    This paper develops a novel methodology to measure the quantity of jobs and value of wages embodied in exports for a large number of countries and sectors for intermittent years between 1995 and 2011. The resulting Labor Content of Exports database allows the examination of the direct contribution of labor to exports as well as the indirect contribution via other sectors of the economy for skilled and unskilled labor. The analysis of the new data sets documents several new findings. First, the global share of labor value added in exports has been declining globally since 1995, but it has increased in low-income countries. Second, in line with the standard Hecksher-Ohlin trade model, the composition of labor directly contained in exports is skewed toward skilled labor in high-income countries relative to developing countries. However, that is not the case for the indirect labor content of exports. Third, manufacturing exports are a key source of labor demand in other sectors, especially in middle- and low-income countries. And the majority of the indirect demand for labor spurred by exports is in services sectors, whose workers are the largest beneficiaries of exporting activities globally. Fourth, differences in the labor value added in exports share across developing countries appears to be driven more by differences in the composition of exports rather than in sector labor intensities. Finally, average wages typically increase rapidly enough with the process of economic development to more than compensate the loss in jobs per unit of exports. The paper also includes the necessary information to build the Labor Content of Exports database from the original raw data, including stata do-files and matlab files, as well as descriptions of the variables in the data set

    Este informe fue preparado por la Comisión Económica para América Latina y el Caribe (CEPAL) en coordinación con la Oficina del Alto Representante para los Países Menos Desarrollados, los Países en Desarrollo sin Litoral y los Pequeños Estados Insulares en Desarrollo (UN-OHRLLS), para la reunión de revisión de medio término del Programa de Acción de Viena (VPoA) para el decenio 2014-2024 en América Latina y el Caribe.El informe se estructura del siguiente modo: en la primera parte se analiza la vinculación de los planes nacionales de desarrollo del Estado Plurinacional de Bolivia y del Paraguay con los objetivos definidos en la Agenda 2030 para el Desarrollo Sostenible y con los objetivos y prioridades del VPoA. La segunda parte se realiza una revisión y análisis del estado de implementación del VPoA en estos países, para luego analizar un conjunto desafíos emergentes para estos países como son el cambio climático y la innovación. En la cuarta parte, se presentan las conclusiones más significativas y se formulan recomendaciones que permitan apoyar en la elaboración del documento final para la revisión intermedia del VPoA de los países de la región latinoamericana.     In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth.     En el último tiempo, múltiples gobiernos de América Latina han elaborado planes nacionales de logística para mejorar su competitividad internacional. Sin embargo, la visión disociada de estos instrumentos con otros sectores de la economía han afectado la implementación de las medidas propuestas y con ello, los resultados han sido menos auspiciosos de lo esperado. Para resolver estas falencias, la CEPAL ha promovido la necesidad de establecer medidas coordinadas bajo una política de logística y movilidad coordinada regionalmente, que permitan fomentar medidas transversales de eficiencia y productividad al mismo tiempo que se reducen las externalidades sobre la población y el medio ambiente.El presente documento retoma la experiencia de la política de logística de la República de Corea del Sur, que fue uno de los casos internacionales tomados como base para la construcción de la propuesta de CEPAL y analiza los resultados obtenidos en algo más de dieciséis años de implementación. La experiencia de Corea del Sur entregan antecedentes interesantes del proceso así como mejores prácticas que pueden ser útiles para los países de América Latina y el Caribe para su fortalecimiento institucional y para el fomento de acciones para el monitoreo y evaluación de las políticas logísticas, en particular para aquellos países de la región que han iniciado este proceso con apoyo de la CEPAL.     This paper addresses whether microcredit participants in Bangladesh are trapped in poverty and debt, as many critics have argued in recent years. Analysis of data from a long panel survey over a 20-year period confirms this is not the case, although numerous participants have been with microcredit programs for many years. The results of the analysis suggest that participants derive a variety of benefits from microcredit: It helps them to earn income and consume more, accumulate assets, invest in children's schooling, and be lifted out of poverty. This is not to say that non-participants have failed to progress over the same period. Both participants and non-participants have gained as the economy has grown; however, the rates of poverty reduction have been higher for participants. Testing the net effect of microcredit programs requires applying an econometric method that controls for why some households participated and others did not, conditional on their initial characteristics. In addition, the method must control for time-varying, unobserved heterogeneity that affects everyone over time, albeit in possibly different ways. The paper's econometric estimates show significant welfare gains resulting from microcredit participation, especially for women. They also show that the accrued benefits of borrowing outweigh accumulated debt. As a result, households' net worth has increased, and both poverty and the debt-asset ratio have declined.

    The World Bank Group has identified support to fragile and conflict-affected states (FCS) as a strategic priority, critical to achieving its mission of poverty alleviation and shared prosperity. This review of International Development Association (IDA) countries establishes that the World Bank's portfolio performance in low-income FCS has improved since 2001 compared to low-income countries that are not fragile. It also ascertains that country assistance strategies have lacked tailoring to fragility and conflict drivers and realism and do not currently have contingencies based on political economy and conflict risks to adjust objectives and results if risks materialize, and that the Bank has been relatively effective in mainstreaming gender within the health and education and community-driven development portfolios, but has paid insufficient attention to conflict-related violence against women and economic empowerment of women in low-income fragile and conflict affected states. Other significant observations include the usefulness of community-driven development for short-term assistance to local communities in fragile and conflict-affected states, and that the global shift in aid flows toward fragile states has not been matched by IDA, and fragile and conflict-affected states receive less aid per capita from IDA than do other low-income countries.

    This paper develops a novel methodology to measure the quantity of jobs and value of wages embodied in exports for a large number of countries and sectors for intermittent years between 1995 and 2011. The resulting Labor Content of Exports database allows the examination of the direct contribution of labor to exports as well as the indirect contribution via other sectors of the economy for skilled and unskilled labor. The analysis of the new data sets documents several new findings. First, the global share of labor value added in exports has been declining globally since 1995, but it has increased in low-income countries. Second, in line with the standard Hecksher-Ohlin trade model, the composition of labor directly contained in exports is skewed toward skilled labor in high-income countries relative to developing countries. However, that is not the case for the indirect labor content of exports. Third, manufacturing exports are a key source of labor demand in other sectors, especially in middle- and low-income countries. And the majority of the indirect demand for labor spurred by exports is in services sectors, whose workers are the largest beneficiaries of exporting activities globally. Fourth, differences in the labor value added in exports share across developing countries appears to be driven more by differences in the composition of exports rather than in sector labor intensities. Finally, average wages typically increase rapidly enough with the process of economic development to more than compensate the loss in jobs per unit of exports. The paper also includes the necessary information to build the Labor Content of Exports database from the original raw data, including stata do-files and matlab files, as well as descriptions of the variables in the data set

    The World Bank Group has identified support to fragile and conflict-affected states (FCS) as a strategic priority, critical to achieving its mission of poverty alleviation and shared prosperity. This review of International Development Association (IDA) countries establishes that the World Bank's portfolio performance in low-income FCS has improved since 2001 compared to low-income countries that are not fragile. It also ascertains that country assistance strategies have lacked tailoring to fragility and conflict drivers and realism and do not currently have contingencies based on political economy and conflict risks to adjust objectives and results if risks materialize, and that the Bank has been relatively effective in mainstreaming gender within the health and education and community-driven development portfolios, but has paid insufficient attention to conflict-related violence against women and economic empowerment of women in low-income fragile and conflict affected states. Other significant observations include the usefulness of community-driven development for short-term assistance to local communities in fragile and conflict-affected states, and that the global shift in aid flows toward fragile states has not been matched by IDA, and fragile and conflict-affected states receive less aid per capita from IDA than do other low-income countries.

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth. The document concludes with policy recommendations for advancing towards a renewed model for inclusive and sustainable growth. Foreword .-- I.     Este informe fue preparado por la Comisión Económica para América Latina y el Caribe (CEPAL) en coordinación con la Oficina del Alto Representante para los Países Menos Desarrollados, los Países en Desarrollo sin Litoral y los Pequeños Estados Insulares en Desarrollo (UN-OHRLLS), para la reunión de revisión de medio término del Programa de Acción de Viena (VPoA) para el decenio 2014-2024 en América Latina y el Caribe.El informe se estructura del siguiente modo: en la primera parte se analiza la vinculación de los planes nacionales de desarrollo del Estado Plurinacional de Bolivia y del Paraguay con los objetivos definidos en la Agenda 2030 para el Desarrollo Sostenible y con los objetivos y prioridades del VPoA. La segunda parte se realiza una revisión y análisis del estado de implementación del VPoA en estos países, para luego analizar un conjunto desafíos emergentes para estos países como son el cambio climático y la innovación. En la cuarta parte, se presentan las conclusiones más significativas y se formulan recomendaciones que permitan apoyar en la elaboración del documento final para la revisión intermedia del VPoA de los países de la región latinoamericana.     En el último tiempo, múltiples gobiernos de América Latina han elaborado planes nacionales de logística para mejorar su competitividad internacional. Sin embargo, la visión disociada de estos instrumentos con otros sectores de la economía han afectado la implementación de las medidas propuestas y con ello, los resultados han sido menos auspiciosos de lo esperado. Para resolver estas falencias, la CEPAL ha promovido la necesidad de establecer medidas coordinadas bajo una política de logística y movilidad coordinada regionalmente, que permitan fomentar medidas transversales de eficiencia y productividad al mismo tiempo que se reducen las externalidades sobre la población y el medio ambiente.El presente documento retoma la experiencia de la política de logística de la República de Corea del Sur, que fue uno de los casos internacionales tomados como base para la construcción de la propuesta de CEPAL y analiza los resultados obtenidos en algo más de dieciséis años de implementación. La experiencia de Corea del Sur entregan antecedentes interesantes del proceso así como mejores prácticas que pueden ser útiles para los países de América Latina y el Caribe para su fortalecimiento institucional y para el fomento de acciones para el monitoreo y evaluación de las políticas logísticas, en particular para aquellos países de la región que han iniciado este proceso con apoyo de la CEPAL.
