    La pandemia de COVID-19 ha provocado fuertes efectos en la salud pública y ha tenido profundas implicaciones en los ámbitos económico y social. Las medidas de confinamiento, distanciamiento físico y suspensión de actividades no esenciales han sido efectivas para frenar la propagación de la pandemia, pero, a su vez, han provocado pérdidas de empleo, la reducción de ingresos de las familias y las empresas, una menor producción de bienes, una disminución de la provisión de servicios y una caída de los niveles de recaudación fiscal.Este documento fue preparado para el Consejo de Ministros de Energía del Sistema de la Integración Centroamericana (SICA) con el objetivo de proponer medidas y acciones para mitigar los impactos de la pandemia de COVID-19 en el sector energía y evitar que los efectos de esa pandemia pongan en riesgo la sostenibilidad de dicho sector. Constituye la propuesta del sector energía y formará parte del “Plan de Contingencia Regional orientado a complementar los esfuerzos nacionales para la prevención, contención y tratamiento de COVID-19 y otras enfermedades de rápida propagación”, iniciativa que es coordinada por la Secretaría General del SICA.     La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     The Information Technology enabled Services sector (also referred to as modern services) has been one of the fastest growing segments of India’s exports to and foreign direct investment in Latin America and the Caribbean (LAC) over the past decade. This sector also showed significant resilience during the COVID-19 pandemic, as many Indian firms were able to reinforce their digital transformation, which strengthened their growth and export potential. India’s main comparative and competitive advantages are its large educated workforce, a developed Information and communication technologies (ICT) related infrastructure, and strong innovation performance in this sector. However, imports in this sector remain more restricted both in India and LAC than those in other sectors due to various regulations.     Global asymmetries influence policies for recovery in Latin America and the Caribbean. Nearly 30 years after the Earth Summit and the global adoption of an international development agenda, in practical terms the environmental pillar of the 2030 Agenda for Sustainable Development has not been taken into consideration in recovery policies in the region. This has created major problems in terms of the medium- and long-term direction of regional economies.On balance, recovery measures —which have focused on maintaining consumption or offsetting falls in it— have weakened non-health public services, territorial monitoring, and social and governmental monitoring functions. Transfers to support consumption strengthen an unsustainable development pattern and recovery measures prolong the anchoring to an approach that results in high vulnerability to environmental impacts, with unchanged or increased dependence on fossil fuels. The region is squandering the opportunity to use the recovery effort to enhance production and consumption patterns and improve the quality and coverage of public services, which the coronavirus disease (COVID-19) pandemic has shown to be very important.This Special Report is the thirteenth in a series prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) on the evolution and impacts of the COVID-19 pandemic in Latin America and the Caribbean. I. Stylized facts of two processes that are difficult to reverse: a worsening environmental situation and setbacks with the 2030 Agenda for Sustainable Development. -- II. By targeting recovery spending, the opportunity to boost transformative sectors has been lost and this, coupled with the uncritical demand in recovery, underlines the unsustainable nature of thepre-pandemic development pattern .-- III.     El informe Coyuntura Laboral en América Latina y el Caribe es una publicación semestral elaborada en forma conjunta por la Comisión Económica para América Latina y el Caribe (CEPAL) y la Oficina para el Cono Sur de América Latina de la Organización Internacional del Trabajo (OIT).En su última edición, ambos organismos de las Naciones Unidas analizan los efectos de la crisis causada por la pandemia de enfermedad por coronavirus (COVID-19) en los mercados laborales de la región durante 2020 y 2021 y destacan la importancia de las políticas implementadas por los países para mitigar este impacto. Según el informe, durante 2021 la recuperación y creación de empleo ha sido parcial y más lenta que la reactivación en la actividad económica observada. Si bien se prevé que el año cerrará con un crecimiento económico del 5,9% para la región, este no será suficiente para recuperar el nivel del producto ni de empleo registrado en 2019. Por lo tanto, los mercados laborales habrán enfrentado su segundo año de una crisis sin precedentes.

    Employment Situation in Latin America and the Caribbean is a twice-yearly report prepared jointly by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Office for the Southern Cone of Latin America of the International Labour Organization (ILO).In its last edition, the two United Nations organizations analyze the effects of the crisis caused by the coronavirus disease (COVID-19) pandemic in the region’s labour markets during 2020 and 2021, and they stress the importance of the policies implemented by countries to mitigate this impact. According to the report, in 2021 the recovery in employment and job creation has been partial and slower than the reactivation in economic activity. Although it is forecast that the region will end this year with 5.9% economic growth, this will not be enough to return to the level of Gross Domestic Product or employment recorded in 2019. Therefore, labour markets will have experienced their second year of unprecedented crisis.

    Desde 2020, el mundo vio multiplicadas a gran velocidad sus necesidades de financiamiento ante los efectos de una crisis sistémica, considerada como la peor crisis global desde la Segunda Guerra Mundial: la desatada por la pandemia del COVID-19. Adicionalmente, los flujos de financiamiento de mayor importancia en la región durante los últimos años se manifestaron en caída relativa a años anteriores (flujos privados, flujos provenientes de China, IED y otros flujos de cooperación internacional o recursos multilaterales). En tal contexto, se ha puesto en relieve el debate sobre el rol fundamental de la banca de desarrollo para paliar las limitaciones de los mercados en una situación de crisis. Este trabajo propone contribuir a dicho debate, a partir del análisis de información recopilada en una base de datos que recogió medidas, prioridades y montos de financiamiento de la banca de desarrollo multilateral, regional, subregional y nacional─ de América Latina y el Caribe, especialmente destinadas a atender las necesidades de los países ante los efectos de la pandemia de COVID-19 entre 2020 y 2021.     La crisis causada por la pandemia de enfermedad por coronavirus (COVID-19) tuvo un gran impacto en la economía y los mercados laborales regionales durante 2020. El año finalizó con una caída del PIB del 7,1%, que se tradujo en una marcada pérdida de empleos y un aumento de la tasa de desocupación, que alcanzó el 10,5%. A diferencia de crisis anteriores, el número de personas que se retiraron del mercado laboral fue elevado, principalmente en el segundo trimestre del año, y la contracción del empleo informal fue mayor que la del empleo formal. A medida que las restricciones a la movilidad se levantan, se observa un retorno de la población activa y una lenta recuperación del empleo, aunque durante 2021 la tasa de desocupación y los niveles de precariedad laboral se mantendrán elevados.La pandemia puso en evidencia la necesidad de un uso inclusivo de las nuevas tecnologías para generar empleos. En la segunda parte de este informe se analizan las principales características del trabajo en plataformas digitales, la repercusión de la pandemia en esta modalidad de trabajo y algunos aspectos a considerar para el diseño de marcos regulatorios adecuados.

    The crisis caused by the coronavirus disease (COVID-19) pandemic had severe repercussions on the region’s economy and labour markets in 2020. The year ended with a 7.1% decline in GDP, which translated into a sharp drop in employment and an increase in the unemployment rate, to 10.5%. Unlike in previous crises, withdrawal from the labour market was high, primarily in the second quarter of 2020, and the contraction in informal employment was greater than that of formal employment. With the gradual easing of lockdown measures, labour force participation has picked up and employment is recovering slowly, although the unemployment rate and levels of precariousness will remain high in 2021.The pandemic has highlighted the need for the inclusive use of new technologies to generate jobs. The second part of this report analyses the main characteristics of work on digital platforms, the impact of the pandemic on this type of work and some considerations for the design of appropriate regulatory frameworks.

Se revisa el marco de políticas públicas que potencia el desarrollo de la bioeconomía en Uruguay, se propone una metodología para la identificación, priorización y evaluación de las oportunidades para el desarrollo de la bioeconomía en los ámbitos indicados, y se caracterizan las tecnologías disponibles para potenciar su desarrollo. Se priorizan ocho bioproductos y servicios, destacando su potencial para contribuir a la recuperación post pandemia de COVID-19, considerando criterios económicos, sociales y ambientales. También se identifican barreras para el desarrollo de las oportunidades priorizadas y se proponen instrumentos de política pública para su impulso.El ejercicio realizado en este estudio puede servir como guía para evaluar otras oportunidades identificados en la propuesta de Estrategia de Bioeconomía de Uruguay que no fueron abordadas aquí, por ejemplo, en las actividades agrícolas y forestales. El enfoque metodológico y analítico desarrollado en el estudio también puede ser de interés para otros países de la región interesados en potenciar la valorización de residuos, así como la genómica animal y las vacunas veterinarias, como parte de sus iniciativas para el desarrollo de una bioeconomía sostenible y circular.     The protracted coronavirus disease pandemic (COVID-19) has claimed nearly 1.5 million lives in Latin America and the Caribbean and has generated more than 44 million confirmed cases since its emergence in the region in February 2020. The region accounts for nearly 20% of confirmed cases of COVID-19 and about 30% of deaths worldwide, despite having only 8.4% of the world’s population. The conditions of vulnerability that characterize the Latin America and the Caribbean region have made it particularly susceptible to the effects of the pandemic. This unprecedented crisis has highlighted the central importance of the health and well-being of individuals and communities for economic performance and social development. This report showcases how the historical weaknesses of health systems, and the structural inequalities that characterize the region, have made it difficult to control the pandemic.In this second joint report, the Economic Commission for Latin America and the Caribbean (ECLAC) and the Pan American Health Organization (PAHO), provide an update on the evolution of the pandemic and its implications for health, society and the economy; define potential scenarios for control and evolution in the short term; and further elaborate on the recommended long-term lines of action to strengthen the State’s capacity to respond to the population’s health needs and their determinants, in the context of a transformative recovery.     During the last few decades, India’s trade with the Latin American and Caribbean (LAC) countries has grown substantially, especially in the area of Information Technology (IT) services. The definition of IT services now includes a plethora of IT-enabled services (ITeS) directed to specific sectors, including Agri-tech, Fin-tech, Health-tech, manufacturing and mining-based services, as well as e-commerce. This sector has attracted significant Indian investment in the region. Over the last decade, the share of the IT sector in total Indian Foreign Direct Investment (FDI) in the region has nearly doubled to about 15 percent today.The COVID-19 pandemic has posed a myriad of challenges and new prospects for ITeS. The industry is confronting this health crisis through opportunities to promote skill-up, embrace the digital transformation and stimulate overall growth of the industry in both regions. The increased reliance on e-commerce has paved the way for greater development of IT-enabled financial products delivered via mobile applications. Moreover, to remain competitive in the global market, companies have increased their demand for new technologies.In this context, this report examines new challenges and prospects for ITeS and e-commerce in the pandemic economy in India and LAC, and explores new opportunities for bilateral direct investment and trade between the two regions.     For the fifth time, the countries of the region are convening in the framework of the Forum of the Countries of Latin America and the Caribbean on Sustainable Development. On each occasion, the Economic Commission for Latin America and the Caribbean (ECLAC) has presented a report on regional progress and challenges in relation to the 2030 Agenda for Sustainable Development. Since 2020, efforts to assess progress towards meeting the 2030 Agenda have had to be undertaken amid the constraints imposed by measures to address the coronavirus disease (COVID-19) pandemic.In this difficult context, ECLAC continued to step up its efforts to assess the progress towards the achievement of the Sustainable Development Goals (SDGs). Whereas in 2019 we only had 19 statistical series of SDG indicators for the region to analyse progress towards 2030, in this fifth report we are presenting the results for 359 series, corresponding to 111 targets, 73 of which are targets covered by the prioritized indicators for the region.Given the contradiction between, on the one hand, the growing institutional efforts to bring to fruition the Decade of Action of the Sustainable Development Goals called for by the United Nations Secretary-General and his proposal of Our Common Agenda and, on the other, the insufficient progress towards the achievement of the Goals, ECLAC stresses once again its proposal to launch a decade of action for a change of era. The Sustainable Development Goals will not be achieved by doing more of the same; we must move towards a new, inclusive and sustainable economic and social system.This document presents specific proposals in four areas in which we must continue to work: strengthening multilateralism, particularly in the area of financing for development; improving implementation of productive, social and environmental policies of national and regional scope; building up the resilience of institutions; and overcoming conflicts through agreements and compacts.     The coronavirus disease (COVID-19) pandemic is the worst global crisis since the Second World War, with developing countries suffering more devastating economic and social effects than developed countries. Governments’ increased pandemic-related expenditure combined with the drastic fall in tax revenues have increased their fiscal deficits and heightened their debt vulnerabilities. The generalized increase in fiscal imbalances and indebtedness has given rise to greater liquidity needs across developing countries, despite considerable heterogeneity in their fiscal positions and debt profiles.Easing liquidity constraints and expanding fiscal space for all developing countries requires alternative mechanisms in addition to existing credit facilities. The new general allocation of US$ 650 billion in Special Drawing Rights (SDRs) implemented on 23 August 2021 provided the most expedient mechanism to provide concessional liquidity at scale to all countries regardless of their level of income. Aside from its agility and financial effects, SDRs are the only democratic device to enhance policy space in developing economies, as it comes with no conditionalities. „ SDRs have several advantages over other IMF credit facilities and financing lines, including the fact that they do not generate debt, have a very low cost of use, and can reduce the risk premium for highly indebted countries. The new issuance of SDRs can help boost the level of international reserves of developing economies, strengthen their external positions, reduce their liquidity and default risk, and free up resources to meet the Sustainable Development Goals (SDGs).     There were signs of a partial recovery in the labour markets and economies of Latin America and the Caribbean during 2021, in the wake of the crisis caused by the coronavirus disease (COVID-19) pandemic. Nonetheless, although the labour force participation rate and employment both improved in the year, figures for some of the groups hit hardest by the pandemic, such as women and domestic workers, remained well below pre-pandemic levels. The partial recovery in local demand and the effect of global conditions on production costs contributed to a rise in regional inflation, in turn affecting minimum wages and real wages. The second section of this report outlines how real wages in the region remain further from pre-pandemic levels than employment and economic activity, and underscores the importance of institutional mechanisms and social dialogue in the world of work to facilitate appropriate adjustments to workers’ wages in Latin America and the Caribbean.

    Social Panorama of Latin America and the Caribbean, 2022 has four chapters. Chapter I presents the relevant macroeconomic background in terms of the evolution of per capita GDP, employment, household income distribution and the consumer price index, and looks at how income inequality and poverty have changed over the past two decades (2002–2021). The chapter also discusses changes that occurred in social stratification during the pandemic.Chapter II addresses the worrying silent crisis of education as another of the pandemic’s major consequences, as well as the successive crises that have accompanied it. Despite previous progress in access to education, the lengthy interruption of face-to-face educational services during the pandemic deepened long-standing educational inequalities, reflected in gaps in access to quality alternatives for continuing education and in the availability of resources for remote learning. However, this silent crisis in education also represents an opportunity for transformation. The chapter addresses a number of priorities, including maintaining safe conditions for reopening schools, investing in strategies to identify the costs of disruption to face-to-face education, in terms of both learning and socioemotional well-being, and designing and implementing recovery strategies aimed at leaving no one behind.Chapter III looks at access to education and the unequal labour impacts of the pandemic on men and women. The severe setbacks experienced by women in the labour market contrast with their notable advances in access to education, which, paradoxically, have not translated into greater equality in the labour market. The chapter considers in particular the role to be played by the development of more knowledge-intensive sectors, especially in STEM-related fields, in advancing towards progressive structural change.Finally, chapter IV analyses the social institutional framework and the evolution of social spending in Latin America and the Caribbean. Social institutions are crucial for establishing universal, comprehensive, sustainable and resilient social protection systems. ECLAC advocates an approach focusing not only on the evolution, volume, destination and financial sustainability of the public resources that make up social spending, but also on other institutional dimensions. This would enable those resources to fulfil their purpose in an effective, efficient, transparent and accountable manner by means of high-quality social policies, as set forth in the Regional Agenda for Inclusive Social Development.     In 2021, the entities of the United Nations system in Latin America and the Caribbean that are members of the Working Group on Youth of the Regional Collaborative Platform for Latin America and the Caribbean launched a second online survey. The aim was to assess how young people were living a year after the outbreak of the COVID-19 pandemic and what were their concerns about the present and the future. The survey was conducted between August and October 2021 among young people aged 15–29, with more than 46,000 respondents from 42 countries and territories in the region. El evento fue organizado por el Centro Latinoamericano y Caribeño de Demografía (CELADE)-División de Población de la Comisión Económica para América Latina y el Caribe (CEPAL), la Organización Panamericana de la Salud (OPS) y el Fondo de Población de Naciones Unidas (UNFPA).     Global asymmetries influence policies for recovery in Latin America and the Caribbean. Nearly 30 years after the Earth Summit and the global adoption of an international development agenda, in practical terms the environmental pillar of the 2030 Agenda for Sustainable Development has not been taken into consideration in recovery policies in the region. This has created major problems in terms of the medium- and long-term direction of regional economies.On balance, recovery measures —which have focused on maintaining consumption or offsetting falls in it— have weakened non-health public services, territorial monitoring, and social and governmental monitoring functions. Transfers to support consumption strengthen an unsustainable development pattern and recovery measures prolong the anchoring to an approach that results in high vulnerability to environmental impacts, with unchanged or increased dependence on fossil fuels. The region is squandering the opportunity to use the recovery effort to enhance production and consumption patterns and improve the quality and coverage of public services, which the coronavirus disease (COVID-19) pandemic has shown to be very important.This Special Report is the thirteenth in a series prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) on the evolution and impacts of the COVID-19 pandemic in Latin America and the Caribbean. I. Stylized facts of two processes that are difficult to reverse: a worsening environmental situation and setbacks with the 2030 Agenda for Sustainable Development. -- II. By targeting recovery spending, the opportunity to boost transformative sectors has been lost and this, coupled with the uncritical demand in recovery, underlines the unsustainable nature of thepre-pandemic development pattern .-- III.
