    This paper argues that welfare programs are linked with the destruction of social capital, as measured by interpersonal trust in laboratory games. The paper employs experimental data for representative samples of individuals in four Latin American capital cities (Bogota, Lima, Montevideo, and San Jose), finding that participation in welfare programs damage trust. This result is robust to the inclusion of individual risk measures and a broad array of controls.     Despite the growing evidence on the negative consequences of school bullying, there is no consensus regarding the most effective strategies to fight this problem. We study the impact of a randomized intervention to reduce school bullying in urban public schools in Peru, a country where violence re-mains a major challenge. The intervention consisted of two components: i) increasing awareness among students about the negative consequences of bullying and encouraging them to stand against this problem, and ii) facilitate students' ability to report violent incidents, by promoting the use of a new Government program for submitting online confidential reports. Our results indicate that the intervention reduced students' bystander behavior and increased their willingness to report violence. Using administrative data, we also find that the intervention reduced the likelihood of changing schools and of dropping out, and improved student achievement in standardized tests in the medium term. Importantly, we find that the intervention had a more limited impact among children that are exposed to violence at home. While depression and isolation were significantly reduced among non-exposed students, this effect disappears among children living in a violent environment. Overall, these findings are promising and reveal that encouraging students to stand up against bullying and providing them with the means to do it may have beneficial effects over their well-being and educational performance, even in violent settings.

    Indicators for quality of schooling are not only relatively new in the world but also unavailable for a sizable share of the world's population. In their absence, some proxy measures have been devised. One simple but powerful idea has been to use the schooling premium for migrant workers in the U.S. (Bratsberg and Terrell, 2002). In this paper we extend this idea and compute measures for the schooling premium of immigrant workers in the U.S. over a span of five decades. Focusing on those who graduated from either secondary or tertiary education in Latin American countries, we present comparative estimates of the evolution of such premia for both schooling levels. The results show that the schooling premia in Latin America have been steadily low throughout the whole period of analysis. The results stand after controlling for selective migration in different ways. This contradicts the popular belief in policy circles that the education quality of the region has deteriorated in recent years. In contrast, schooling premium in India shows an impressive improvement in recent decades, especially at the tertiary level.

    How much are teachers paid in comparison to those in other professions in Latin America? How have these differences evolved at the turn of the 20th century? This paper reports the evolution, between circa 1997 and circa 2007, of teachers' salaries vis-à-vis workers in other professional and technical occupations for thirteen Latin-American countries. After controlling the earnings differentials by observable characteristics linked to productivity it is found that the hourly earnings gap, although substantial, decreased throughout the decade. This has been the case for earnings gaps at the main and secondary jobs, and also for those measured in terms of monthly and yearly earnings.     This paper documents the extent to which teachers are underpaid vis-à-vis workers in other professional and technical occupations in Latin America circa 2007. These labor earnings differences, attributed to observable socio-demographic and job characteristics, are assessed using a matching methodology (Ñopo, 2008). Teachers' underpayment is found to be stronger than what has been previously reported in the literature, especially among pre-school and primary teachers. Nonetheless, behind the region averages there is an important cross-country heterogeneity. Teachers' underpayment is more pronounced among males, older workers, household heads, part-timers, formal workers, those who work in the private sector, and (mostly) among those with complete tertiary education. Two amenities of the teaching profession, namely the longer job tenure and the flexible job schedules within the year, are also explored. Even after accounting for the possible compensating differentials of these two amenities, teachers' underpayment vis-à-vis that of other professional and technicians prevail. -- wage differentials ; professional labor markets ; Latin America

    This paper surveys gender wage gaps in Colombia from 1994 to 2006, using matching comparisons to examine the extent to which individuals with similar human capital characteristics earn different wages. Three sub-periods are considered: 1994-1998; 2000- 2001; and 2002- 2006. The gaps dropped from the first to the second period but remained almost unchanged between the second and the third. The gender wage gap remains largely unexplained after controlling for different combinations of socio-demographics and job-related characteristics, reaching between 13 and 23 percent of average female wages. That gap is lower at the middle of the wage distributions than the extremes, possibly due to a gender-equalizing effect of the minimum wage. Moreover, the gap is more pronounced for low-productivity workers and those who need flexibility to participate in labor markets. This suggests that policy interventions in the form of labor market regulations may have little impact on reducing gender wage gaps.

    En este artículo se presenta una visión comparada de la formación de economistas en cinco países de América Latina. Para tal fin, se analizan la currícula, los libros de texto comúnmente utilizados, la dedicación de los profesores, los métodos de enseñanza, y el uso de tecnologías y herramientas computacionales. Así mismo, siguiendo el enfoque de Colander (2005), se aplica una encuesta a estudiantes de esta carrera para diseñar un perfil socioeconómico de los mismos e indagar acerca de sus actitudes y opiniones. Dentro de las regularidades encontradas para los cinco países, es de resaltar la falta de conexión entre las expectativas de los estudiantes sobre las demandas de los mercados de trabajo y las demandas efectivas de economistas por sectores de empleo.
