    In this article, we analyze the effects of the introduction of the German minimum wage using difference-in-differences estimations applied to the IAB Establishment Panel. The treatment effects on the treated establishments show a slight reduction in the employers' expected development of business volume. When we analyze the effects of the minimum wage on the net sales of intermediates and wages costs, we observe a reduction, which is fully explained by the increase in wage costs induced by the minimum wage. The results do not point to effects on establishment-level productivity or capital investments. Looking at investments in human capital, we do not observe any effects on apprenticeship offers or the placement of apprentices. If anything, the results point at a slight reduction in the provision of further training.

    In diesem Bericht werden anhand von Betriebsdaten des IAB-Betriebspanels die Auswirkungen des gesetzlichen Mindestlohns in den Jahren 2015 und 2016 evaluiert. Die Zielgrößen der Analyse umfassen neben Aspekten der betrieblichen Arbeitsnachfrage insbesondere die betriebliche Produktivität und Profitabilität sowie betriebliche Investitionen. In der Analyse von Anpassungsmaßnahmen von Betrieben im grenznahen Raum in Ostdeutschland zeigt sich eine leicht erhöhte Inzidenz für Arbeitszeit- und Preisanpassungen, die aber nur für vom Mindestlohn betroffene Betriebe nachzuweisen ist. In Bezug auf die betriebliche Arbeitsnachfrage in Gesamtdeutschland zeigen die Schätzungen auf Basis des Differenzen-in-Differenzen-Ansatz, dass durch den Mindestlohn etwa 46.000 bis 59.000 weniger Stellen entstanden sind. Die Ergebnisse liefern zudem schwache Evidenz für einen Rückgang in der Beschäftigtenfluktuation und einen leichten Anstieg in der Nutzung freier Mitarbeiterinnen und Mitarbeiter in 2016. In Bezug auf die Zahl betrieblicher Praktika zeigt sich eine rückläufige Entwicklung, die aber auch auf eine gute Arbeitsmarktlage und nicht notwendigerweise auf den Mindestlohn zurückgeführt werden kann. Mit Blick auf die Arbeitsproduktivität und den selbst wahrgenommenen Wettbewerbsdruck der Arbeitgeberinnen und Arbeitgeber können keine Effekte des Mindestlohns nachgewiesen werden. Die Geschäftserwartungen der vom Mindestlohn betroffenen Arbeitgeberinnen und Arbeitgeber waren jedoch in 2015 etwas rückläufig, mit einer Größenordnung im Ein-Prozentbereich. Ebenso war die Wahrscheinlichkeit von Verlusten leicht erhöht. In Bezug auf den Reingewinn deuten die Ergebnisse auf einen leichten, aber sehr unpräzise gemessenen Rückgang in den betroffenen Betrieben hin, der mit dem mindestlohnbedingten Anstieg der Lohnkosten zu begründen ist. Mit Blick auf die Wahrscheinlichkeit von Firmenschließungen und auf Investitionen in Sachkapital zeigen sich keine signifikanten Effekte des Mindestlohns. Ebenso weisen die Analysen in Bezug auf Investitionen in Humankapital keinen messbaren Einfluss des Mindestlohns auf das Angebot und die Besetzung von Ausbildungsstellen nach. Im Hinblick auf die Effekte auf die Weiterbildungsaktivität liefern einige Schätzungen Hinweise für einen leichten Rückgang, insbesondere wenn die Weiterbildungskosten vom Arbeitgeber getragen werden. In this research report, we analyze various effects of the German minimum wage introduction for 2015 and 2016, using establishment-level data from the IAB-Establishment Panel. The outcomes of interest are several aspects of labor demand, establishments' productivity and profitability, as well as investments in physical and human capital. In the analyses concerning establishment-level adjustments in bordering regions of eastern Germany, we observe a slight increase in the incidence of working time and price adjustments among affected establishments. Looking at establishment-level employment adjustments, we estimate effects from differences-in-differences and observe that 46.000 to 59.000 additional jobs would have been created in the absence of the minimum wage. We also find some weak evidence for a reduction in employee turnover and a slight lagged increase in the use of freelancers in 2016. Descriptive time series show a reduction in the number of internships, which could be explained by the minimum wage but also by improving labor market conditions. We do not observe any effects on labor productivity or the employers' perceived competitive pressure. However, the difference-in-difference estimation shows a small reduction in the affected employers' expected transaction volume in 2015. Additionally, we find a slight increase in the likelihood of losses, but barely any hints for effects on establishment closure. When we analyze effects of the minimum wage on profits, we observe a reduction, although imprecisely estimated. This reduction can be fully explained by the minimum wage induced increase in wage costs. We do not observe an effect on investments in physical capital. When we look at investments in human capital, we neither observe effects on the number of apprentice positions nor the number of hired apprentices. However, when we look at further training, some of our regressions point to a slight reduction, especially when the training is financed by the employer.

    This paper studies effects of the introduction of a new digital mass medium on reemployment of unemployed job seekers. We combine data on high-speed (broadband) internet availability at the local level with individual register data on the unemployed in Germany. We address endogeneity by exploiting technological peculiarities in the network that affected the roll-out of high-speed internet. The results show that high-speed internet improves reemployment rates after the first months of the unemployment spell. This is confirmed by complementary analysis with individual survey data suggesting that online job search leads to additional formal job interviews after a few months in unemployment.

    Using the IAB Job Vacancy Survey for Germany, we look into the black box of recruiting intensity and hiring practices. Our paper shows three important channels for hiring, namely vacancy posting, the selectivity of hiring (labor selection), and the number of search channels. While vacancy posting and labor selection show a U-shape over the employment growth distribution, the number of search channels tends to be upward sloping in terms of employment growth. We argue that shrinking plants post more vacancies and are less selective than plants with a constant workforce because they react to churn triggered by employment-to-employment transitions to other plants. Furthermore, in line with economic theory, vacancy posting, labor selection, and the number of search channels are procyclical over the business cycle.     Using a large linked employer-employee data set, this paper studies the extent to which employers insure workers against transitory and permanent firm-level shocks. Particular emphasis is given to the question of whether the amount of wage insurance depends on the nature of industrial relations. Adopting the identification strategy proposed by Guiso et al. (2005), it is shown that wage insurance is particularly apparent for individuals subject to collective wage agreements. While collective contracts alone are sufficient to fully insure workers against transitory shocks in small plants, they provide only partial insurance in medium-sized and large plants. At large employers, the joint existence of collective contracts and works councils helps to provide full insurance against transitory shocks, but provides only partial insurance against permanent shocks. This finding is consistent with the amount of insurance against permanent shocks being constrained by the possibility of considerable job losses and bankruptcy. -- Wage insurance ; linked employer-employee data ; collective bargaining

    This paper studies the importance of employer-specific determinants in escaping low earnings in Germany. To address the initial conditions problem and the endogeneity of employer retention, we model (intra-firm) low-pay transitions using a multivariate Probit model that accounts for selection into low-wage employment and non-random employer drop-out. Using data from the LIAB Linked Employer–Employee panel, our results indicate that for male workers from the service sector the probability of escaping low-pay increases with employer size. This contrasts with female workers from the service sector, who rather benefit from collective bargaining coverage and local works councils. These findings are consistent with internal labour markets being an important ingredient of male within-firm wage growth, whereas the removal of asymmetric information appears to be more relevant in explaining female workers’ wage transitions. -- Wage mobility ; trivariate probit ; linked employer-employee data Die vorliegende Studie untersucht die Bedeutung von betriebsspezifischen Charakteristika für die Lohnmobilität von Geringverdiener/innen. Besonderes Augenmerk gilt hierbei der Wirkung der Betriebsgröße sowie der industriellen Beziehungen auf die Aufstiegschancen. Von der Betriebsgröße sind zwei gegenläufige Effekte auf die Aufstiegswahrscheinlichkeit zu erwarten, so dass der Nettoeffekt a-priori uneindeutig ist. Zum einen weisen größere Arbeitgeber häufiger interne Arbeitsmärkte auf, was die Aufstiegschancen positiv beeinflussen sollte. Zum anderen treten in größeren Betrieben eher Informationsprobleme im Hinblick auf die wahre Produktivität der Beschäftigten auf, was im Gegenzug zu niedrigerer Lohnmobilität führen kann. Industrielle Beziehungen, insbesondere in Form von Betriebsräten, können diese Informationsprobleme aufgrund von Mitspracherechten bei der Beförderungen erheblich abmildern. Insgesamt deuten die Ergebnisse auf Basis von deutschen Linked Employer-Employee Daten darauf hin, dass die obigen Merkmale die Aufstiegswahrscheinlichkeiten von Geringverdiener/innen signifikant beeinflussen. Hierbei ergeben sich jedoch unterschiedliche Muster in Abhängigkeit vom Geschlecht. So haben Männer in größeren Betrieben signifikant höhere Aufstiegschancen, profitieren jedoch nicht von Betriebsräten und Tarifverträgen. Im Gegensatz hierzu profitieren Frauen insbesondere von der Existenz eines Betriebrates, jedoch nicht von der Betriebsgröße. Die Ergebnisse liefern somit Evidenz dafür, dass interne Arbeitsmärkte eine wichtige Determinante der Aufstiegschancen männlicher Geringverdiener sind. Für Frauen hingegen lassen sich hinsichtlich der Bedeutung interner Arbeitsmärkte keine eindeutigen Aussagen treffen. Hier lassen die Ergebnisse lediglich die Schlussfolgerung zu, dass der gegenläufige Effekt der Betriebsgröße infolge der Existenz asymmetrischer Information möglichen positiven Effekten stärker entgegenwirkt als bei männlichen Geringverdienern. In Kombination mit den unterschiedlichen Effekten der industriellen Beziehungen lässt dies darauf schließen, dass asymmetrische Informationen hinsichtlich der wahren Produktivität für Frauen ein relevanteres Aufstiegshemmnis darstellen als für Männer.

    This paper studies the effects of the high-speed internet expansion on the match quality of new hires. They combine data on internet availability at the local level with German individual register and vacancy data. Results show that internet availability has no major impact on the stability of new matches and their wages. The authors confirm these findings using vacancy data, by explicitly comparing match outcomes of online and non-online recruits. Further results show that online recruiting not only raises the number of applicants and the share of unsuitable candidates per vacancy, but also induces employers to post more vacancies.
