    Most studies examining the impact of migrants on crime rates in hosting populations are in the context of economic migrants in developed countries. However, we know much less about the crime impact of refugees in low- and middle-income countries - whose numbers are increasing worldwide. This study examines this issue in the context of the largest refugee group in any country - Syrian refugees in Turkey. Although these refugees are much poorer than the local population, have limited access to formal employment, and face partial mobility restrictions, we find that total crime per person (including natives and refugees) falls due to the arrival of the refugees. This finding also applies to several types of crime; the only exception is smuggling, which increases due to the population influx. We also show that the fall in crime does not result from tighter security; we find no evidence of a change in the number of armed forces (military and civil personnel) in the migrant-hosting regions.

    The reform process in the energy sector in Organisation for Economic Co-operation and Development (OECD) and in emerging countries started in the 1990s, aimed at reducing the role of the state as a shareholder, but not in its function as coordinator, regulator and planner. Also, it should be stressed that the transition to a low carbon economy in the 21th century has enlarged the state's agenda, in particular towards reaching the Sustainable Development Goals (SDG) 7: Acessible and clean energy. The state remains an important actor in the energy sector, in the search for energy security, efficiency and sustainability. As a first step, this study attempts at defining the rationality, the participation and the diversity associated with the state in the energy sector, at the same time suggesting the beneficial effects of the state-private sector partnership. In a second instance, the PMR OECD database is analysed for the energy sector, in the light of the reforms and governance structures for selected countries, at the same time establishing a parallel with Brazil's performance in terms of state ownership, regulatory aspects and liberalization degree.

    In der amerikanischen Außen- und Sicherheitspolitik können Präsidenten beim Einsatz militärischer Gewalt zumeist auf einen vom Kongress nicht eingeschränkten Handlungsspielraum hoffen. Ausgehend von einer liberalen Theorieperspektive argumentiert die Studie, dass dafür auch eine am amerikanischen Exzeptionalismus ausgerichtete Identitätsrhetorik des Präsidenten verantwortlich ist, die Kongressmitglieder rhetorisch in die Ecke drängen und Kritik unterdrücken kann. Eine qualitative Untersuchung der Interventionsdiskurse während der Interventionen im Kosovo 1999, dem Irak-Krieg ab 2003 und der Intervention in Libyen 2011 zeigt, dass Kongressmitglieder vom Gebrauch ihrer verfassungsrechtlichen Kriegsvollmachten zurückschrecken, wenn ihnen geeignete Vetomöglichkeiten fehlen. In US military intervention policy, presidents can usually benefit from substantial room for manoeuvre, which is not called into question by Congress and its members. Based on a domestic perspective of US foreign policy, this study argues that presidents deploy tropes of American exceptionalism and that such rhetoric conduces to congressional deference by setting the terms of the debate and silencing prospective criticism. Three qualitative case studies of the military interventions and their respective discourses in Kosovo in 1999, Iraq as from 2003 and Libya in 2011 show that members of Congress defer to presidential warmongering when they are left without access to a societally sustainable rebuttal.
