    The Regional Comprehensive Economic Partnership (RCEP) concluded between Asian Pacific States in 2020 is expected to change regional and global trade patterns. Based on a Computable General Equilibrium model (including 41 countries and 39 sectors), the underlying paper evaluates the impact of firstly, RCEP on trade between Latin American and Caribbean (LAC) and Asian Pacific member countries, and secondly, a hypothetical free trade area in LAC and thirdly, a free trade agreement within and between the two regions. Results are analyzed on the country —and sector— level by type of agent (small and medium-sized, MSMEs, and large companies).The model outputs imply a boost in trade in the Asian Pacific region caused by the RCEP agreement coming into force, while trade volumes of LAC countries would contract. This likely targets primarily exports of natural resources and low —and medium— technology manufacturers based in LAC.

    The phenomenon of informality in Latin America is strongly conditioned by the main structural axes of the social inequality matrix. It is a heterogeneous and multifaceted phenomenon in which socioeconomic, territorial, gender, age and ethnic/racial inequalities are manifested. Deeper analysis of the characteristics and nature of this phenomenon, taking into account that diversity and heterogeneity, is a still pending task that calls for the production of data and information systems able to encompass those various dimensions. This is also a central condition for the design and implementation of policies capable of tackling informality in a more appropriate, efficient and sustainable manner and of making progress in expanding the possibilities for better-quality and more protected productive and labour market insertion, as well as in closing gaps in access to decent work. This paper reviews the conceptual discussion on existing and new forms of informality in Latin America and analyses in depth the relationship between informality and the various axes of inequality that shape its labour markets, with an emphasis on the territorial and subnational dimension. Likewise, based on that diagnostic assessment, policy recommendations are proposed to advance towards the formalization of informality in its existing and new forms. Summary .-- Introduction .-- I.     This policy brief prepared by ECLAC examines the economic and social impact of the war in Ukraine on the region, and offers countries recommendations on how to address its effects. The document analyzes economic and social variables as well as the different sectors of the regional economy that have been affected by the armed conflict that began in February of this year, presenting policy proposals to mitigate its impact on the recovery process following the COVID-19 crisis, which the region is still undergoing. The report includes updated estimates on the increase in poverty and extreme poverty in Latin American and Caribbean countries in 2022. A.     La conectividad que proveen los servicios de transporte es uno de los factores esenciales para un crecimiento sostenible. En este contexto, los caminos rurales son parte de las condiciones necesarias para un acceso igualitario a los servicios de salud, educación y justicia, así como a otros servicios sociales y administrativos necesarios para un desarrollo con igualdad. Su existencia y adecuado mantenimiento, facilita además la provisión de otros servicios de infraestructura esenciales como la electricidad, agua y saneamiento. La Agenda 2030 para el Desarrollo de las Naciones Unidas, contiene metas específicas destinadas a brindar un entorno de igualdad en la provisión y calidad de los servicios de infraestructuras con una particular atención a lo que sucede en el ámbito rural e indígena, buscando con ello, romper con los estigmas de pobreza y aislamiento que comúnmente caracterizan estos territorios. De cara a la nueva normalidad y la conectividad necesaria para dar respuesta a los impactos impuestos por la epidemia del COVID-19 y la recuperación económica, la provisión de servicios básicos y proyectos de infraestructura resilientes, eficientes y sostenibles que promuevan y posibiliten el cierre de brechas entre los ámbitos urbanos y rurales, constituyen un elemento central para una recuperación económica transformadora

    In the context of the rapidly advancing population ageing, the region of Latin America and the Caribbean is currently facing an unprecedented challenge of adapting to the transformed - yet, still evolving - age structure of the population. The paper provides a regional synthesis of the National Transfer Accounts on the basis of the most recent NTA estimates from 10 LAC countries. Despite the greatly varying length of the per capita lifecycle surplus among the countries, the regional average stands at 26 years, with individuals below 30 and above 56 years old experiencing periods of deficits. At the aggregate level, children and youths continue being the biggest ‘burden’ to the regional economy and their deficit is mainly financed by private transfers. Public transfers are the principal financing flow of the older persons’ deficit. Using the UN population projections, the paper further illustrates the potential impacts of the expected demographic changes
