    Aus den öffentlichen Haushalten werden in zunehmendem Umfang Aufgaben und die zugehörige Finanzwirtschaft ausgelagert und auf mehr oder weniger selbstständige Einrichtungen übertragen. Bei den Gemeinden haben solche Ausgliederungen verschiedentlich bereits einen Umfang erreicht, der dem Kernhaushalt entspricht und ihn bei manchen Größenmerkmalen sogar übertrifft. Effizienz der Aufgabenerfüllung verspricht man sich von solchen Einrichtungen. Doch es entwickeln sich so Grauzonen, die eine Beurteilung des tatsächlichen Ausmaßes der Staatstätigkeit und des Staatseinflusses erheblich erschweren. Zudem wird mit den Ausgliederungen ein großer Bereich öffentlicher Aufgaben weitgehend aus der Steuerung, Kontrolle und Begrenzung durch die Parlamente und die Öffentlichkeit herausgelöst. Das alles birgt Risiken, gerade auch für die Steuerzahler. Hinzu kommt, dass der Staat mit vielen ausgegliederten Unternehmen und Einrichtungen in Bereiche vordringt, die in unserer Marktwirtschaft zu den originären Betätigungsfeldern der Privatwirtschaft gehören und wo privates Engagement effizient und ausreichend ist. Die Studie enthält nicht nur eine Bestandsaufnahme und kritische Analyse der Ausgliederungen, sondern macht auch Reformvorschläge. Dabei zielt sie nicht darauf, Ausgliederungen völlig zu unterbinden, sondern eine möglichst sorgfältige Überprüfung aller Alternativen (insbesondere auch der Privatisierung) zu erreichen. Drei maßgebliche Erfordernisse werden im Einzelnen beschrieben: Da es sich bei den ausgegliederten Bereichen weitgehend um wirtschaftliche Betätigung handelt, müssen vor allem die geltenden Regelungen zur Begrenzung dieser öffentlichen Betätigung wirksamer gemacht werden. Außerdem sollten Ausgliederungsentscheidungen unter Parlaments- bzw. Gesetzesvorbehalt gestellt und generell ausreichend begründet und offen gelegt werden. Schließlich müssen verbleibende Ausgliederungen besser im Griff behalten, also angemessen gesteuert und kontrolliert werden, wozu die Studie ebenfalls Einzelvorschläge unterbreitet.     Aus den öffentlichen Haushalten werden in zunehmendem Umfang Aufgaben und die zugehörige Finanzwirtschaft ausgelagert und auf mehr oder weniger selbstständige Einrichtungen übertragen. Bei den Gemeinden haben solche Ausgliederungen verschiedentlich bereits einen Umfang erreicht, der dem Kernhaushalt entspricht und ihn bei manchen Größenmerkmalen sogar übertrifft. Effizienz der Aufgabenerfüllung verspricht man sich von solchen Einrichtungen. Doch es entwickeln sich so Grauzonen, die eine Beurteilung des tatsächlichen Ausmaßes der Staatstätigkeit und des Staatseinflusses erheblich erschweren. Zudem wird mit den Ausgliederungen ein großer Bereich öffentlicher Aufgaben weitgehend aus der Steuerung, Kontrolle und Begrenzung durch die Parlamente und die Öffentlichkeit herausgelöst. Das alles birgt Risiken, gerade auch für die Steuerzahler. Hinzu kommt, dass der Staat mit vielen ausgegliederten Unternehmen und Einrichtungen in Bereiche vordringt, die in unserer Marktwirtschaft zu den originären Betätigungsfeldern der Privatwirtschaft gehören und wo privates Engagement effizient und ausreichend ist. Die Studie enthält nicht nur eine Bestandsaufnahme und kritische Analyse der Ausgliederungen, sondern macht auch Reformvorschläge. Dabei zielt sie nicht darauf, Ausgliederungen völlig zu unterbinden, sondern eine möglichst sorgfältige Überprüfung aller Alternativen (insbesondere auch der Privatisierung) zu erreichen. Drei maßgebliche Erfordernisse werden im Einzelnen beschrieben: Da es sich bei den ausgegliederten Bereichen weitgehend um wirtschaftliche Betätigung handelt, müssen vor allem die geltenden Regelungen zur Begrenzung dieser öffentlichen Betätigung wirksamer gemacht werden. Außerdem sollten Ausgliederungsentscheidungen unter Parlaments- bzw. Gesetzesvorbehalt gestellt und generell ausreichend begründet und offen gelegt werden. Schließlich müssen verbleibende Ausgliederungen besser im Griff behalten, also angemessen gesteuert und kontrolliert werden, wozu die Studie ebenfalls Einzelvorschläge unterbreitet.
