    This publication presents the current situation with regard to the magnitude and economic impact of migrants remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organizations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.--Publisher summary

    There has been much recent celebration of the success of African `civil society` in forging global connections through an ever-growing diaspora. Against the background of such celebrations, this innovative book sheds light on the diasporic networks - `home associations` - whose economic contributions are being used to develop home. Despite these networks being part of the flow of migrants` resources back to Africa that now outweighs official development assistance, the relationship between the flow of capital and social and political change are still poorly understood.The authors examine the networks of migrants that have been created by making `home associations` international. They argue that claims in favour of enlarging `civil society` in Africa must be placed in the broader context of the political economy of migration and wider debates concerning ethnicity and belonging. They demonstrate both that diasporic development is distinct from mainstream development, and that it is an uneven historical process in which some `homes` are better placed to take advantage of global connections than others. In doing so, the book engages critically with the current enthusiasm among policy-makers for treating the African diaspora as an untapped resource for combating poverty. Its focus on diasporic networks, rather than private remittances, reveals the particular successes and challenges diasporas face in acting as a group, not least in mobilising members of the diaspora to fulfill obligations to home.

    The basic economic model of labor supply has a very clear prediction of what should be expected when an adult receives an unexpected cash windfall: they should work less and earn less. This intuition underlies concerns that many types of cash transfers, ranging from government benefits to migrant remittances, will undermine work ethics and make recipients lazy. This paper discusses a range of additional channels to this simple labor-leisure trade-off that can make this intuition misleading in low- and middle-income countries, including missing markets, price effects from conditions attached to transfers, and dynamic and general equilibrium effects. The paper uses this as a lens through which to examine the evidence on the adult labor market impacts of a wide range of cash transfer programs: government transfers, charitable giving and humanitarian transfers, remittances, cash assistance for job search, cash transfers for business start-up, and bundled interventions. Overall, cash transfers that are made without an explicit employment focus (such as conditional and unconditional cash transfers and remittances) tend to result in little to no change in adult labor. The main exceptions are transfers to the elderly and some refugees, who reduce work. In contrast, transfers made for job search assistance or business start-up tend to increase adult labor supply and earnings, with the likely main channels being the alleviation of liquidity and risk constraints

    In this book, international experts including academics, policymakers, private sector practitioners, and representatives of diaspora communities further our understanding of how the growing population of expatriates from the developing world can be effectively leveraged to promote development in their homelands. The contributors cover issues relating to diaspora diversity and its impact on development, the potential of expatriates to further entrepreneurship and business development in their homelands, the effectiveness of remittances in furthering inclusive development, and policies to better engage diasporas as drivers of development. Their analyses are supported by examples and case studies focusing on the experiences of specific diaspora networks, home country institutions promoting diaspora engagement, migrant entrepreneurs, and financial institutions facilitating remittances.

    There has been much recent celebration of the success of African `civil society` in forging global connections through an ever-growing diaspora. Against the background of such celebrations, this innovative book sheds light on the diasporic networks - `home associations` - whose economic contributions are being used to develop home. Despite these networks being part of the flow of migrants` resources back to Africa that now outweighs official development assistance, the relationship between the flow of capital and social and political change are still poorly understood.The authors examine the networks of migrants that have been created by making `home associations` international. They argue that claims in favour of enlarging `civil society` in Africa must be placed in the broader context of the political economy of migration and wider debates concerning ethnicity and belonging. They demonstrate both that diasporic development is distinct from mainstream development, and that it is an uneven historical process in which some `homes` are better placed to take advantage of global connections than others. In doing so, the book engages critically with the current enthusiasm among policy-makers for treating the African diaspora as an untapped resource for combating poverty. Its focus on diasporic networks, rather than private remittances, reveals the particular successes and challenges diasporas face in acting as a group, not least in mobilising members of the diaspora to fulfill obligations to home.
