    The economic growth of the Baltic Region after independence has largely been realised through numerous reforms and capital market liberalisation. The Estonian economy in the past two decades was highly leveraged and characterised by the increase in real estate prices. This market had the pattern of a bubble. Our objective in this work is to evaluate through standard econometric analyses the effects of the speculative trend in real estate prices in Tallinn. In particular, we examine the presence and development of speculative bubbles in the financial and real estate markets. The analysis is extended in order to evaluate how the Estonian land fiscal system failed to prevent the market distortion. We demonstrate in the conclusion that a more rigourous implementation of the Estonian land tax could have diminished the effects of the boom and bust dynamics in the real estate market in Estonia.

    This paper proposes an integrated evaluation methodology which serves to alleviate the limitations of a singleevaluation approach by combining different assessment and policy analysis methods. It is demonstrated that, in a multi-criteria context, a so-called combinatorial framework can cope with the serious limitations of the above mentionedapproach, in particular the potential redundancy in the information table and the subjectivity of the 'expert' in theweight choice procedure. We use rough set analysis as a tool for classifying and identifying the most critical decisionattributes, while next a multi-criteria analysis is deployed in combination with other methods. We apply this newcombinatorial assessment methodology to an illustrative case study on transportation planning, where the coreassessment methodology is formed by a combined qualitative-quantitative regime analysis, extended withcomplementary approaches. The results of the analysis indicate that the combinatorial method indeed has theflexibility and capacity to assess complex multidimensional policy issues.

    The individual's perception of transport cost usually does not include the full social cost of transport, as in for instance, its global environmental effects. Under this view, we observe a mismatch between individual perception and general social transport cost and welfare. In order to overcome this paradox, we need to induce a shift from the limited individualistic perspective to a more socio-economic view, whereby ethical judgments play a role in the economic decision-making process. Transport accessibility is here examined as a merit good and we therefore assume the necessity for government intervention in its provision. However, transport accessibility may be achieved through different levels of merit good values, as for instance, rail intervention versus road intervention. Some transport systems achieve greater fairness in accessibility, thus a higher merit good value; this implies that social planners need to discriminate various levels of subsidy and investment in relation to the fairness in transport accessibility.
