    In this paper we take up the challenge to integrate new aspects into macroeconomic modelling and to consider economic activities from an outcome-oriented perspective, so called functionalities. The basic idea is, that functionalities lie behind the demand for commodities and services and therefore are the actual reason for economic activities. Functionalities describe (basic) human needs, such as housing, nutrition, or mobility, and are determinants of human well-being. A crucial aspect of functionalities is the interaction between stocks and flows. The paper presents the operationalisation of functionalities within the framework of an Input-Output (IO) model. Three extensions of the IOT are performed: Firstly, an appropriate allocation of energy supply, transformation and demand to sectors is made. This allows linking the monetary structure with physical units of the total energy and useful energy balances. Secondly, greenhouse gas emissions and other material consumption were additionally allocated to sectoral production. Thirdly, groups of goods of private and public consumption as well as exports were allocated to specific functionalities.

    In order to meet the climate targets as set out in the Paris agreement - i.e., to stay "well below 2 °C" of global warming - a transformation of the socio-economic system towards climate neutrality is required. This transformation is connected to radical changes in most aspects of our daily lives, especially with respect to mobility and housing. This poses the questions of how well-being might change due to these changes and ultimately how to quantitatively measure such changes. In the present paper we make a first steps towards answering these fundamental questions. We do so by making use of the concept of energy services, or "functionalities", which take a demand and sufficiency perspective. To quantify effects, we operationalise this concept by using and extending existing macroeconomic models (Input-Output and Computable General Equilibrium). In terms of results we provide standard economic indicators but contrast them with - in our view - more relevant indicators, such as a more comprehensive measure for well-being, as well as distributional effects and co-benefits. Our results clearly show increases in well-being emerging from the climate neutral transformation, whereas conventional indicators such as GDP are declining. We thus demonstrate the importance of looking at the "right" indicators, when assessing socio-economic effects of climate policy and at the same time provide a concrete alternative to state-of-the-art modelling approaches.

This paper undertakes a review of 17 state-of-the-art recursive-dynamic computable general equilibrium (CGE) models and assesses the key methodologies and applied modules they use for representing sectoral energy and emission characteristics and dynamics. The purpose is to provide technical insight into recent advances in the modelling of current and future energy and abatement technologies and how they can be used to make baseline projections and scenarios 20-80 years ahead. In order to represent likely energy system transitions in the decades to come, modern CGE tools have learned from bottom-up studies. We distinguish between three different approaches to baseline quantification: (a) exploiting bottomup model characteristics to endogenize responses of technology investment and utilization, (b) relying on external information sources to feed the exogenous parameters and variables of the model, and (c) linking the model with more technology-rich, partial models to obtain bottom-upand pathway-consistent parameters.

    Klimawandelanpassung, konkret die vielfältigen Nutzen von Freiwilligenarbeit in Österreich im Hochwasserkatastrophenfall, diskutiert und bewertet.. - A macroeconomic assessment of climate change impacts on the electricity sector and transport infrastructure in a computable general equilibrium framework: Results for continental Europe and Austria up to 2050 Es besteht wissenschaftlicher Konsens, dass anthropogene Treibhausgasemissionen zu Klimaänderungen führen. Um gefährliche Eingriffe in das Klimasystem zu vermeiden und den Ausstoß an Treibhausgasen (THG) zu reduzieren, wurde die Klimarahmenkonvention der Vereinten Nationen ins Leben gerufen. Die Bemühungen zur Emissionsreduktion waren jedoch nicht stark genug. Die jährlichen THG-Emissionen waren nie zuvor größer als heute und bereits jetzt ist eine höhere globale Durchschnittstemperatur, im Vergleich zu vorindustrieller Zeit, zu verzeichnen. Unsere Gesellschaft ist also bereits jetzt mit Klimawandelfolgen konfrontiert und stärkere Auswirkungen sind zu erwarten. Demnach ist Klimawandelanpassung unumgänglich, wozu genaueres Wissen über Klimawandel-auswirkungen und anpassung notwendig ist. Aus politischer Sicht sind vor allem die ökonomischen Effekte des Klimawandels wichtig. Deshalb werden in der vorliegenden Dissertation Klimawandelfolgen und Anpassungsoptionen (makro)ökonomisch bewertet. Dies geschieht in fünf Aufsätzen für ausgewählte Schlüsselsektoren und akteure auf verschiedenen räumlichen Skalen. Der erste Aufsatz beschäftigt sich mit Klimawandelfolgen auf erneuerbare Elektrizitätstechnologien in Europa. Im zweiten Aufsatz werden Klimawandelfolgen und Anpassungsstrategien im Landtransportsektor in Österreich analysiert. Auch der dritte Aufsatz beschäftigt sich mit dem Transportsektor in Österreich, evaluiert jedoch nicht Klimawandelfolgen, sondern das THG-Emissionsreduktionspotential und ökonomische Effekte eines innovativen car-sharing Systems. Im vierten Aufsatz geht es um die Effekte von Klimawandel auf öffentliche Budgets in Österreich und mögliche Instrumente, um negative Effekte auszugleichen.
