Due to the growth in international migration in recent decades, the workforce of firms in host countries has become considerably more diverse, both demographically and culturally. It is an important question for firms and for governments to ask whether there are some productivity-enhancing externalities gained from this growing diversity within firms. In recent years migration research has demonstrated positive economic impacts of cultural diversity on productivity and innovation at the regional level. However, there is a dearth of research on the links between innovation and migrant diversity at the firm level. In this paper we construct and analyse a unique linked employer-employee micro-dataset of 4582 firms, based on survey and administrative data obtained from Statistics Netherlands. Excluding firms in the hospitality industry and other industries that employ low-skilled migrants, we use the local number of restaurants with foreign cuisines and the historical presence of migrant communities as valid instruments of endogenous migrant settlement. We find that firms in which foreigners account for a relatively large share of employment are somewhat less innovative. However, there is strong evidence that firms that employ a more diverse foreign workforce are more innovative, particularly in terms of product innovations. -- immigration ; innovation ; cultural diversity ; knowledge spillovers ; linked employer-employee data ; Netherlands

The aim of the present paper is to design a choice model for agricultural land use, in which the demand for both nutrients and bio-fuels is taken into consideration. To that end, we employ an AEM (Agricultural Economy Model) as part of a broader integrated environmental sustainability system. The AEM model in the present paper is oriented towards an application to agricultural land use in Japan. Based on an extensive data collection effort, the model is tested by means of various dynamic simulation experiments using the STELLA software. The results are interesting and demonstrate that: (i) the current energy demand in Japan exceeds the countrys present energy capacity and potential; (ii) Japan tends to extract energy mainly from carbohydrates and next from proteins. The robustness of the model results is tested through various sensitivity analyses. multifunctional land use ; nutrients ; bio-ethanol ; sustainable development ; Agricultural Economy Model

Biodiversity has received much attention in environmental research and public policy in recent years. There is a world-wide interest in its relevance for the carrying capacity of rich but fragile ecosystems. Voices suggesting to build up proper protection mechanisms for unique and scarce diversity become louder. The question emerges whether and which combination of ecological and economic insights can help us to identify meaningful policy options to map out proper roads towards a sustainable future. This paper surveys and highlights the potential and limitations of an ecologicaleconomics perspective on biodiversity. Such a perspective on complex biodiversity issues, if firmly supported by modern ecological insights, can help to clarify the processes, functions and values associated with biodiversity. This study aims to offer a review of key ecological and economic concepts that are essential in building bridges between ecology and economics, and discusses ways to integrate them. In addition to such issues as biodiversity indices or ecosystem management principles, particular attention is given to various monetary valuation approaches and methods from the perspective of preservation and sustainable use of biodiversity. Furthermore, the use of ecological and value indicators in integrated economic-ecological modelling and analysis is addressed as well. Throughout the paper, several illustrative applications are presented to demonstrate the usefulness of the various approaches discussed. Finally, the paper offers principles for public decision-making regarding biodiversity protection.

This paper aims to examine the critical conditions for success and failure for the new generation of ethnic entrepreneurs in the creative industries in modern Dutch urban areas, in terms of their entrepreneurial behaviour with a particular focus on their personal and business characteristics and their motivation and driving forces, which all determine their entrepreneurship and their business performance. An empirical application is presented, in which the results from an in-depth interview study of Moroccan entrepreneurs are discussed. The findings of our study show that, in general, these entrepreneurs are more open and are looking for new opportunities beyond the traditional markets using break-out strategies. This research study can help to explain how to achieve a better understanding of the important factors which influence entrepreneurial behaviour and activity, the business entry decision, and the creation process, and of the conditions for success and other factors that can have an effect on the performance of ethnic entrepreneurs in the Netherlands, within the broader context of entrepreneurship. This will have implications for various stakeholders such as other ethnic entrepreneurs, policy makers and business investors in this dynamic and promising business environment. ethnic entrepreneurship ; urban change ; strategic performance management ; culture ; creative industries

This paper offers a concise critical overview of Okuns Law, with particular attention for its relevance in open economic systems of regions. Based on an extensive set of economic data for Finnish regions, the existence of cointegration is tested by using alternative statistical methods, viz. the residual-based test and the conditional error correction model. A novelty of the paper is to combine a method of hidden cointegrations with a method of removing cross-sectional dependence. After correcting for hidden cointegrations and cross-sectional dependence, both statistical methods used yield almost similar results and confirm cointegration for the relevant data on Finnish regions. This long-run relationship in Finland appears to be very similar to that found elsewhere in the literature. We provide the first theoretical analysis of a one sector, discrete time, Schumpeterian model of growth in a regional economy in which consumers are risk neutral, there is no population growth, monopolistic entrepreneurs produce intermediate goods, and a single consumption good is produced competitively. Our analysis generates several new results. In the deterministic model, R&D in time surely leads to an innovation in time In this setting, we show that relative to the balanced growth path (BGP) equilibrium, the social planner always allocates more labor to R&D and hence achieves a larger size of innovation and a higher growth rate. Next, in the stochastic model, R&D in time probabilistically leads to an innovation in time In this setting, we first define the equilibrium and the steady state BGP allocations. Second, we generalize the notion of the steady state and determine the number of unemployed workers. Third, we show that our regional economy experiences bursts of unemployment followed by periods of full employment. Finally, we show that a decline in the time discount rate increases the average growth rate and the average unemployment. Entrepreneurs as the dominant employment source in rural areas play a crucial role, not only in the continuity of the rural economy but also in the continuity of rural life. The aim of this study is first to explore the profile of rural entrepreneurs, and second to identify the most important factors that determine their different embeddedness levels in rural areas. To achieve this aim, we will first use descriptive statistical techniques, and later on one of the artificial intelligence methods, i.e. rough set data analysis in order to investigate 255 entrepreneurs from Turkish rural areas on the basis of the data obtained from in-depth questionnaire interviews. This study is the first attempt to evaluate rural entrepreneurs and their place in rural areas. Descriptive statistics on entrepreneurs show that the gender gap and the education problem still exist in many villages, although depopulation is somewhat imited due to the motivation of entrepreneurs. However, most entrepreneurs want to stay in their villages: they have stated that the continuity and the success of their entrepreneurial activity are very much related to the social relations and their involvement in the village social life. According to the results of our second analysis, embeddedness and disembeddedness of entrepreneurs are strongly associated with the remoteness of villages, the personal profile, and the use of external information by entrepreneurs.

This study attempts to formulate a conceptual and operational model that encapsulates the highlights of scientific sustainability research, and that identifies the critical success factors of sustainable development from the perspective of different stakeholder groups. It seeks to identify viable consensus pathways in sustainable development strategies that are marked by conflicts among different stakeholders. In order to do so, this study focusses on three case studies that are part of the EU-project SMILE, their way of sustainability thinking and their stakeholders, in order to encapsulate different sustainability approaches and different needs for sustainable development. To identify critical success/failure factors in the search for sustainable development at the interface of economic, environmental and social factors, we use interview results, first, to compose case-study-specific pentagon models. These models offer a systematic framework for sustainability and, in general, distinguish between five key forces, viz. software (e.g. knowledge), hardware (e.g. research facilities), finware (e.g. financial support), ecoware (e.g. environmental amenities) and orgware (e.g. institutional support systems). In a second step, we use both the questionnaire results and a multi-criteria spider approach to quantify the relative importance of the pentagon factors for each stakeholder group. This way we are able to develop stakeholder-specific pentagon models. Although there are many applications of the basic pentagon model in the sustainability literature, our attempt can be seen as the first one that combines cases at different time and spatial scales to generalize the interfaces between scientific research and policy arenas. This paper aims to map out the consequences of migration flows for modern cities, and in particular it analyses various aspects of urban cultural diversity. It argues that the sustainable and innovative development of cities under conditions of creative cultures is possible, and it presents a pentagon model as an analytical tool for investigating the necessary conditions for achieving a balanced and thriving urban development. The paper also pays attention to the socio-economic aspects of urban pluriformity caused by the emergence of ethnic or migrant entrepreneurs. The paper presents an integrated overview of the advantages and drawbacks of cultural diversity in relation to mass migration inflows into modern cities. A major part of the paper is devoted to the positive and negative socio-economic implications of cultural diversity. To that end, a series of extensive survey tables is provided. Finally, the relationship between diversity and innovativeness is addressed.

In many countries, rural areas have shown a new spatial-economic dynamics that has meant a contrast with the traditional urban-rural dichotomy. In particular, the need to use economicecological sustainability as a guiding principle for new rural development is a prominent feature. But how will rural areas, sometimes suffering from lack of economic development, peripheral positions and relatively low social well-being is able to face new challenges? Can they be attractive, innovative and developed (hot spots), while maintaining their sustainability and continuity? This question was the background in conducting our research. Hence, this study aims to answer this question in three steps, viz. (i) offering a contemporary overview, (ii) identifying the critical factors for and defining the driving forces of sustainable rural development and (iii) developing a set of sustainable development scenarios. The first step includes a new concept for rural and regional studies, e.g. hot spots in order to show that rural areas can be regions of development if the priorities for each village can be carefully identified. The following two steps are conducted by the application of the so-called pentagon model and the use of multi-criteria analysis, viz. regime analysis. The data and information deployed in this study are obtained from field surveys conducted in 60 European and 17 Turkish rural areas. The results showed that the challenge to transform rural areas into hot spots is neither impossible nor difficult. On the contrary, rural areas and their inhabitants are ready to achieve such a future, but the policies concerning rural areas need to be restructured. The study concludes by offering some lessons about how to restructure the rural policies. rural areas ; sustainable rural development ; hot spot ; pentagon ; multi-criteria analysis ; regime ; Europe ; Turkey creativity

Recent theories on regional creative capacity often focus on urban regions without taking into account rural regions. In addition, the application of such analyses to rural regions may lead to misrepresentation or misunderstanding of rural creative capacity. Against this background, the aim of the present study is to integrate the existing literature on different components of creative capacity, viz., knowledge, innovation, entrepreneurship and networks, in order to build a more comprehensive framework for rural creative capacity and its evaluation. In the light of the perspective from the empirical literature review on the evaluation of creative capacity in rural regions, various empirical measurements seem to misrepresent or underestimate the creative capacity of rural regions. Therefore, there is a clear need to use the locality in relation to its dynamics, i.e. tacit knowledge, cultural heritage and social and physical environment, as the main and basic measurement unit for creative capacity analysis. Creative capacity, rural regions, innovation, sustainable competitive advantage

Although cultural heritage has attracted much policy and research interest in recent years, it is still unclear to what extent it has a significant economic impact. In most countries the cultural tourist sector definitely represents a productive branch, which in our open world is growing in importance. Cultural capital is frequently used as a strategic development tool for urban tourist policy, often supported by eservices as a central instrument in a competitive tourist sector. The appropriate choice of packages of e-services depends on the various strategic considerations of urban stakeholders (agents), and may differ for each individual city. In this vein, the present paper offers a systematic analysis framework for supporting these choices, and employs multi-criteria analysis as a systematic evaluation methodology, in particular the regime method. Our study also provides the results of an application of the framework in actual case study research for the cities of Amsterdam, Genoa, and Leipzig, which may function as examples for other cities which can learn from good practice. The framework employed is relevant to any city that wishes to evaluate its strategy on the use of e-services in promoting its cultural heritage. Our analysis concludes that tailor-made packages of e-services that serve the needs of the stakeholders in the urban tourist sector can be compared with the help of our evaluation tools. These considerations are then illustrated by means of an empirical application to policy development regarding macroeconomic effects of tourism in the area of cultural heritage. The case study under consideration, the city of Amsterdam, is empirically analyzed by means of meta-analysis, input-output analysis and micro-simulation.

Creative capacity in the field of regional sciences means the capability of any region to generate knowledge and thus to achieve innovation and the diffusion of the output of the innovative activity while obtaining the viability and sustainability of this process. Although creative capacity studies mainly focus on urban regions, the late rural studies and empirical evidences showed that rural region has a great potential capacity in terms of its five components viz. knowledge; innovation; entrepreneurship; creativity; and networks. But, these opportunities have shown by a rural specific approach rather than an urban approach. On this basis, by taking into consideration these discussions in the literature, we assume that the rural creative capacity can be evaluated by the recent changes in rural regions that show the capability of rural regions to exploit its knowledge as an output. On this purpose, in this study, we aim to evaluate which component is relatively important to identify the level of rural creative capacity. Therefore, the study focuses on 60 villages from Europe and 17 villages from Turkey by deploying the data obtained from the in-depth questionnaires. This study is a first attempt at settlement level with an optimistic approach to measure the opportunities lying at the heart of rural regions. The results of the study showed that creativity in terms of traditions is the most important component in both cases while European villages have more opportunities and do not have the latent rural problems while Turkish villages are still suffering from the well-known rural problems that their capacity exists but it is very limited.

Turkey is facing a slight but remarkable reversal in population flows between settlements, a movement known as counterurbanisation. The aim of this paper is to investigate the new patterns of population flows linked to changes in employment. To explore these patterns, the paper focuses on the causality linkages between urban-rural migration and rural employment, with a special focus on entrepreneurship, at the NUTS II level. Data used in this study are obtained from the Turkish Statistical Institute. To determine the link between counterurbanisation and entrepreneurship, a ultivariate statistical technique, viz. linear regression analysis, was used. This paper is the first attempt to explore the new trends in migration and employment in Turkey while offering a contemporary context for the different patterns of causal relations between counterurbanisation and entrepreneurship. The results suggest that, in Turkey, the major motivation still remains the pursuit of employment. Turkey; migration; counterurbanisation; entrepreneurship; employment; linear regression.

In the age of migration, many developed countries face an increasing heterogeneity of their residents. Migrant flows often lead to political discussion about the impact of migrants on labour markets, economic growth, and urban agglomeration processes, and consequently many of these causalities are a source for debate in policy circles and academic research. In this paper on migrant impact analysis we offer a broad, though not exhaustive, overview of research on migration effects and economic development. The impact of migrants on economic growth and development depends strongly on the scope and scale of research, such as the geography of the labour market and the heterogeneity of migrants. In general, no clear negative impact of migration on the economy is found on an aggregate level and in the long run. In the short run, however, some adjustment processes are clearly at work on the regional level. But, more research and data gathering is necessary to point out the exact relationship between migration and economic growth. Migrant diversity, labour markets, economic growth, agglomeration externalities

This paper offers a critical review of current debates on the importance and the potential of ICT for modern cities. Much attention is given to the opportunities offered by local egovernance, as a systematic strategy to exploit the potential of ICT for the public domain in European cities. Since the views of many experts and elected policy-makers in cities (so-called urban frontliners) is coloured by subjective expectations and perceptions, we examine in particular the extent to which the expected influences of ICT, as perceived by urban frontliners, affect their perceptions of the relevance of ICT to mitigate contemporary urban challenges. The final (empirical) part of the paper addresses the issue of the systematic study of cyber perceptions of cities in Europe.

International migration is a source of policy and research interest in many countries. This paper rovides a review of experiences and findings from migration impact assessment worldwide. Various findings are briefly summarized in the context of a systematic migration SWOT analysis for five distinct domains of interest in the economy. The results from each SWOT analysis are then used as an input for compiling a Strategic Choice Matrix that is based on the views of a panel of migration experts. These strategic options are interpreted and discussed from both an analytical and a policy perspective.

Urban sprawl has deleterious effects on natural and man-made landscapes and therefore, on the attractiveness of visitor and tourist areas. The spread of urban land use has prompted a significant loss of biodiversity and an increasing vulnerability of fragile natural and man-made systems. A prominent example of this threat for cultural heritage is the urban pressure on the Giza Pyramid Complex in Cairo, Egypt. This paper analyses urban growth trends within the Greater Cairo Metropolitan Area, especially the city enclave that is encroaching on the Pyramid Complex. A distinction is made between macro- and micro-level spatial analysis of urban growth, focusing on the micro-level dimension, with direct consequences for the conservation of cultural heritage and architectural monuments. Clearly, if no actions are taken, the unique architectural legacy of the Pyramids of Khufu, Khafre and Menkaure, might be lost. By combining spatial land use information with location awareness of the pyramid complex, this paper aims to shed light on the relevance of spatial analysis and urban growth models as tools to analyse the endangerment of valuable cultural heritage. The paper also suggests new directions for architectural heritage management, within the framework of micro-spatial analysis of the historico-cultural legacy in urban regions.
