    Ethnic religious organizations are often blamed for slowing down immigrants' assimilation in host societies. This paper offers the first systematic evidence on this topic by focusing on Italian Catholic churches in the US between 1890 and 1920, when four million Italians had moved to America, and anti-Catholic sentiments were widespread. Relying on newly collected data on the presence of Italian Catholic churches across counties over time, we implement a difference-in-differences design. We find that Italian churches reduced the social assimilation of Italian immigrants, lowering intermarriage, residential integration, and naturalization rates. We provide evidence that both stronger coordination within the Italian community and negative stereotyping among natives can explain these effects. Yet, Italian churches had ambiguous effects on immigrants' economic outcomes, and increased literacy and ability to speak English among Italian children.

Relying on newly collected data on the presence of Italian Catholic churches across counties over time, we implement a difference-in-differences design. We find that Italian churches reduced the social assimilation of Italian immigrants, lowering intermarriage, residential integration, and naturalization rates. We provide evidence that stronger coordination within the Italian community and natives' backlash and negative stereotyping can explain these effects. Despite the negative effects on Italians' social assimilation, Italian churches had ambiguous effects on immigrants' economic outcomes, and increased children's literacy and ability to speak English

    This paper studies how politicians and voters respond to new information on the threats of climate change. Using data on the universe of federal disaster declarations between 1989 and 2014, we document that congress members from districts hit by a hurricane are more likely to support bills promoting more environmental regulation and control in the year after the disaster. The response to hurricanes does not seem to be driven by logrolling behavior or lobbysts' pressure. The change in legislative agenda is persistent over time, and it is associated with an electoral penalty in the following elections. The response is mainly promoted by representatives in safe districts, those with more experience, and those with strong pro-environment records. Our evidence thus reveals that natural disasters may trigger a permanent change in politicians' beliefs, but only those with a sufficient electoral strength or with strong ideologies are willing to engage in promoting policies with short-run costs and long-run benefits.

    What is the role of the media in coordinating and mobilizing insurgency against a foreign military occupation? We analyze this question in the context of the Nazi-fascist occupation of Italy during WWII. We study the effect of BBC radio counter-propaganda (Radio Londra) on the intensity of internal resistance to the Nazi-fascist regime. Using variation in monthly sunspot activities affecting the sky-wave propagation of BBC broadcasting towards Italy, we show that BBC radio had a strong impact on political violence. We provide further evidence to prove that BBC radio played an important role in coordinating resistance activities, but had no lasting role in motivating the population against the fascist regime.

    Gagliarducci and Paserman (2022) study gender differences in cooperative behavior among politicians using information from the U.S. House of Representatives between 1988 and 2010 on (i) the number of co-sponsors on bills and (ii) the share of co-sponsors from the rival party. Through different empirical strategies, they show that women-sponsored bills tend to have more co-sponsors, but the gap is only statistically significant among Republicans. Moreover, Republican women recruit a significantly larger share of co-sponsors from the rival party than Republican men, whereas the opposite is true among Democrats. GP argue that the observed pattern is consistent with a commonality of interest driving cooperation, rather than gender per se, since during this period Republican women were ideologically closer to the rival party than their male colleagues, while female Democrats were further away. We examine the robustness of these findings to (i) the correction of some errors in two control variables of the dataset used by GP and (ii) clustering the standard errors at the individual level, instead of individual-term. These changes have a relatively minor impact on results: most coefficients are still statistically significant and the main conclusions from the analysis are confirmed. Furthermore, we extend the analysis to the 2011-2020 period. The analysis of gender differences in bipartisan cooperation confirms GP's hypothesis that ideological distance plays an important role. However, results are slightly different when we analyze overall cooperation. The gender gap in favor of women is larger in magnitude than in GP and it is statistically significant in several specifications, providing support for the hypothesis that gender also matters for cooperation.

    This paper studies gender interactions within hierarchical organizations using a large data set on the duration of Italian municipal governments elected between 1993 and 2003. A municipal government can be viewed as a hierarchy, whose stability over time depends on the degree of cooperation between and within ranks. We find that in municipalities headed by female mayors, the probability of early termination of the legislature is higher. This result persists and becomes stronger when we control for municipality fixed effects as well as non-random sorting of women into municipalities using regression discontinuity in gender-mixed electoral races decided by a narrow margin. The likelihood that a female mayor survives until the end of her term is lowest when the council is entirely male, and in regions with less favorable attitudes towards working women. The evidence is suggestive that female mayors are less able at fostering cooperation among men, or alternatively, that men are more reluctant to be headed by women. Other interpretations receive less support in the data.     The wage paid to politicians affects both the choice of citizens to run for an elective office and the performance of those who are appointed. First, if skilled individuals shy away from politics because of higher opportunities in the private sector, an increase in politicians' pay may change their mind. Second, if the reelection prospects of incumbents depend on their in-office deeds, a higher wage may foster performance. We use data on all Italian municipal governments from 1993 to 2001 and test these hypotheses in a quasi-experimental framework. In Italy, the wage of the mayor depends on population size and sharply rises at different thresholds. We apply a regression discontinuity design to the only threshold that uniquely identifies a wage increase - 5,000 inhabitants - to control for unobservable town characteristics. Exploiting the existence of a two-term limit, we further disentangle the composition from the incentive component of the effect of the wage on performance. Our results show that a higher wage attracts more educated candidates, and that better paid politicians size down the government machinery by improving internal efficiency.     In this paper we use a large linked employer-employee data set on German establishments between 1993 and 2012 to investigate how the gender composition of the top layer of management affects a variety of establishment and worker outcomes. We use two different measures to identify the gender composition of the top layer based on direct survey data: the fraction of women among top managers, and the fraction of women among working proprietors. We document the following facts: a) There is a strong negative association between the fraction of women in the top layer of management and several establishment outcomes, among them business volume, investment, total wage bill per worker, total employment, and turnover; b) Establishments with a high fraction of women in the top layer of management are more likely to implement female-friendly policies, such as providing childcare facilities or promoting and mentoring female junior staff; c) The fraction of women in the top layer of management is also negatively associated with employment and wages, both male and female, full-time and part-time. However, all of these associations vanish when we include establishment fixed effects and establishment-specific time trends. This reveals a substantial sorting of female managers across establishments: small and less productive establishments that invest less, pay their employees lower wages, but are more female-friendly are more likely to be led by women.

    We investigate the relationship between the time politicians stay in office and the functioning of public procurement. To this purpose, we collect a data set on the Italian municipal governments and all the procurement auctions they administered between 2000 and 2005. Identification is achieved through the introduction of a two-term limit for the mayor in March 1993: since elections were not coordinated across cities, and previous terms were not counted in the limit, mayors appointed right before the reform could be reelected for two additional terms, while the others for one only. Our primary finding is that one extra term in office deteriorates public spending. In fact, it decreases the number of bidders and, most importantly, the winning rebate. Interestingly, we also find that the probability that the same firm is awarded more auctions, or that the winning firm is local, increases with time in office. These results are compatible with the predictions of a model of favoritism in repeated procurement auctions, where time reveals collusive types, thus increasing the value of illegal connections at the expense of higher procurement costs. -- Procurement auction ; collusion ; public works ; time in office

    In this paper we investigate the effect of family connections to politicians on individuals' labor market outcomes. We combine data for Italy over almost three decades from longitudinal social security records on a random sample of around 1 million private sector employees with the universe of around 500,000 individuals ever holding political office, and we exploit information available in both datasets on a substring of each individual's last name and municipality of birth in order to identify family ties. Using a diff-in-diff analysis that follows individuals as their family members enter and leave office, and correcting for the measurement error induced by our fuzzy matching method, we estimate that the monetary return to having a politician in the family is around 3.5 percent worth of private sector earnings and that each politician is able to extract rents for his family worth between one fourth and one full private sector job per year. The effect of nepotism is long lasting, extending well beyond the period in office. Consistent with the view that this is a technology of rent appropriation on the part of politicians, the effect increases with politicians' clout and with the resources available in the administration where they serve.
