    This paper examines weight loss and the formation of healthy habits through cash rewards in the context of a multi-phase randomized controlled trial involving 700 obese individuals. We find effects of monetary incentives for weight loss of up to EUR 300 on body weight during all experimental phases, including a period of a year and a half following the exposure to the financial rewards. We also find effects on healthy behavior during this follow-up phase. After the initial incentive period, we additionally provided participants who had lost a substantial amount of weight with monetary rewards of up to EUR 500. These had only short-term effects on body weight and healthy behavior. We argue that our findings are best explained by monetarily incentivized participants having formed healthy habits by the time the experiment ended and that only the speed of the transition to the new (health) equilibrium was affected by the additional rewards. Contrary to the pessimistic perspective presented in earlier empirical research on habit formation, our results suggest that a simple program relying on weight loss rewards can result in long-term health behavioral change. Die vorliegende Arbeit untersucht den Zusammenhang von Geldprämien und der Herausbildung gesundheitsförderlicher Verhaltensmuster im Rahmen eines mehrphasigen randomisierten Experiments mit 700 adipösen Teilnehmern. Geldprämien von bis zu 300 € für erfolgreiches Abnehmen zeigen in allen Phasen des Experiments Effekte auf das Körpergewicht der Teilnehmer, einschließlich einer Follow-Up-Phase von eineinhalb Jahren nach Ende der monetären Incentivierung. In der Follow-Up-Phase zeigen sich auch Effekte auf gesundheitsrelevantes Verhalten. Nach Ende der ersten Phase des Experiments, in der die Gewichtsreduktion monetär incentiviert wurde, wurden Teilnehmer die substantiell abgenommen hatten erneut mit Geldprämien von bis zu 500 € incentiviert. Diese zusätzlichen Anreize zeigten lediglich kurzfriste Effekte auf Körpergewicht und gesundheitsrelevantes Verhalten. Diese Asymmetrie in den langfristigen Effekten der beiden Anreize lässt sich am besten dadurch erklären, dass die incentivierten Teilnehmer innerhalb der Dauer des Experiments gesundheitsförderliche Verhaltensroutinen herausgebildet hatten, und dass der das Erreichen dieses neuen (‚gesünderen‘) Gleichgewichts durch den zweiten Anreiz lediglich beschleunigt wurde. Im Gegensatz zur überwiegend pessimistischen Sicht in der Literatur, hinsichtlich der Möglichkeit, mittels temporärer Geldanreize langfristige gesundheitsförderliche Verhaltensänderungen zu erreichen, deuten die Ergebnisse darauf hin, dass temporäre monetäre Abnehmanreize dazu in der Lage sind.

    Despite massive digitization efforts, the German economy has experienced a marked slowdown in its productivity growth. This paper analyzes the reasons behind this disconcerting development. A major factor is the turnaround of the labor market that commenced around 2005. The successful integration of five million predominantly low-productivity workers into the labor market induced an attenuating effect on productivity growth. This does not explain the slowdown entirely, however. As a potentially important countervailing force, technological advances associated with digitization would have had the potential to lift productivity growth more strongly, but they frequently translated into employment growth instead.

    Es ist schon seit langem ein politisches Ziel, Wachstumshemmnisse im Ruhrgebiet abzubauen, indem Stadt-, Verbands-, Verbunds- und sonstige hemmende Grenzen überwunden werden. Für das Jahr 2018 hat nun die Landesregierung unter Ministerpräsident Armin Laschet eine große "Ruhrkonferenz" ausgerufen: Jeweils ein Kabinettsmitglied soll mit einem gesellschaftlichen Akteur des Reviers konkrete Lösungen für verschiedene Lebensbereiche erarbeiten. Die Idee ist sinnvoll, bei der Umsetzung muss allerdings auf drei Dinge geachtet werden: Erstens, regionale Problemlagen müssen kleinräumig betrachtet werden. An Kennzahlen wie Arbeitslosigkeit oder Kaufkraft zeigt sich deutlich, dass die Problemlagen einerseits innerhalb der Städte sehr heterogen verteilt sind, andererseits aber nicht an den Stadtgrenzen Halt machen. Daraus ergibt sich zweitens, dass die Probleme in kooperativen Ansätzen angegangen werden sollten, bei denen die Kooperationsprojekte räumlich abgegrenzt und mit klaren Zielen und Kompetenzen ausgestattet sind. Drittens werden gute Argumente allein nicht reichen, um Veränderungen herbeizuführen. Es müssten vielmehr handfeste Anreize zur Überwindung des Status quo gesetzt werden. Dies könnte beispielsweise über Wettbewerbe geschehen, bei denen vielversprechende, in einem Prozess des bottom-up entwickelte funktionale Kooperationen finanzielle Unterstützung erhalten. Much effort has been invested into creating sustainable growth perspectives for the Ruhr region ("Ruhrgebiet"). A particular focus has been on overcoming barriers imposed by city and other administrative boundaries. Recently, the government of North-Rhine Westfalia announced an event called "Ruhr conference": teams between cabinet members and stakeholders shall work out solutions for different domains like social life, employment, and health. It is important that during this process representatives follow three essential guidelines: First, since challenges like unemployment have been found to be heterogeneous within cities but spreading over city borders, all future analyses should focus on small scale regional observations. Second, problems should be tackled within cooperation projects that have a clear goal and a defined target region (based on the small scale pattern). Third, good arguments will not suffice to initiate change. An attractive way to incentivize such cooperations and to overcome the status quo is through funding competitions. The government should grant project oriented funding for which local cooperations can apply with "bottom up"-ideas.

Trotz erheblicher Anstrengungen bei der Digitalisierung weist die deutsche Volkswirtschaft ein verlangsamtes Wachstum der gesamtwirtschaftlichen Produktivität auf. Dieser Beitrag analysiert die Hintergründe für diese beunruhigende Entwicklung. Eine wichtige Ursache dieses Phänomens sind die massiven Veränderungen am deutschen Arbeitsmarkt, die ihren Anfang in der Mitte des vergangenen Jahrzehnts nahmen. Über fünf Millionen Erwerbstätige wurden seitdem in den Arbeitsmarkt neu integriert, was das Produktivitätswachstum erheblich dämpfte. Der mit der ausgeprägten Digitalisierung der Wirtschaft verbundene gegenläufige Impuls hat diese Verlangsamung nicht völlig kompensiert, da technologische Impulse tendenziell nicht nur in verstärkte Wirtschaftsleistung, sondern auch in Beschäftigungszuwachs übersetzt werden.

    Das Ziel des Pariser Klimaabkommens, den globalen Temperaturanstieg auf deutlich unter 2°C zu begrenzen, erfordert eine emissionsneutrale Weltwirtschaft ab Mitte dieses Jahrhunderts. Ein sektorübergreifender und weltweiter CO2-Preis ist das kosteneffektivste Instrument, um dieses Ziel zu erreichen. Bisherige Bepreisungssysteme weisen jedoch ein zu niedriges Preisniveau auf und sind zudem nicht ausreichend international koordiniert. Deutschland sollte darauf dringen, dass im Europäischen Emissionshandel (EU ETS) ein Mindestpreis von 20 €/t CO2 ab 2020 eingeführt wird, der bis zum Jahr 2030 auf 35 €/t CO2 ansteigt. Sollte ein europaweiter Mindestpreis politisch nicht durchsetzbar sein, es aber eine große Koalition der Willigen unter den EU-Ländern geben, könnten flexible nationale CO2-Steuern die Differenz zwischen dem Preis am europäischen Zertifikatemarkt und dem unter den Willigen vereinbarten Mindestpreis ausgleichen. Zudem sollten in den nicht vom EU ETS erfassten Sektoren, insbesondere Verkehr und Wärme, die Energieabgaben so reformiert werden, dass sie sich ebenfalls am CO2-Gehalt orientieren. Diese Reform muss allerdings so ausgestaltet sein, etwa durch eine deutliche Reduzierung der Stromsteuer, dass sie nicht zulasten einkommensschwacher Haushalte geht. To reach the goal of the Paris Climate Agreement of limiting the global rise in temperature to well below 2°C we need to realize the aim of an emission-neutral global economy by the middle of this century. A sufficiently high global CO₂ price that encompasses all sectors is the most cost-effective instrument to achieve this objective. However, CO₂ prices in currently existing systems are too low and the pricing systems are not sufficiently coordinated at the international level. Germany should push for the introduction of a minimum price in the European Emissions Trading System (EU ETS), starting from 20 €/t CO₂in 2020, rising to 35 €/t CO₂ by 2030. If this ambition were to prove politically infeasible, a grand coalition of willing EU member states could employ flexible national CO₂ taxes to offset the difference between the price on the European certificate market and the agreed minimum price. Energy taxation in all non-EU ETS sectors, including transport and heating, should be reformed as well, oriented at the fuels respective CO₂ content. This reform should avoid generating detrimental effects to low-income households, for instance by substantially reducing the electricity tax.
