    Policy makers use reference pricing to curb pharmaceutical expenditures by reducing coverage of expensive branded drugs. In a theoretical analysis we show that the net effect of reference pricing is generally ambiguous when accounting for entry by generic producers. Reference pricing shifts demand towards generics but also induces the branded producer to become more agressive, which triggers price competition and potentially deters entry by generic producers. To investigate the counter- vailing effects, we exploit a policy reform in Norway with a gradual implementation of reference pricing across substances over time. Using a difference-in-differences approach, we find that treated substances have a sharper decline in both branded and generic drug prices and branded market shares. Despite fiercer price competition, the number of generic producers and products increases after exposure to reference pricing, resulting in a reduction of 30 percent in pharmaceutical expenditures. Thus, we find no evidence for a countervailing entry deterring effect of reference pricing.

    The COVID-19 pandemic and war in Ukraine have highlighted the dependence of the European Union (EU) on individual trading partners. One of the tasks of the European Commission’s new Directorate-General, the Health Emergency Preparedness and Response Authority (HERA), established in 2021, will therefore be to contribute to the EU’s “open strategic autonomy” by identifying and eliminating import dependencies in the field of pharmaceuticals. HERA’s work thus aligns with current EU efforts to reduce concentrated import risks. Here, three aspects of this work are particularly important: the identification of dependencies, the development of strategies to over­come them and the incorporation of these strategies within global health governance.

    The debate on whether COVID-19 vaccine patents are slowing down the pace of vaccination and the recovery from the crisis has brought the optimal design of pharmaceutical patent policy to the fore. In this paper we evaluate patent policy in the US pharmaceutical industry. We estimate the effect of patent length and scope on generic entry prior to the expiration of new drug patents using two quasi-experimental approaches: one based on changes in patent laws and another on the allocation of patent applications to examiners. We find that extending effective patent length increases generic entry whereas broadening protection reduces it. To assess the welfare effects of patent policy, we match these empirical results with a model of new drug development, generic entry, and patent length and scope. Optimal policy calls for shorter but broader pharmaceutical patents.

    This Briefing Paper examines the resilience of the medical product and pharmaceutical global value chains. Based on this assessment, policy recommendations are presented to increase supply security, including measures to improve the resilience of supply chains, and to expand stockpiling. We also highlight that industrial policy measures to promote reshoring should play a more important role, and that coordination on the EU-level is necessary. Given the large differences between products and supply chains within and between sectors, policies need to be tailored to specific products and product groups. Finally yet importantly, repercussions of EU policy on the Global South also need to be taken into account.

    This paper examines how the BBIN MVA can help in improving the export competitiveness of the North eastern region. Using secondary data and an in-depth primary survey a detailed examination of supply chain of two key items - pharmaceuticals and fresh and processed pineapple is undertaken to understand the impediments in the inbound and outbound supply chains. The efficiency of current supply chains is measured in terms of time and cost incurred in various stages of the supply chains and indicative costs on alternative routes are obtained to assess how the sectors could benefit and improve their export competitiveness. The paper suggests measures the NER states and the Centre can adopt to improve the export competitiveness of the region. Some of the suggestions are related to improving recording of export data, improving functionality of inland container depots in the Northeast, improving the logistic ecosystem, creating backward linkages, addressing trade policy distortions and adopting capacity building measures to improve the quality of the workforce in the logistic sector.
