Few studies exist on job duration in developing labour markets - an important omission both in our understanding of such markets and for the job duration literature, which is mainly based on developed-country case studies, which differ in structural ways. The main reason for this is likely data constraints in developing countries, since job duration analysis has intensive data requirements. Recently, two data sets meeting these requirements became publicly available in South Africa, covering the apartheid and post-apartheid eras. We use these data to provide a broad baseline about job duration in South Africa using survival analysis techniques with three main aims. First, we investigate to what extent stylized facts from the rest of the literature apply to South Africa; second, we analyse trajectories through the labour market; and third, we home in on early-career trajectories. South Africa broadly adheres to stylized facts about job duration: long-term tenure is a common feature of the labour market and the job hazard is non-monotonic and declines with tenure. Trajectories through the South African labour market, though, deviate from the developed-country case and we link this to the importance of labour market segmentation in South Africa. The influence of apartheid-era labour market policy on restricting the freedom of certain groups is clear in the results from this era, and interpretation of results from this time must take this historical context into account or risk reaching seriously misleading conclusions.

This paper evaluates structural change, inequality dynamics, and industrial policy in South Africa between 1960 and the present day. We find that South Africa experienced growth-enhancing structural transformation until the early 1970s, before entering a period of premature deindustrialization. Today, the services sector has become the primary driver of growth and employment in the country, while the agriculture, mining, and manufacturing sectors have declined in relative importance. While the post-apartheid government has systematically strengthened its pro-poor policies, the high levels of poverty, unemployment, and inequality forged under the past race-based colonial and apartheid regimes remain stagnant. The future of South Africa's structural transformation and inclusive growth path rests on the ability of the country to move into more skills-intensive and higher value-added manufacturing, while also promoting employment-enhancing services subsectors.

Earnings growth in South Africa displayed a U-shaped pattern across the earnings percentiles between 2000 and 2015, resembling wage polarization in the industrialized world. We investigate whether the drivers of this example of wage polarization in an emerging economy resemble those explored for industrialized ones. These are: skills-biased technical change; changing sectoral composition; the role of labour market institutions; and how occupational task content interacts with technology. A recentred influence function regression is run on a series of South African labour force datasets merged with the Occupational Information Network to explore the relevance of these four frameworks for explaining earnings inequality between 2000 and 2015. Labour market institutions are crucial to the U-shape. Wage growth at the bottom end has mainly been shored up by minimum wages, without which we expect wage growth there would have resembled the weaker growth of the middle of the distribution.

Labour market analysis in the South African context provides a relatively robust understanding of the individual characteristics that influence wage differentials across workers (i.e. supply-side characteristics), but provides relatively little insight into the firm-level characteristics influencing these differentials (i.e. demand-side characteristics). This is largely due to the relative paucity of firm-level data in South Africa. Therefore, the availability of micro firm-level data derived from anonymous corporate and individual tax data, presents an opportunity to explore this relatively uncharted and important territory in the South Africa labour market. Therefore, this paper examines the firm-level (demand-side) characteristics that explain wage differentials across formal private sector workers in South Africa. Using the FEiLSDVj method, we measure the relative contribution of firm (demand-side) and individual (supply-side) characteristics in explaining wage formulation in the South African formal sector labour market, which advances the existing literature by including a developing country case. Consistent with results for the French and Austrian labour markets, approximately 61 per cent of wage variance is due to individual effects, while at least 13 per cent is due to firm-level effects. Overall, our results suggest that firms that are profitable, older, more capital-intensive, more productive, and involved in international trade pay higher wages, on average. Interestingly, and contrary to the literature, our results indicate a negative relationship between firm size and wages.

This paper has three primary objectives. First, it provides a broad overview of the available South African data used to examine gender in the labour market, with specific reference to the South African Revenue Services (SARS) tax data which has recently been made available. Second, the paper provides a brief overview of the existing South African literature, with a focus on the gender dynamics of the labour market. Last, this paper identifies the areas in which the availability of the SARS data has made new research possible, specifically in the gender dynamics of the South African labour market. We identify six key research areas that can immediately be undertaken using the tax data.
