    Economic preferences - like time, risk and social preferences - have been shown to be very influential for real-life outcomes, such as educational achievements, labor market outcomes, or health status. We contribute to the recent literature that has examined how and when economic preferences are formed, putting particular emphasis on the role of intergenerational transmission of economic preferences within families. Our paper is the first to run incentivized experiments with fathers and mothers and their children by drawing on a unique dataset of 1,999 members of Bangladeshi families, including 911 children, aged 6-17 years, and 544 pairs of mothers and fathers. We find a large degree of intergenerational persistence as the economic preferences of mothers and fathers are significantly positively related to their children's economic preferences. Importantly, we find that socio-economic status of a family has no explanatory power as soon as we control for parents' economic preferences. A series of robustness checks deals with the role of older siblings, the similarity of parental preferences, and the average preferences within a child's village.

    A society that believes wealth to be determined by random "luck", rather than by merit, demands more redistribution. We present evidence of this behavior by exploiting a natural experiment provided by the L'Aquila earthquake in 2009, which hit a large area of Central Italy through a series of destructive shakes over eight days. Matching detailed information on the ground acceleration registered during each shock with survey data about individual opinions on redistribution we show that the average intensity of the shakes is associated with subsequent stronger beliefs that, for a society to be fair, income inequalities should be levelled by redistribution. The shocks, however, are not all alike. We find that only the last three shakes - occurred on the fourth and the eighth day of the earthquake - have a statistically significant impact. Overall, we find that the timing and repetition of the shocks play a role in informing redistributive preferences.

    Economic theory and empirical evidence establish that economic preferences predict behavior and life outcomes for children, adolescents, and adults. In this paper, we use novel data on 4,282 siblings aged 6 to 16 that combine incentivized measures of time, risk, and social preferences with comprehensive information on child behavior and family environment. Using standard cross-sectional specifications, our results confirm the predictive power of children's preferences for behavior. However, when estimating household fixed effects models that allow controlling forall characteristics that are shared by siblings, this predictive power largely vanishes. We discuss implications for research on children's preferences and behavior.

We derive intuitive conditions for stepping stones, which depend on the relative size of social penalties and intrinsic utility benefits. We propose an econometric approach to testing whether an intermediate action is a stepping stone, and apply it to original data on female genital cutting in Somalia. The analysis shows that the intermediate action may become the new norm

    Unintended consequences of public policies, while common, are under-studied and often unaccounted for in economic analysis. In this paper we study the unintended consequences of a public information campaign on water quality on the marriage market in rural Bangladesh. Despite being heavily contaminated with arsenic, groundwater was the main source of drinking water for rural dwellers in Bangladesh since the 1970s. This created a major health emergency in the country as arsenic exposure causes multiple health problems, ranging from skin lessons to various types of cancer. However, until the mid 1990s, the contamination remained largely unknown and became public knowledge only later through a nationwide information campaign. We study the impact of the campaign on marriage patterns in rural Bangladesh. Using a difference-in-difference model, we analyse the age at marriage, bride price agreed at the time of marriage and find that both of them decreased in arsenic affected areas compared to areas unaffected by arsenic contamination. The effect on age at marriage is primarily driven by younger cohorts who got married earlier. Additionally, we find an increase in the likelihood of females having their first child at an early age (between 16 to 20 years). These are important social consequences, however, often ignored in most analyses.

    Lack of information about COVID-19 and its spread may have contributed to excess mortality at the pandemic's onset. In April and May 2020, we implemented a randomized controlled trial with more than 3,000 households in 150 Bangladeshi villages. Our one-to-one information campaign via phone stressed the importance of social distancing and hygiene measures, and illustrated the consequences of an exponential spread of COVID-19. We find that information provision improves knowledge about COVID-19 and induces significant behavioral changes. Information provision also yields considerably better health outcomes, most importantly by reducing the number of reported deaths by about 50% in treated villages.

    This paper evaluates two alternative mechanisms, Public-Private Partnership in Peru and Business-NGO Partnership in Bangladesh, that provide rural people with access to telecommunications. The two mechanisms that are examined here are considered as two best practices in the provision of rural telecommunications in the context of developing countries. Under two geographically distinct market segments, rural market characterized by low per-subscriber revenue and urban market characterized by high per-subscriber revenue, the traditional provision mechanisms such as state ownership, regulated monopoly and competitive market structure may not provide universal access to the people living in rural areas of developing countries. Attainment of universal access therefore may require alternative institutions. Based on three criteria of universal service provision: non-discriminatory access, uniform pricing and quality restrictions, the study finds that while the Public-Private Partnership in Peru complies with all of the three criteria, the Business-NGO partnership in Bangladesh complies with the first two criteria only. With respect to quality, users are less than satisfied with the current level of provision in Bangladesh. The success of the Business-NGO Partnership implies that the eplication of such a mechanism might require the pre-existence of an organization with local level knowledge and public good objective. In contrast to that, the Public-Private Partnership ensures the provision of universal access under a written contract, and given the public objective, can attract private providers for rural telecom provisions. Die vorliegende Arbeit bewertet zwei alternative Mechanismen, Public-Private Partnership in Peru und Business-NGO Partnership in Bangladesh, welche die Landbevölkerung mit Zugang zu Telekommunikationsleistungen versorgen. Die zwei hier untersuchten Mechanismen gelten als Musterbeispiele für die Bereitstellung von Telekommunikation im ländlichen Raum in Entwicklungsländern. Bei zwei geographisch unterschiedlichen Marktsegmenten, von denen der ländliche Markt durch niedrige Einnahmen pro Teilnehmer gekennzeichnet ist, der urbane Markt dagegen durch hohe Einnahmen pro Teilnehmer, kann es sein, dass traditionelle Versorgungsmechanismen, wie etwa Staatsbesitz, regulierte Monopole und wettbewerbliche Marktstrukturen der Landbevölkerung in Entwicklungsländern keinen allgemeinen Zugang ermöglichen. Für einen universalen Zugang wären daher alternative Institutionen erforderlich. Die Studie stützt sich auf drei Kriterien universaler Versorgung (keine Diskriminierung beim Zugang, einheitliche Preisgestaltung und Mindeststandards für die Qualität) und zeigt, dass, während Public-Private Partnership in Peru alle drei Kriterien erfüllt, Business-NGO Partnership in Bangladesh nur die ersten zwei Kriterien berücksichtigt. Hinsichtlich der Qualität sind die Teilnehmer nicht zufrieden mit dem derzeitigen Versorgungsniveau in Bangladesh. Der Erfolg der Business-NGO Partnership deutet darauf hin, dass die Übertragung eines solchen Mechanismus das vorherige Bestehen einer Organisation erfordern könnte, die über lokale Kenntnis verfügt und deren Ziel das Allgemeinwohl ist. Dagegen sichert die Public-Private Partnership die Bereitstellung eines allgemeinen Zugangs in einem schriftlichen Vertrag und kann durch ihre öffentliche Zielsetzung private Anbieter von Telekommunikationsleistungen im ländlichen Raum anziehen.

    This paper measures the rural households' willingness to pay (WTP) for access to public telephone services in Bangladesh and Peru through contingent valuation methods. The development of contingent valuation methods together with the econometric expansion of qualitative response models has permitted an approximation to the consumer surplus in the presence of externalities, public good and information asymmetries. The paper utilizes both parametric and nonparametric estimations that are commonly observed in the literature concerned with the estimation of WTP. The main result of the paper suggest that rural telecommunications projects are welfare enhancing, since households' WTP are higher than the prevailing tariff rates. For Peru, households' currently pay US$0.14 for local calls and US$ 0.29 for national long distance calls (LDN), while their WTP for a local call varies from US$0.25 to US$0.35, and for a LDN call varies from US$0.33 to US$0.45. For Bangladesh, households' WTP for a local call varies from US$0.10 to US$0.26, for a LDN call from US$0.23 to US$0.50, and for an international call from US$0.93 to US$1.35. Meanwhile, they are currently paying US$ 0.03, US$ 0.06 and US$ 0.46 respectively. Despite the fact that the monetary measures of WTP vary depending on measurement methods, the results are consistent for all the parametric and non-parametric measures utilized suggesting that the rural telecommunications projects in Bangladesh and Peru are directly contributing to the improvement of welfare of rural households. In dieser Studie wird die Zahlungsbereitschaft (Willingness to Pay) ländlicher Haushalte für den Zugang zu öffentlichen Telefondiensten in Bangladesh und Peru mit Hilfe der "contingent valuation method" ermittelt. Die Entwicklung der "contingent valuation method" und die ökonometrische Ausweitung des "qualitative response models" haben eine Annäherung an die Konsumentenrente unter Einbeziehung von Externalitäten und assymetrischem Zugang zu öffentlichen Gütern und Informationen ermöglicht. In der Studie werden parametrische und nicht-parametrische Schätzungen angewendet, die man auch in der Literatur zur Schätzung der Zahlungsbereitschaft finden kann. Das Hauptergebnis der Studie zeigt, dass lokale Telekommunikationsprojekte das Gemeinwohl erhöhen, da die Zahlungsbereitschaft der Haushalte über den gängigen Tarifen liegt. In Peru zahlen Haushalte zur Zeit US$ 0.14 für regionale Telefongespräche und US$ 0.29 für Ferngespräche im Inland (LDN). Die Zahlungsbereitschaft für Ortsgespräche liegt aber zwischen US$ 0.25 und US$ 0.35, und die für inländische Ferngespräche zwischen US$ 0.33 und US$ 0.45. In Bangladesh liegt die Zahlungsbereitschaft für Ortsgespräche zwischen US$ 0.10 und US$ 0.26, für inländische Ferngespräche zwischen US$ 0.23 und US$ 0.50 und für Auslandsferngespräche zwischen US$ 0.93 und US$ 1.35. Bezahlen müssen die Haushalte dort zur Zeit aber nur US$ 0.03, US$ 0.06 beziehungsweise US$ 0.46. Trotz der Tatsache, dass monetäre Messungen der Zahlungsbereitschaft je nach Messmethode variieren, sind die Ergebnisse für alle parametrischen und nicht-parametrischen Messungen konsistent. Dies deutet an, dass die ländlichen Telekommunikationsprojekte direkt zur Verbesserung des Gemeinwohls der ländlichen Haushalte beitragen.

    Many development programs are based on short-term interventions, either because of external funding constraints or because it is assumed that impacts persist post program termination ("sustainability"). Using a novel randomized phase-out research method, we provide experimental tests of the effects of program phase-out in the context of a large-scale agricultural input subsidy and extension program operated by the NGO BRAC to increase the use of improved seed varieties and basic farming practices among women smallholders in Uganda. We find that while supply of improved seeds through local, BRAC trained women declined, demand does not diminish, and farmers shift purchases from BRAC to market sources, indicating a persistent learning effect. We also find no evidence of declines in the practice of improved and less costly cultivation techniques taught by the program. These results have implications for both efficient program design and for models of technology adoption.
