    This paper estimates returns to scale for manufacturing industries around the turn of the twentieth century in the United States by exploiting an industry-city panel data for the years 1880-1930. We estimate decreasing returns to scale on average over the period, contrary to most of the existing literature, because our empirical methodology allows us to separate returns to scale from "agglomeration" effects. We also find that returns to scale grew substantially after 1910, mostly because the return to labor grew. We find that this was more marked in industries that were more intensive in human capital and energy at the beginning of the period and in cells that were less competitive. Overall, results suggest that technological change and lack of initial competition played relevant roles in the rise of larger establishments in manufacturing

    The U.S. limits work visas for low-skill jobs outside of agriculture, with a binding quota that firms access via a randomized lottery. We evaluate the marginal impact of the quota on firms entering the 2021 H-2B visa lottery using a novel survey and pre-analysis plan. Firms exogenously authorized to employ more immigrants significantly increase production (elasticity +0.16) with no decrease or an increase in U.S. employment (elasticity +0.10, statistically imprecise) across several pre-registered subsamples. The results imply very low substitutability of native for foreign labor in the policy-relevant occupations. Forensic analysis suggests similarly low substitutability of black-market labor

    In the late 1930s, the NAACP launched a campaign to equalize Black and white teacher salaries in the de jure segregated schools of the American South. Using newly collected county panel data spanning three decades, this paper first documents heterogeneous within-state impacts of the campaign on teacher salaries. In states that reinforced successful NAACP litigation by introducing universal minimum salary schedules based on objective criteria, the relatively large wage penalty historically suffered by Black teachers in districts with higher Black enrollment shares disappeared by the mid-1950s. In states that resisted by adopting salary schedules using the National Teacher Examination as a measure of teaching efficacy, that penalty remained. In the second part of the paper, we estimate the effect of teacher pay on educational attainment exploiting variation in Black salary gains over time across counties with different Black enrollment shares, and across states by whether subsequent state policy reinforced or resisted court rulings favorable to the NAACP. We find that Black teacher salary gains contributed to the large reductions in racial inequality in school enrollment and grade progression in the South at mid-century

    This series of critiques serves to help demarcate, as well as add to, three specific literary forums. The first section of the book, Modern Sonneteers, discusses the genre plied by countless pens since Petrarch's inception of the sonnet, honed by Shakespeare, and cultivated through Donne, Milton, Keats, and Wordsworth, among others, showing that it thrives still. The twentieth century yielded a second Sonnet Golden Age reminiscent of the first at the apex of the English Renaissance. Auden, Borges, Cummings, Larkin, and Stokes comprise part of the cadre of recent masters. The second part of the book, Homage to Hilary Mantel, comprises half-a-dozen pieces on a pre-eminent novelist of our time, whose most notable achievement, The Thomas Cromwell Trilogy, enshrines and reconceives an earlier time. In counterpoint to her historical fiction, literary analyses of Mantel are of necessity new. The essays gathered here shed light on her work, and spur further inquiry. The third section, Critical Letters in Critical Times, compasses pensees written to students, colleagues, and friends regarding Shakespeare, Borges, Nabokov, Wordsworth, Tartt, Schmidt, poetry and ethics, and the sublime. Most of this work is predicated on our unprecedented circumstances ensuing from the COVID-19 pandemic. It stands to reason that our literary analyses will be colored by our situation for some critical times to come.

    "Card's (1990) well-known analysis of the Mariel boatlift concluded that this mass influx of mostly less-skilled Cubans to Miami had little impact on the labor market outcomes of the city's less-skilled workers. This paper evaluates two explanations for this. First, consistent with an open-economy framework, this paper asks whether after the boatlift, Miami increased its production of unskilled-intensive manufactured goods, allowing it to "export" the impact of the boatlift. Second, this paper asks whether Miami adapted to the boatlift by implementing new skill-complementary technologies more slowly than would have otherwise been the case. Using a confidential micro data version of the Annual Surveys of Manufactures, I show that following the boatlift, Miami's relative output of different manufacturing industries trended similary to other cities with similar pre-boatlift trends in manufacturing mix. The response of industry mix to the boatlift therefore appears to be small. Supporting the second type of adjustment, utilization of Cuban labor by Miami's industries rose proportionately to the supply increase generated by the boatlift. In adition, post-boatlift computer use at work was lower in Miami than in other cities wih similar levels of computer-based employment before the event, even among non-Hispanic workers in the same detailed cells defined by industry, occupation, and education. This suggests the boatlift induced Miami's industries to employ more unskilled-intensive production technologies.     This series of critiques serves to help demarcate, as well as add to, three specific literary forums. The first section of the book, Modern Sonneteers, discusses the genre plied by countless pens since Petrarch's inception of the sonnet, honed by Shakespeare, and cultivated through Donne, Milton, Keats, and Wordsworth, among others, showing that it thrives still. The twentieth century yielded a second Sonnet Golden Age reminiscent of the first at the apex of the English Renaissance. Auden, Borges, Cummings, Larkin, and Stokes comprise part of the cadre of recent masters. The second part of the book, Homage to Hilary Mantel, comprises half-a-dozen pieces on a pre-eminent novelist of our time, whose most notable achievement, The Thomas Cromwell Trilogy, enshrines and reconceives an earlier time. In counterpoint to her historical fiction, literary analyses of Mantel are of necessity new. The essays gathered here shed light on her work, and spur further inquiry. The third section, Critical Letters in Critical Times, compasses pensees written to students, colleagues, and friends regarding Shakespeare, Borges, Nabokov, Wordsworth, Tartt, Schmidt, poetry and ethics, and the sublime. Most of this work is predicated on our unprecedented circumstances ensuing from the COVID-19 pandemic.     "Mexican immigrants were historically clustered in a few cities, mainly in California and Texas. During the past 15 years, however, arrivals from Mexico established sizeable immigrant communities in many "new" cities. We explore the causes and consequences of the widening geographic diffusion of Mexican immigrants. A combination of demand-pull and supply push factors explains most of the inter-city variation in inflows of Mexican immigrants over the 1990s, and also illuminates the most important trend in the destination choices of new Mexican immigrants--the move away from Los Angeles. Mexican inflows raise the relative supply of low-education labor in a city, leading to the question of how cities adapt to these shifts. One mechanism, suggested by the Hecksher Olin model, is shifting industry composition. We find limited evidence of this mechanism: most of the increases in the relative supply of low-education labor are absorbed by changes in skill intensity within narrowly defined industries. Such adjustments could be readily explained if Mexican immigrant inflows had large effects on the relative wage structures of different cities.
