    We explore the role of interest rate policy in the exchange rate determination process. Specifically, we derive exchange rate equations from interest rate rules that are theoretically optimal under a few alternative settings. The exchange rate equation depends on its underlying interest rate rule and its performance could vary across evaluation criteria and sample periods. The exchange rate equation implied by the interest rate rule that allows for interest rate and inflation inertia under commitment offers some encouraging results - exchange rate changes "calibrated" from the equation have a positive and significant correlation with actual data, and offer good direction of change prediction. Our exercise also demonstrates the role of the foreign exchange risk premium in determining exchange rates and the difficulty of explaining exchange rate variability using only policy based fundamentals. -- Taylor Rule ; exchange rate determination ; mean squared prediction error ; direction of change ; foreign exchange risk premium

Er dokumentiert die im deutschen landwirtschaftlichem Inventarmodell GASEM integrierten Berechnungsverfahren sowie die Eingangsdaten, Emissionsergebnisse und Unsicherheiten der Berichterstattung 2014 für die Jahre 1990 bis 2012. Der Bereich Landwirtschaft umfasst dabei die Emissionen aus der Tierhaltung und der Nutzung landwirtschaftlicher Böden. Emissionen aus dem Vorleistungsbereich, aus der Nutzung von Energie sowie Landnutzungsänderungen werden den Regelwerken entsprechend an anderer Stelle in den nationalen Inventaren berichtet. Die Berechnungsverfahren beruhen in erster Linie auf internationalen Regelwerken zur Emissionsberichterstattung und wurden in den vergangenen Jahren beständig weiterentwickelt.     The report at hand (including a comprehensive annex of data) serves as additional document to the National Inventory Report (NIR) on the German green house gas emissions and the Informative Inventory Report (IIR) on the German emissions of air pollutants (especially ammonia). The report documents the calculation methods used in the German agricultural inventory model GAS-EM as well as input data, emission results and uncertainties of the emission reporting submission 2016 for the years 1990 - 2014. In this context the sector Agriculture comprises the emissions from animal husbandry, the use of agricultural soils and anaerobic digestion of energy crops. As required by the guidelines, emissions from activities preceding agriculture, from the use of energy and from land use change are reported elsewhere in the national inventories. The calculation methods are based in principle on international guidelines for emission reporting and have been continuingly improved during the past years. In particular, these improvements concern the calculation of energy requirements, feeding and the N balance of the most important animal categories. In addition, technical measures such as air scrubbing (mitigation of ammonia emissions) and digestion of animal manures mitigation of emissions of methane and loughing gas) have been taken into account ...     The analysis serves as the Final Report for the DG TAXUD Project 2015/CC/131, "Study and Reports on the VAT Gap in the EU-28 Member States", which is a follow up to the reports published in 2013, 2014, and 2015. In this report, estimates of the VAT Gap and the Policy Gap for the year 2014 are presented, as well as revised estimates for the years 2010–2013 "due to the transmission" of Eurostat national accounts from the ESA95 to the ESA10. This update covers Croatia, which was not included in the previous updates. While it was hoped that the update would also cover Cyprus, it has not been possible due to incomplete national accounts data. The VAT Gap is a measure of VAT compliance and enforcement that provides an estimate of revenue loss due to fraud and evasion, tax avoidance, bankruptcies, financial insolvencies, as well as miscalculations. It is defined as the difference between the amount of VAT collected and the VAT Total Tax Liability (VTTL), which is expressed in the report in bothabsolute and relative terms. The VTTL is the theoretical tax liability according to tax law, and is estimated using a "top-down" approach.

The report documents the calculation methods used in the German agricultural inventory model GAS-EM as well as input data, emission results and uncertainties of the emission reporting submission 2017 for the years 1990 - 2015. In this context the sector Agriculture comprises the emissions from animal husbandry, the use of agricultural soils and anaerobic digestion of energy crops. As required by the guidelines, emissions from activities preceding agriculture, from the use of energy and from land use change are reported elsewhere in the national inventories. The calculation methods are based in principle on the international guidelines for emission reporting and have been continuingly improved during the past years by the Thünen Institute working group on agricultural emission inventories, partly in cooperation with KTBL. In particular, these improvements concern the calculation of energy requirements, feeding and the N balance of the most important animal categories. In addition, technical measures such as air scrubbing (mitigation of ammonia emissions) and digestion of animal manures (mitigation of emissions of methane and loughing gas) have been taken into account.     Rapid technological advancements and shifting economic paradigms in the 21st century also continuously change the nature of work wherein more complex and sophisticated skill sets are being required. There is a growing recognition of the pivotal role soft skills play in preparing the youth for this evolving environment. However, there remains a notable gap in identifying what comprises these soft skills, or Transversal Competencies (TVC). The study aims to contribute to policy discussions to support the government in enhancing its understanding of soft skills building and in formulating strategies to cultivate a workforce well-prepared for the future. The study utilized different interrelated methodological approaches: scoping review and key informant interviews (KIIs), with distinct data-collection methods. The results of the scoping review and KIIs suggest there was no clear common definition of the concept or its dimensions. However, the Philippine articulations of TVCs commonly identify these three categories: (a) critical thinking and other cognitive skills, (b) interpersonal skills, and (c) intrapersonal skills. While these dimensions are prioritized, the data were less clear about what the priorities were in which TVC concepts and skills should be assessed. To lay the groundwork on potential assessments, a recommendation of the study involves a need to formulate a multicomponent assessment of soft skills aligned with basic and higher education curricula. Co-creating a systematic approach of developing assessments of TVCs may include stakeholder consultations, cost-benefit analyses, and meticulous test development phases to ensure technical expertise and appropriateness to local contexts. In the future, these assessments may also be leveraged for human resource development and learning in various employment sectors.
