    Which children benefit from conditional cash transfers (CCT)? Using a sample of poor and near-poor households in the Philippines, we show that children in households that receive cash transfers from 4Ps, the country's flagship anti-poverty program, have parents with relatively low educational attainment. Within CCT-recipient households, children of heads are more likely to be enrolled for education monitoring. We find no evidence that households select children for education monitoring to maximize 4Ps cash payout. While children's ranking based on birth timing and on an earlier 4Ps prioritization rule predict child monitoring status, these instruments are at best weak, which may effectively limit their use in impact assessments. We confirm earlier findings that 4Ps raise school enrollment on average, which is likely driven by its impact on boys and on older children. We also corroborate earlier results of perverse impacts on non-monitored children that worsens with age, is more severe for boys, and appears to be universal across household compliance types. Contrary to expectations, we show that children in households who select out of 4Ps even when eligible, i.e., never treated, are likely to benefit greatly from the program, while those from households that selects into the program even when ineligible based on proxy means tests, i.e., always treated, are not necessarily better off as a result of the program.

    The OneLab network, established in 2012 by the Department of Science and Technology (DOST) in the Philippines, aimed to enhance collaboration and coordination among laboratories. It eliminates the need for clients to hop between labs by offering a one-stop platform via the OneLab website and the Unified Laboratory Information Management System (ULIMS). After a decade of implementation and with 54 member laboratories in its network, this process evaluation was conducted in 2022 using qualitative and quantitative methods. The evaluation found that OneLab effectively provides laboratory services to various clients, including industries, research institutions, government units, NGOs, and the public, with 296 services available from interviewed labs. Clients reported reduced transaction times, cost savings due to government support and shared resources, and improved compliance with regulatory requirements. However, service-providing labs faced challenges such as limited funding, job insecurity for personnel, maintenance for serviceable equipment and infrastructure, and policy constraints. Recommendations include refining the service mix, adapting to industry needs, strengthening the program secretariat for better planning and monitoring, and advocating for policy support. In general, OneLab has successfully streamlined laboratory services in the Philippines, benefiting a wide range of clients; but to ensure its continued success, adjustments and improvements are necessary to address the challenges faced by the participating laboratories.

    We present a new comprehensive and consistent set of public transfer accounts disaggregated by age and by major government programs that spans from 1950 to 2020. Based on these public transfer accounts, we find that except for some programs, particularly social health insurance and old-age pensions, the Philippines' public transfer system as a whole is fiscally sustainable with cumulative lifetime net contributions due to government across cohorts. The implied rates of return from key social protection programs also approximate market interest rates, especially when these programs are taken together, which suggests that the country's public transfer system closely mimics competitive market outcomes.
