    Traditionell leisten Sparkassen einen wichtigen Beitrag für die Raumentwicklung in Städten und Regionen. Sie kennen die Probleme und Potentiale lokaler Ökonomien und sie haben Vertrauen zu den lokalen Akteuren. Das macht sie zu wichtigen Promotoren der Orte und Regionen, an denen sie wirken. Diesem in seiner Form weltweit einzigartigen öffentlich-rechtlichen Sparkassensystem stehen jedoch umfangreiche Veränderungen bevor. Der Streit mit der EU-Wettbewerbskommission über den besonderen Status kommunaler und regionaler Sparkassen ist zwar beigelegt, doch zu einem hohen Preis. Ab 2005 werden die traditionellen Garantieleistungen der öffentlichen Hand wegfallen. Dies wird die Refinanzierung merklich verteuern und die Wahrnehmung der Sparkassen als kommunale oder regionale Institute verändern. Wie sich die traditionell enge Bindung zwischen den Instituten und den Kommunen und Kreisen mittelfristig entwickeln wird, ist derzeit nicht abzusehen, auch nicht ob sie ihre starke Rolle als Promotor lokaler Wirtschaft beibehalten können und werden. All dies ist Grund genug sich diesem Thema zu widmen: der vorliegende Band der Grauen Reihe gibt einen umfassenden Überblick zur Struktur und aktuellen Situation im Sparkassensektor, beschreibt die Probleme und Ziele der Stadt- und Regionalentwicklung und untersucht, welchen Beitrag Sparkassen hierzu in Zukunft leisten können. Der vorliegende Beitrag basiert auf einer Diplomarbeit an der Fakultät Raumplanung der Universität Dortmund, die vom Deutschen Institut für Urbanistik ausgezeichnet wurde, weil sie - so die Auslober der Ausschreibung - "besonders wertvolle wissenschaftliche Erkenntnisse für die Praxis der kommunalen Selbstverwaltung vermittelt". Für die Veröffentlichung in der Grauen Reihe des Instituts Arbeit und Technik wurde diese Arbeit aktualisiert und ergänzt. Sie richtet sich an eine breite Zielgruppe: an Entscheider in den Sparkassen vor Ort und in Verbänden aber auch an Wissenschaftler, Politiker, Mitglieder von Verwaltungsräten, Regionalplaner und Wirtschaftsförderer, die Interesse daran haben, dass Sparkassen auch in Zukunft ihren Beitrag für die lokale Wirtschaft in Städten und Regionen leisten können.

    We motivate the formulation of market equilibria as a mixed complementarity problem (MCP) in order to bridge the gap between bottom-up energy system models and top-down general equilibrium models for energy policy analysis. Our objective is primarily pedagogic. We first lay out that the MCP approach provides an explicit representation of weak inequalities and complementarity between decision variables and market equilibrium conditions. This permits us to combine bottom-up technological details and top-down economic richness in a single mathematical format. We then provide a stylized example of how to integrate bottom-up features into a top-down modeling framework along with worked examples and computer programs which illustrate our approach.

    This paper analyzes the effect of the business cycle on the regulatory capital buffer of German savings and cooperative banks in the period 19932003. The capital buffer is found to fluctuate anticyclically over the business cycle. The fluctuation is stronger for savings banks than for cooperative banks, as, for savings banks, risk-weighted assets fluctuate more strongly with the business cycle. Further, low-capitalized banks do not catch up with their wellcapitalized peers. The gap between low-capitalized and well capitalized banks even widened over the observation period. Finally, low-capitalized banks do not decrease risk-weighted assets in a business cycle downturn by more than well-capitalized banks. This finding seems to imply that their low capitalization does not force them to retreat from lending.

    In contrast to earlier field studies, we survey German public savings banks on their management of capital. We find that the most important determinants of the savings banks’ target capital ratio are risk aversion, the desired credit growth and profitability. Savings banks prefer to manage the level of capital rather than the level of riskweighted assets in order to reach their target capital ratio. The most important instruments to increase the level of capital are lowering costs and issuing subordinated debt. We obtain strong evidence that issuing subordinated debt is a particularly important instrument to increase capital for less capitalised savings banks.
