    In this paper, we exploit the geographical pattern of primary school reopenings during the COVID-19 pandemic in Quebec to estimate the impact of school reopenings on parental employment and work hours. We first use a difference-in-differences approach, in which we compare parents of primary-school children in regions where school reopened in May 2020 to similar parents in regions where schools remained closed. We also use a triple-difference model, in which parents of older, secondary-school children are used as an additional control group. We estimate the impact of school reopenings separately for mothers and fathers, and for single parents and parents living in dualparent households. We find a positive impact of school reopenings on employment and on actual hours worked. The effects tend to be stronger for single parents: single mothers have experienced a 20 percentage point increase in their employment rate following school reopenings. We also split our sample according to whether the job can be done from home, and find stronger impacts for those whose jobs cannot easily be done from home. Our results suggest that reopening schools allows parents, especially single parents, to maintain their employment link and support themselves.

    We estimate the nonlinear impact of class size on student achievement by exploiting regulations that cap class size at 20 students per class in kindergarten. Based on student-level information from a previously unexploited and unique large-scale census survey of kindergarten students, this study provides clear evidence of the nonlinearity of class size effects on development measures. While the effects are largest on cognitive development, class size reductions also improve noncognitive skills for children living in disadvantaged areas. These findings suggest that sizeable class size reductions targeted at disadvantaged areas would achieve better results than a marginal reduction across the board.

    The overconsumption of sugar is a significant problem in many jurisdictions, and one possible method to remedy this problem is the taxation of sugarsweetened beverages (SSBs). To be able to implement an optimal tax, it is important to know the preferences and price sensitivity of consumers. This article therefore estimates the price elasticity of demand for different beverages in Quebec, using the Berry, Levinsohn and Pakes (BLP) random parameter logistic demand model, combined with Nielsen data from 2010 to 2016 and the 2016 Canadian Census. The results suggest that the average consumer prefers high-calorie beverages containing fruits and vegetables, and the estimated price elasticities are between -4.40 (energy drinks) and -1.59 (regular soft drinks). As a result, consumers of energy drinks appear to reduce their consumption the most in the face of rising prices, whereas consumers of soft drinks will decrease their consumption the least. However, at a general level, the implementation of a tax on SSBs in Quebec should generate a significant reduction in consumption.

    Schools have been closed across the country and will remain so until September. The decision to reopen should take into account current inequalities in education across the country and the impact of school interruptions on the accumulation of cognitive skills. In this article, we document the evolution of the cognitive skills gap across Canada using PISA data. We use PISA tests scores over 7 cycles, from 2000 to 2018, to provide an exhaustive portrait of the evolution of the tests scores distribution over time and by parental socioeconomic status. We find that the achievement gap between top performing students (p90) and students facing challenges (p10) is large. It represents about 4 years of schooling. We also show that socioeconomic differences in PISA scores, in reading, maths and science, are large but unwavering. In other words inequality by SES is stable, and decreasing in some years. There are variations in the size of the SES score gaps by provinces, a proxy for the extent of inequality of opportunities. Using estimates from the literature on the impact of school closures, we find that the SES skills gap could increase by 30 percent.

Using a quasi-experimental design with survey data, we find that mothers spent on average 10 additional days with their newborn following the implementation of the insurance plan, and that both mothers and fathers received higher benefits. For children, using both survey data and administrative data, we find that the QPIP had limited positive effects on their health, cognitive and behavioural development. Effects are concentrated among families of mothers with a post-secondary education. These results suggest that while paid benefits increased dramatically, the impacts on maternal time investment and child well-being are modest.

    Intergenerational income mobility is lower in the United States than in Canada, but varies significantly within each country. Our sub-national analysis finds that the national border only partially distinguishes the close to one thousand regions we analyze within these two countries. The Canada-US border divides Central and Eastern Canada from the Great Lakes regions and the Northeast of the United States. At the same time some Canadian regions have more in common with the low mobility southern parts of the United States than with the rest of Canada, and the fact that these areas represent a much larger fraction of the American population also explains why mobility is lower in the United States.

While the effects are largest on cognitive development, class size reductions also improve social competence and communication skills in small classes of fewer than 15 students. Above that threshold, the impacts of class size reduction are limited. We also find stronger effects for students in disadvantaged areas. These findings suggest that sizeable class size reductions targeted at disadvantaged areas would achieve better results than a marginal reduction across the board, and even that large reductions in a limited number of classes could be financed by marginal increases in the vast majority of schools not experiencing high poverty rates.

    Starting in 1997, the Canadian province of Quebec implemented a $5 per day universal childcare policy for children aged less than 5 years old. This reform significantly increased mothers' participation in the labor market as well as the proportion of children attending subsidized childcare. In this paper, we evaluate the long-term effects of the policy on child well-being (health, behavior, motor and social development) using data from the National Longitudinal Survey of Children and Youth. We follow treated children for more than 9 years and investigate the impact well beyond the first few years of the policy. A nonexperimental evaluation framework based on multiple pre- and posttreatment periods is used to estimate the policy effects. We show that the reform had negative effects on preschool children's well-being, but these effects tend to disappear as the child gets older. We find that this pattern persist even ten years after the implementation of the reform.

    In this paper, we study the long-run impact of a universal child care policy in Quebec on parental health and parenting practices. A non-experimental evaluation framework based on multiple pre- and post-treatment periods is used to estimate the policy effects. We show that the policy increased mothers' depression scores with preschool children as well as scores of inappropriate parenting behavior. The policy increased hostile and aversive parenting and reduced positive interaction and consistent parenting. However, negative effects of the program on parental behaviors vanish when the child is in school. Moreover, we find that this pattern persists even ten years after the implementation of the reform.

    Exploiting unique administrative longitudinal data sets on medical services provided to mothers before- and after- delivery, we estimate the causal effects of two major distinct parental leave reforms on maternal health outcomes, over a period of 5 years postpartum. The health outcomes are objective measures based on all types of medical services provided by physicians. For mothers publicly insured by the public prescription drug plan we can also identify all drugs used, in particular those associated with depressive symptoms. The long time span of the longitudinal administrative data sets allows an assessment of short-run and long-run effects of maternity leave on mothers? health. The empirical approach uses a strict regression discontinuity design based on the day of regime change. The large samples of mothers, who gave birth three months before and three months after the two policy changes (in 2001 and 2006), are drawn randomly from the population of delivering women, all covered by the universal public health care program. We do not find any evidence that the reforms had sizeable impacts on maternal health care costs, either of a physical or of a mental in nature, as measured by physicians? fee-for-service billing costs, prescription drug costs, or the number of hospitalizations. The second expansion has given rise to large fiscal costs over time as well as socioeconomic inequities.

    We study the impact of a Canadian prenatal nutrition program on child health at birth. The objective of the "oeuf-lait-orange" (eggs-milk-oranges) (OLO) program is to reduce the incidence of prematurity and low birth weight by providing a specific food basket and nutritional guidance to pregnant women in situations of poverty. Our identification strategy exploits exogenous variations in access to the program caused by the progressive implementation of the program. Using detailed administrative birth records for over 1.5 million newborns, we find that the program significantly increased the birth weight of treated children by 69.8 grams and reduced the probability of low birth weight by 3.6 percentage points. We also find that prematurity decreased by 2.2 percentage points and gestation increased by 1.5 days, but these effects are generally not significant. While the cost of the program is equivalent to the comparable United States Supplemental Nutrition Program for Women, Infants and Children (WIC), the food basket is simpler and the gains on birth weight are larger.

    Having children has a sizeable impact on women's labour outcomes, but not on men's. The differential effects of children by gender are referred to as child penalties, and are now documented in many countries. In this paper, we exploit the Longitudinal and International Study of Adults to estimate Canadian child penalties in both earnings and employment for a period going from five years before the birth of the first child to 10 years after. Using an event study methodology (Kleven et al., 2019a), we find large and persistent negative effects of parenthood for mothers, but not fathers. Mothers' earnings decrease by 49% the year of birth, with a penalty still at 34.3% 10 years after; the corresponding penalty in employment down 14.2%. We also document larger negative impacts of parenthood for women who had multiple children or those with a lower education level. We finally provide suggestive evidence that family policies such as parental leave and subsidized childcare may help reduce child penalties.

    In this paper, we exploit intergenerationally-linked tax files and Census data to first document the intergenerational income transmission between individuals who immigrated to Canada as children-the 1.5 generation-and their parents. We find that the correlation between parental income rank and child income rank becomes stronger the older the child is at arrival. We then try to get at the causal effect of the age at immigration by estimating a model in which child rank is explained by interactions between age at arrival and the average predicted rank of second-generation immigrants from the same region of origin, living in the same region in Canada, from the same birth cohort, given their parental income. The model gives us the rate at which children from the 1.5 generation catch up to second-generation immigrants. We find that up to age 10, the relation between age at immigration and income is flat, but starting at age 11, each year is associated with 3.3 fewer percentile ranks.
