Aftermarket social welfare is largely determined by a procurement auction design. Auctions select firms for operating aftermarkets, and auctions may also impose restrictions on aftermarket prices the winner can charge. This paper compares aftermarket social welfare generated by first-price and second-price procurement auctions. It reveals that the social welfare ranking depends on the monotonicity properties of the augmented demand elasticity, defined as a product of the demand elasticity and the firm's relative markup. When the augmented elasticity is price independent, first-price and second-price procurement auctions are welfare-equivalent. When it increases (or decreases) with price, first-price (or second-price) auctions are welfare-superior.

In Latin America and the Caribbean, care has gradually been placed at the centre of public agendas, albeit unevenly, as a result of growing political commitments, as well as the work of women’s movements and feminist economic studies. These contributions have focused on the need to reorganize and redistribute care work as a key factor in more egalitarian and inclusive societies.Over the course of more than four decades, the member States of ECLAC, meeting at sessions of the Regional Conference on Women in Latin America and the Caribbean, have adopted the Regional Gender Agenda, which aims to guarantee women’s rights and drive progress towards their autonomy, laying the foundations for societies with equality. In that framework, governments of the region have adopted a number of agreements that are essential for designing and implementing care policies. The agreements reaffirm the principles of universality and progressivity in access to quality care services, the importance of co-responsibility between men and women, and among the State, the market, communities, and families, as well as the importance of promoting the financial sustainability of public care policies aimed at achieving gender equality.

Technology policy is the most widespread form of climate policy and is often preferred over seemingly efficient carbon pricing. We propose a new explanation for this observation: gains that predominantly accrue to households with large capital assets and that influence majority decisions in favor of technology policy. We study climate policy choices in an overlapping generations model with heterogeneous energy technologies and distortionary income taxation. Compared to carbon pricing, green technology policy leads to a pronounced capital subsidy effect that benefits most of the current generations but burdens future generations. Based on majority voting which disregards future generations, green technology policies are favored over a carbon tax. Smart "polluter-pays" financing of green technology policies enables obtaining the support of current generations while realizing efficiency gains for future generations.
