    With a time frame that covers the period after the Federal Constitution of 1988 promulgation, this text describes, analyzes and compares the main attributions reserved to the state governments in the field of education, health and social assistance policies. In addition, it addresses the way in which states have in fact acted on the three policies over this period. The states maintained relevant roles in the provision of services, took charge of co-financing and were asked to respond for technical support so that the municipalities could structure their own offer in basic services, although with significant variation in the way they have actually assumed them. For various reasons, even arising from legacy implementation and political priorities of each entity, it was observed that this variation is greater in aspects whose regulation is less effective, such as in social assistance – in which there are no constitutional minimums of budgetary application – which makes it more dependent on the political priorities of each elected government. In any case, we believe that the current rules do not prevent states from making a difference in the results of the policy, which, however, does not mean that they are managing to induce them to carry out the responsibilities that have been reserved for them, so that the commitment of these agents remains a challenge to be carried out by the respective arrangements.

    The present Text for Discussion aims to present the main results of applied research with the federal bureaucracy in direct administration to understand the uses of different sources of information in policy making. At all, 2,180 questionnaires were answered in the period from October to December 2019. The results point out different profiles of functions performed by bureaucrats, with emphasis on a profile dedicated to the production of government analysis and advisory. As for the mobilization of informational sources, there are four types: those that rely on information produced by Public Administration, others that are based on different forms of external information, a third type that uses information from academic sources and, finally, a profile that have more confidence in personal sources. In relation more specifically to scientific evidence, the credibility and prestige of the source and the applicability of the studies are factors that increase its use at the federal bureaucracy. From an organizational point of view, there are few strategies for the incorporation and dissemination of an evidence-based public policies approach. Efforts to use scientific evidence were found mainly in the individual level.

    This research aims to draw a radiograph of the use of evidence by senior bureaucrats of the federal government, from a survey applied between November 2020 and January 2021, with 787 occupants of management and advisory positions (DAS), levels 4, 5 and 6 and related, in organizations of the Direct and Indirect Administration. As part of the project "What informs public policies: the use and non-use of evidence by the federal bureaucracy", the study explores questions about the constraints and purposes of the use of scientific evidence by senior bureaucrats, in comparison with the results of a survey conducted in 2019 with the general universe of federal bureaucrats. The present study innovates by proposing experiments in survey and brings as main results: i) the preponderance of internal sources among the informational resources used by senior bureaucrats - a pattern already identified in the 2019 survey; ii) the high potential of absorption of scientific evidence by senior bureaucrats, given the high analytical capacity they accumulated and the relational nature of the tasks they perform; and iii) the identification of challenges related to the development of organizational capabilities and governance systems for the expansion of use of scientific evidence in the federal government.

    This Discussion Paper deals with the institutional and economic aspects of the Brazilian federative state according to the 1988 Constitution. The context of vertical coordination of urban infrastructure investments is then examined. Previous studies have shown that the benefits of economic efficiency in this type of investment between 2013 and 2015 - made possible by the Caixa Econômica Federal (CEF) intermediation and administration of federal resources - depended much on local institutional aspects of the federative coordination. Based on new evidence, the text examines the state of local execution of federal investment projects in the period 2015-2019. For this analysis, data gathered by the Tribunal de Contas da União (TCU) were used. The most recent performance of these projects is then evaluated vis-à-vis the performance of federal investments as a whole - and, particularly, vis-à-vis the performance of those projects listed in the (by now terminated) Programa de Aceleração Econômica (PAC). Thus, the consequences of an altered state of federative coordination on the economic efficiency of local investments are inferred. It is concluded that technical difficulties and budget restrictions due to an altered state of federative coordination strongly impacted (in a comprehensive and differentiated way) the performance of investments carried out with federal resources. Finally, it is recommended to regularize the financing of recoverable projects and to seek improvements in vertical coordination for the successful local execution of investments financed with federal resources.
