    Previous international climate change agreements have primarily been driven by states, such as the UN Conference on Environment and Development in Rio de Janeiro in 1992, followed by the Kyoto Protocol in 1997 and the Paris Agreement in 2015. Perhaps due to the national focus of these agreements, discussions and actions to date have mainly centred on direct carbon emissions from households, transport and industry. However, it is important not to overlook the significant potential for the financial industry to contribute towards combating climate change. Through their lending activities, they determine which economic activities receive financing and which do not. This economic power is needed to achieve the Paris climate goals. While Germany's Climate Protection Act provides a framework for meeting these goals, it does not impose specific requirements on banks. However, German banks have voluntarily committed to fulfilling their responsibilities in regards to climate policy. In this study, we analyze the goals and measures that German banks plan to pursue in their efforts to combat climate change based on self-statements found in their strategy papers.

    Die derzeit vorherrschenden Konsum- und Produktionsweisen sind nicht nachhaltig. Sie sind geprägt von Investitions- und Kaufentscheidungen einzelner Personen und Unternehmen, deren Entscheidungskalküle sich in der Regel nicht an der gesellschaftlichen Wohlfahrt, sondern an einzelwirtschaftlichen Kriterien orientieren. Vor diesem Hintergrund setzt sich das Vorhaben zwei wesentliche Zielstellungen, um Wirtschaftlichkeit neu zu denken und in den Dienst des Umweltschutzes zu stellen. Zum einen sollen die Analysen helfen, das Verständnis für Entscheidungskalküle und -verhalten zu verbessern. Zum anderen soll auch der bestehende Ordnungsrahmen mit seinen expliziten oder impliziten Wirtschaftlichkeitsgrundsätzen und Wirtschaftlichkeitsgeboten auf den Prüfstand gestellt werden. Anhand einer Akteursbetrachtung und beispielhafter Analysen von Investitionsentscheidungen wird gezeigt, dass Investitionen im Sinne des Umweltschutzes von verschiedensten Hemmnissen geprägt sind und deshalb unterbleiben oder verschoben werden. Wesentliche Hemmnisse stehen im engen Bezug zu den Wirtschaftlichkeitskalkülen von Investor*innen und sie ergeben sich aus spezifischen Regelungen im Ordnungsrahmen. Um Wirtschaftlichkeit neu zu denken und in den Dienst des Umweltschutzes zu stellen, werden die Hemmnisse genauer beleuchtet und Lösungsvorschläge zur Reform des Ordnungsrahmens gegeben. Das Vorhaben untersucht Wirtschaftlichkeitskalküle bei Investitionsentscheidungen privater Haushalte und Unternehmen, Wirtschaftlichkeitsgebote im Kontext umweltrelevanter Mindeststandards sowie Wirtschaftlichkeitsgebote im Kontext staatlicher Ausgaben. The current modes of consumption and production are not sustainable. They are shaped by investment and purchasing decisions of individual economic actors, whose economic appraisals are usually not oriented towards social welfare, but towards microeconomic criteria. Against this backdrop, the project sets itself two main objectives in order to rethink economic efficiency and put it at the service of environmental protection. On the one hand, the analysis helps to improve the understanding of investment decisions and behaviour of actors. Secondly, the existing regulatory framework with its explicit or implicit economic efficiency principles and efficiency requirements is examined. An analysis of the actor landscape and exemplary analyses of specific investment decisions show that investments supporting environmental protection are characterized by a wide variety of barriers. Several main barriers are closely related to the profitability calculations of investors and result from specific elements in the regulatory framework. In order to rethink economic efficiency and put it at the service of environmental protection, the barriers are examined more closely and solutions for reforming the regulatory framework are proposed. The study covers economic efficiency calculations in investment decisions by private actors as well as cost-effectiveness requirements in the context of minimum standards and in the context of public expenditure.

    Im Rahmen des Projekts „Exergie und Wirtschaft“ werden für ausgewählte energieintensive Industrien (Stahl-, Glas-, Zement- und Papierindustrie, sowie Teile der Chemieindustrie (Olefine und Ammoniak)) mögliche zukünftige Produktionsprozesse definiert und untersucht, die zu einer möglichst vollständigen Dekarbonisierung der Industriebranchen führen. Für eine vergleichende Analyse werden sowohl die gegenwärtig in Deutschland eingesetzten Produktionsprozesse als auch die definierten zukünftigen Prozesse betrachtet. Zur ganzheitlichen Bewertung der einzelnen Produktionsprozesse wird ein indikatorbasierter Ansatz verwendet. Neben energetischen, ökonomischen und ökologischen Indikatoren werden zusätzlich exergetische Indikatoren analysiert und bewertet. Darüber hinaus werden für die definierten zukünftigen Produktionsprozesse Potenziale für industrielle Symbiosen durch betriebsübergreifende Nutzung anfallender Nebenprodukte untersucht. Hierfür wird ein modellbasierter Ansatz eingesetzt, der auf den exergetischen Indikatoren basiert und Aufwände für den Transport der Nebenprodukte mitberücksichtigt. Abschließend werden basierend auf den in der Studie gewonnen Erkenntnissen Handlungsempfehlungen für eine möglichst effiziente Umstrukturierung bestehender Produktionsprozesse und Standorte abgeleitet. Within the project "Exergy and Economy", possible future production processes are defined and investigated for selected energy-intensive industries (steel, glass, cement and paper industries as well as parts of the chemical industry (olefins and ammonia)), which lead to the most complete decarbonisation possible of the industry sectors. For a comparative analysis, both the production processes currently used in Germany and the defined future processes will be examined. An indicator-based approach is used for the holistic evaluation of the individual production processes. In addition to energetic, economic and ecological indicators, exergetic indicators are analysed and evaluated. In addition, potentials for industrial symbioses through cross-company use of by-products are investigated for the defined future production processes. A model-based approach based on the exergetic indicators is used for this purpose, which also takes into account the costs of transporting the by-products. Finally, recommendations for an efficient restructuring of existing production processes and locations are derived based on the findings of the study.
