    This is the first paper that estimates the causal effect of the NATO's Operation Allied Force in Serbia in 1999, on children who were in the womb during the bombing. We investigate the in utero effect in terms of short-term outcomes, such as birthweight, as well as medium-term outcomes measured by grades of 15-year-old pupils at the end of primary school. Using the birth records of the Serbian Statistical Office, we estimate difference-in-differences models, combined with propensity score matching. We compare the birthweight of children born in the same year (1999) and in the months just before and after the bombing, and children born in the same months of the previous year (1998). We then exploit the data on educational achievement at the end of primary school, provided by the Ministry of Education, to estimate matching models of the effect of the bombing on individual grades. Our findings suggest that children in utero during the bombing were 2pp more likely to be born with a lower than average birthweight. In the medium-term, we find a statistically significant and negative effect (around −1%) of the bombing on maths grades and Serbian language at primary school, and a 1% increase in the probability to enrol on vocational secondary schools. Overall, our results confirm the importance of the negative effects on children in the aftermath of large-scale disasters, and the necessity of policy interventions to mitigate them.

    Despite years of women's progress toward equality, gender disparities in the labour market persist, and parenthood has been identified as one of its key drivers. In this paper we investigate the child penalty in Russia by using longitudinal data from the Russian Longitudinal Monitoring Survey (RLMS) and the methodological framework of event studies. Our findings show that five years after child birth women suffer an earnings penalty, while the same effect is not observed for men. The child penalty for women stems from lower employment after birth. In contrast to similar studies on Western European countries and the US, we do not find child penalties in terms of working hours or hourly wage rates. We further find that mothers' employment penalty is strongly driven by household characteristics and by their spouses' beliefs, while their own beliefs and background play no role.

    In this paper we evaluate experimentally the impacts of a parenting program delivered virtually to 1,431 families with children ages 2-6 years old in Serbia. We compare two program modalities to a control group. In the first (standard) modality, only the main caregiver - mainly mothers - participates in the training, while in the second (plus), two caregivers - mothers and fathers - participate in the training. We find that the standard intervention has a positive effect of 0.28 standard deviations on parent-reported child development outcomes, but no such impact is found for the plus modality. We fail to observe statistically significant impacts of either treatment across most variables measuring parental behaviors and home environments, with two exceptions: parents in the standard treatment became more conscious about their child's learning, while parents in the plus modality became less likely to use physical punishment to discipline children.

    We study the effect of residential segregation on fertility for the socially excluded and marginalized Roma ethnic minority. Using original survey data we collected in Serbia, we investigate whether fertility differs between ethnically homogeneous and mixed neighbor- hoods. Our results show that Roma in less segregated areas tend to have significantly fewer children (around 0.9). Most of the difference arises from Roma in less segregated areas waiting substantially more after having a boy than their counterparts in more segregated areas. We account for the endogeneity of the level of segregation using (il)legal possibility to build in the area at the time of its creation as an instrument. We find that the true gap due to segregation is actually larger than that estimated by OLS (around 1.4). We finally provide evidence that exposure to the Serbian majority culture is the main mechanism at play, as opposed to differences in opportunity cost of time, migration patterns, family arrangements and returns to education.
