    This study explores the short-run transitions between poverty, vulnerability, and middle class, using synthetic panels constructed from multiple rounds of Colombia's Integrated Household Survey (in Spanish Gran Encuesta Integrada de Hogares). The paper reports results from two approaches to define a vulnerability line: the first one employs a nonparametric and parsimonious model, while the second utilizes a fully parametric regression model with covariates. The estimation results suggest a range of between USD 8 to USD 13 per day per person in 2005 purchasing power parity dollars as the vulnerability line. Using an average daily vulnerability line of USD 10 per day per person, subsequent estimates on welfare dynamics suggest that, during the past decade, 20 percent of the Colombian population experienced downward mobility, and 24 percent experienced upward mobility. Furthermore, upward mobility increases with higher education levels and is lower for female-headed households

    We analyse the Indian National Sample Survey data spanning the period 1987/88-2011/12 to uncover patterns of transition into and out of different classes of consumption distribution. At the aggregate level, income growth has accelerated, accompanied by accelerating poverty decline. Underlying these trends is a process of mobility, with 40-60 per cent of the population transitioning between consumption classes, and increasing mobility over time. Yet the majority of those who escape poverty remain vulnerable. Most of those who are poor were also poor in the preceding period, and are thus likely to be chronically poor. The characteristics of upwardly mobile households contrast with those of the poor; these households are also far less likely to experience downward mobility. While mobility patterns are heterogenous across states, within-state trends are qualitatively similar to national trends.

Yet, to date, most researchers have investigated the contributions of these two factors separately. This paper considers them jointly, paying special attention to their covariation, which indicates whether schools exacerbate or compensate for existing household-based inequalities. The paper develops a new variance decomposition framework and applies it to data on more than one million children in three low-income East African countries. The empirical results show that although household factors account for a significant share of total test score variation, variation in school quality and positive sorting between households and schools are, together, no less important. The analysis also finds evidence of substantial geographical heterogeneity in schooling quality. The paper concludes that promoting equity in education in East Africa requires policies that go beyond raising average school quality and should attend to the distribution of school quality as well as assortative matching between households and schools

    India today is achieving per capita growth rates that are historically unprecedented. Poverty reduction has also accelerated. There is concern, however, that this growth is being accompanied by rising inequality. We report on a research project that examines inequality trends and dynamics at the all-India level over three decades up to 2011/12 and contrasts these with evidence at the level of the village, or the urban block. We further unpack inequality to explore dynamics in terms of the movement of people within the income distribution over time. The assessment of mobility is informed both by evidence at the very local level and by aggregate, national-level, trends. Close attention is paid to the circumstances and fortunes of specific population groups. Finally, the study attempts to encapsulate these horizontal inequalities into a measure of inequality of opportunity as captured by inter-generational mobility in education outcomes.

    The Sustainable Development Goals recently adopted by the United Nations represent an important step to identify shared global goals for development over the next two decades. Yet, the stated goals are not as straightforward and easy to interpret as they appear on the surface. Review of the Sustainable Development Goals indicators suggests that some further refinements to their wordings and clarifications to their underlying objectives would be useful. This paper brings attention to potential pitfalls with interpretation, where different evaluation methods can lead to different conclusions about country performance. The review of the United Nations' Sustainable Development Goals database highlights the overwhelming challenge with missing data: data are available for just over 50 percent of all the indicators and for just 19 percent of what is needed for comprehensively tracking progress across countries and over time. The paper offers further reflections and proposes some simple but cost-effective solutions to these challenges

    The increasing growth of forced displacement worldwide has led to the stronger interest of various stakeholders in measuring poverty among refugee populations. However, refugee data remain scarce, particularly in relation to the measurement of income, consumption, or expenditure. This paper offers a first attempt to measure poverty among refugees using cross-survey imputations and administrative and survey data collected by the United Nations High Commissioner for Refugees in Jordan. Employing a small number of predictors currently available in the United Nations High Commissioner for Refugees registration system, the proposed methodology offers out-of-sample predicted poverty rates. These estimates are not statistically different from the actual poverty rates. The estimates are robust to different poverty lines, they are more accurate than those based on asset indexes or proxy means tests, and they perform well according to targeting indicators. They can also be obtained with relatively small samples. Despite these preliminary encouraging results, it is essential to replicate this experiment across countries using different data sets and welfare aggregates before validating the proposed method.

    Little literature currently exists on the effects of childcare use on maternal labor market outcomes in a developing country context, and the few recent studies offer mixed results. We attempt to fill these gaps by analyzing several latest rounds of the Vietnam Household Living Standards Survey spanning the early to mid-2010s. Addressing endogeneity issues with a regression discontinuity estimator based on children's birth months, we find a sizable effect of childcare attendance on women's labor market outcomes, including their total annual wages, household income, and poverty status. The effects of childcare attendance differ by women's characteristics and are particularly strong for younger, more educated women. Furthermore, we also find that childcare has a medium-term effect.

The program has four streams of activity in micro-savings, agricultural enterprise training, health and nutrition education, and political participation. The paper considers whether there is any evidence that program membership is associated with quality of life improvement. Using new data on a variety of self-reported capability indicators from members and non-members, the paper estimates propensity score matching models and reports evidence of differences in some dimensions as well as significant benefits to those from the most disadvantaged groups - scheduled castes and tribes. The paper considers robustness and concludes that for some dimensions, there is evidence that the program has contributed to sustainable development through improvements in the quality of life.

    Inequalities in the opportunity to obtain a good education in low-income countries are widely understood to be related to household resources and schooling quality. Yet, to date, most researchers have investigated the contributions of these two factors separately. This paper considers them jointly, paying special attention to their covariation, which indicates whether schools exacerbate or compensate for existing household-based inequalities. The paper develops a new variance decomposition framework and applies it to data on more than one million children in three low-income East African countries. The empirical results show that although household factors account for a significant share of total test score variation, variation in school quality and positive sorting between households and schools are, together, no less important. The analysis also finds evidence of substantial geographical heterogeneity in schooling quality. The paper concludes that promoting equity in education in East Africa requires policies that go beyond raising average school quality and should attend to the distribution of school quality as well as assortative matching between households and schools.

    The Sustainable Development Goals (SDGs) recently adopted by the United Nations represent an important step to identify shared global goals for development over the next two decades. Yet, the stated goals are not as straightforward and easy to interpret as they appear on the surface. Review of the SDG indicators suggests that some further refinements can be made to their wordings, and their underlying objectives can be further clarified. We bring attention to potential pitfalls with interpretation, where different evaluation methods can lead to different conclusions about country performance. Review of the United Nations’ SDG database highlights the overwhelming challenge with missing data: data are available for just over half of all indicators and for just 19 percent of what is needed to comprehensively track progress across countries and over time. We offer further reflections and propose some simple but cost-effective solutions to these challenges.

    Inequalities in children's learning are widely recognized to arise from variations in both household- and school-related factors. While few studies have considered the role of sorting between schools and households, even fewer have quantified how much sorting contributes to educational inequalities in low- and middle-income countries. We fill this gap using data on over one million children from three countries in Eastern Africa. Applying a novel variance decomposition procedure, our results indicate that sorting of pupils across schools accounts for at least 8 per cent of the total test-score variance and that this contribution tends to be largest for children from families at either end of the socio-economic spectrum. Empirical simulations of steady-state educational inequalities reveal that policies to mitigate the consequences of sorting could substantially reduce inequalities in education.

    Little literature currently exists on the effects of childcare use on maternal labor market outcomes in a developing country context, and recent studies offer mixed results. We attempt to fill these gaps by analyzing several of the latest rounds of the Vietnam Household Living Standards Survey spanning the early to mid-2010s. Addressing endogeneity issues with a regression discontinuity estimator based on children's birth months, we find a sizable effect of childcare attendance on women's labor market outcomes, including their total annual wages, household income, and poverty status. The effects of childcare attendance differ by women's characteristics and are particularly strong for younger, more educated women. Furthermore, childcare has a medium-term effect and positively impacts men's labor market outcomes as well.

    Russia offers the unique example of a leading centrally planned economy swiftly transforming itself into a market-oriented economy. We offer a comprehensive study of inequality and mobility patterns for Russia, using multiple rounds of the Russian Longitudinal Monitoring Surveys over the past two decades spanning this transition. We find rising income levels and decreasing inequality, with the latter being mostly caused by pro-poor growth rather than redistribution. The poorest tercile experienced a growth rate that was more than 10 times that of the richest tercile, leading to less long-term inequality than short-term inequality. We also find that switching from a part-time job to a full-time job, from a lower-skill job to a higher-skill job, or staying in the formal sector is statistically significantly associated with reduced downward mobility and increased income growth. However, a similar transition from the private sector to the public sector is negatively associated with income growth.

    This paper offers an evaluation of a supported women's self help program with over 1.5 million participants in one of the poorest rural regions of the world (Uttar Pradesh, India). Methodologically, it shows how indicators from the direct capability measurement literature can be adapted for program evaluation in a low income country setting. Unique data on capabilities across a range of dimensions are then developed for some 6000 women and used to estimate a number of propensity score matching models. The substantive empirical results of these models indicate that many of the capability indicators are higher for program members, that the difference appears robust, and that there are significant benefits for those from scheduled tribes and lower castes. The discussion highlights two points. First, human development improvements offered by multi-strand programs can help to explain the paradox as to why nearly 100 million women (in India alone) have participated in self help programs despite modest global research evidence for micro-finance impacts on nominal incomes. Second, results argue strongly for the use of capability measures over agency measures focused solely on household decision-making to assess women's empowerment when structural causes of disempowerment, external to the household, are present and significant.

    Very few studies currently exist on the long-term impacts of schooling policies in developing countries. We examine the impacts-half a century later-of a mass education program conducted by the Democratic Republic of Vietnam in the occupied areas during the First Indochina War. Difference-in-difference estimation results suggest that school-age children who were exposed to the program obtained significantly higher levels of education than their peers who were residing in French-occupied areas. The impacts are statistically significant for school-age girls and not for school-age boys. We find beneficial spillover and inter-generational impacts of education: affected girls enjoyed higher household living standards, had more educated spouses, and raised more educated children. We discuss various robustness checks and extensions that support these findings.

    We offer a review of methods that have been employed to provide poverty estimates of poverty in contexts where household consumption data are unavailable or missing. These contexts range from completely missing and partially missing consumption data in cross sectional household surveys, to missing panel household data. We focus on methods that aim to compare trends and dynamic patterns of poverty outcomes over time. We present the various existing methods under a common framework, with pedagogical discussion on the intuition. Empirical illustrations are provided using several rounds of household survey data from Vietnam. Furthermore, we also offer a practical guide with detailed instructions on computer programs that can be used to implement the reviewed techniques.

    We offer the first study on vulnerability adaptation to subjective well-being, using rich panel data over the past two decades for Russia. We found no adaption to vulnerability for life satisfaction and subjective wealth, with longer vulnerability spells being associated with more negative subjective welfare. Similar results hold for other outcomes including satisfaction with own economic conditions, work contract, job, pay, and career. Some evidence indicates that despite little differences between urban and rural areas with life satisfaction, rural areas exhibit a stronger lack of adaptation for subjective wealth, particularly for longer durations of vulnerability. Higher education levels generally exhibit a stronger lack of adaptation. The lack of adaptation to vulnerability is, however, similar at different education levels for subjective wealth. We also find a U-shaped relationship between age and durations of vulnerability and disability to have the most negative impacts on life satisfaction and subjective wealth.

    The Russian Federation offers the unique example of a leading centrally planned economy swiftly transforming itself into a market-oriented economy. This paper offers a comprehensive study of inequality and mobility patterns for Russia, using multiple rounds of the Russian Longitudinal Monitoring Surveys over the past two decades spanning this transition. The findings show rising income levels and decreasing inequality, with the latter being mostly caused by pro-poor growth rather than redistribution. The poorest tercile experienced a growth rate that was more than 10 times that of the richest tercile, leading to less long-term inequality than short-term inequality. The analysis also finds that switching from a part-time job to a full-time job, from a lower-skill job to a higher-skill job, or staying in the formal sector is statistically significantly associated with reduced downward mobility and increased income growth. However, a similar transition from the private sector to the public sector is negatively associated with income growth

    Little literature currently exists on the effects of childcare use on maternal labor market outcomes in a developing country context, and recent studies offer mixed results. This paper attempts to fill these gaps by analyzing several of the latest rounds of the Vietnam Household Living Standards Survey spanning the early to mid-2010s. Addressing endogeneity issues with a regression discontinuity estimator based on children's birth months, the paper finds a sizable effect of childcare attendance on women's labor market outcomes, including their total annual wages, household income, and poverty status. The effects of childcare attendance differ by women's characteristics and are particularly strong for younger, more educated women. Furthermore, childcare has a medium-term effect and positively impacts men's labor market outcomes as well

    The COVID-19 pandemic has resulted in income and employment loss in many countries around the world. Yet, hardly any formal study exists on household finance and future economic expectations in poorer countries. To fill in this gap, we implemented and analyzed a web-based rapid assessment survey immediately after the removal of lockdown measures in Vietnam, a lower-middle-income country that has received widespread recognition for its successful fight against the pandemic. We find that having a job is strongly and positively associated with better finance and more income and savings, as well as more optimism about the resilience of the economy. Further disaggregating employment into different types of jobs such as self-employment and jobs with permanent and short-term contracts, we find those with permanent job contracts to be more strongly associated with better assessments and fewer job worries. Individuals with good health and higher educational levels also have more positive evaluations for their current and future finance. These findings are relevant for post-outbreak economic policies, especially regarding the labor market in a developing country context.
