nonetheless, indicates that such project could significantly improve access to job opportunities for a large share of Rio's population, particularly lower-income groups. Finally, this research shows how the equity and impact assessment of transport projects based on cumulative opportunity accessibility - the most common practice adopted by academic studies and transportation agencies - are sensitive to spatial scale and zoning scheme of analysis as well as on the time threshold considered in the accessibility indicator.
