Data is often at the core of digital products and services, especially when related to online advertising. This has made data protection and privacy a major policy concern. When surfing the web, consumers leave digital traces that can be used to build user profiles and infer preferences. We quantify the extent to which Facebook can track web behavior outside of their own platform. The network of engagement buttons, placed on third-party websites, lets Facebook follow users as they browse the web. Tracking users outside its core platform enables Facebook to build shadow profiles. For a representative sample of US internet users, 52 percent of websites visited, accounting for 40 percent of browsing time, employ Facebook’s tracking technology. Small differences between Facebook users and non-users are largely explained by differing user activity. The extent of shadow profiling Facebook may engage in is similar on privacy-sensitive domains and across user demographics, documenting the possibility for indiscriminate tracking.

We introduce consumers with intrinsic privacy preferences into the monopolistic non-linear pricing model. Next to classical consumers, there is a share of data-sensitive consumers who incur a privacy cost if their purchase reveals information to the monopolist. The monopolist discriminates between privacy types using privacy mechanisms which consist of a direct mechanism and a privacy option, targeting, respectively, classical and data-sensitive consumers. We show that a privacy mechanism is optimal if privacy costs are large and that it yields classical consumers a higher utility than data-sensitive consumers with the same valuation. If, by contrast, privacy preferences are public information, data-sensitive consumers with a low valuation obtain a strictly higher utility than classical consumers. With public privacy preferences, data-sensitive consumers and the monopolist are better off, whereas classical consumers are worse off. Our results are relevant for policy measures that target the data-awareness of consumers, such as the European GDPR.

In a market where consumers choose between payment options and firms compete with products and prices, we show that payment data drives the formation of a market monopoly. A data-sharing policy can successfully restore and maintain a competitive market, but often at the expense of both efficiency and consumer welfare. The introduction of a low-cost anonymous means of electronic payment, or digital cash, preserves the market structure and improves consumers' welfare by enabling them to monetize their private information. We discuss the potential role of central banks in providing digital cash.

Since 2010, Google, Apple, Facebook, Amazon, and Microsoft (GAFAM) have acquired more than 400 companies. Competition authorities did not scrutinize most of these transactions and blocked none. This raised concerns that GAFAM acquisitions target potential competitors yet fly under the radar of current merger control due to the features of the digital economy. We empirically study the competitive effects of big tech acquisitions on competitors in a relevant online market. We identify acquisitions by GAFAM involving apps from 2015 to 2019, matching these to a comprehensive database covering apps available in the Google Play Store. We find that competing apps tend to innovate less following an acquisition by GAFAM, while there seems to be no impact on prices and privacy-sensitive permissions of competing apps. Additionally, we find evidence that affected developers reallocate innovation efforts to unaffected apps and that affected markets experience less entry post-acquisition.

This paper aims to analyze how and why Japan's new coronavirus contact tracking and tracing application has not been supported by people and in effect been ineffective in preventing the spread of infection of COVID-19. Ministry of Health, Labor and Welfare of Japan released COCOA on June 17, 2020. It has been expected to work as a platform for capturing people's close contact with infected persons. However, it is pointed out that COCOA is not working well enough despite its high expectations. In December 2019, a pneumonia case was reported in Wuhan, China. Within a few months a new infectious disease spread across the world. World Health Organization (WHO, 2020) reported in March 2020 that the disease was caused by a new virus called COVID-19. Since it takes a few days for the symptoms to appear, the virus spreads to close contacts. It is crucial to break the chain of transmission in order to cut off the route of infection. WHO suggested that contact tracing is one of the key strategies to break the chain of infection. In response to WHO advice, many countries have utilized a digital tool for tracing close contact and introduced a mobile application. The concept is to have each people install the application for monitoring its own activity. The application can trace the close contact either with the Global Positioning System (GPS) using satellites, or Bluetooth for wireless data exchange between devices. The application notifies a close contact with a person who develops symptoms once it is detected. It aims to reduce the transmission within a community, for instance, household contact, workplace, school, or public transportation. Since the application runs on the platform, network externality may work and then bring the best performance to society. That is, the more people download and the more patients register, the more effective the application will be.
