This paper examines the relationship between exchange-rate volatility and export performance in the WAMZ countries using quarterly data for the period 1990-2010. The paper utilizes the Engel-Granger Dynamic OLS (DOLS) estimation technique as well as the Generalized Auto Regressive Conditional Heteroskedasticity (GARCH) approach to model the real exchange rate volatility. In conformity with theoretical considerations, the results indicate that increases in the exchange-rate volatility exert a significant negative effect upon export in Liberia, Nigeria and Sierra Leone. While a positive relationship is established in the case of The Gambia, exchange-rate volatility impact on Ghana and Guinea is insignificant. The results also reveal a positive relationship between terms of trade and export performance for all the countries, indicating that improvement in terms of trade trigger increases in export performance in the WAMZ countries. Income from the rest of the world is found to have a positive effect on export performance in the WAMZ countries. The study also finds that real effective exchange rate has a negative impact on export performance in the case of The Gambia, Ghana and Nigeria, while a positive relationship is established in the case of Guinea and Liberia. However, while a positive relationship is revealed for Sierra Leone in the long run, its impact in the short run is negative. A key lesson arising from this study is that trade policy actions aimed at stabilizing the export market are likely to generate uncertain results, at best, if policymakers in the WAMZ countries ignore the stability as well as the level of the real exchange rate. Thus, if policymakers wish to target exports, policies which will ensure stability of the exchange rate should be of outmost importance.

This paper tries to find an answer to the question of why has Finnish exports performed so poorly during the last two decades. It also tries to assess the related question of why is the level of openness of the Finnish economy much lower than in neighboring countries and countries with similar size and structural features of the economy. The market share analysis shows that Finnish export performance has suffered from unfavorable structure of markets and commodities in particular during the last ten years. The quality of exports has also deteriorated over time so that the share of raw materials and intermediate goods has grown. This has had unfavorable implications on export prices and the terms of trade.

Is the emphasis placed in trade and industry policy-making in developing countries on the share of domestic value-added ('value-added ratio') in exports consistent with the objective of achieving economic development through an export-oriented development strategy? This paper examines the rationale behind this policy emphasis, first by revisiting the conventional case for using the value-added ratio as a policy guide, and then by undertaking an input-output (I-O) analysis of manufacturing industry in Thailand with an emphasis on employment generation and equity. The analysis is based on a balanced panel data set covering 74 manufacturing sectors from 1990 to 2015. The findings do not support the widely shared view among policy makers that industries with high value-added ratios have more potential to create export-induced employment. The policy implication of the results is that in this era of economic globalization, national industrial policy needs to be guided by the market potential of products rather than value-added ratios.

We investigate how international patent activity enables firms from emerging economies to thrive in the global marketplace. We match Chinese customs data to US patent records, and leverage the quasi-random assignment of USPTO patent examiners to identify the causal effect of a US patent grant on the subsequent export performance of Chinese firms. Successful first-time patent applicants achieve significantly higher export growth, compared to otherwise similar first-time applicants that failed. This effect operates only in small part through market protection for technologically patent-related products in the US, and is largely driven by expansion in other markets. The response across destinations and products reveals that a US patent award signals the Chinese firm’s capacity to produce high-quality products and credibility to honor contracts, mitigating information frictions in international trade. There is little evidence for the relaxation of financial constraints or the promotion of follow-on innovation.
