    "A growing literature on the Presidency identifies the technical skills of Presidents by focusing on their political thought and moral values, often assuming a President's values and goals are the most crucial component of his moral thought and behavior. Arthur Schlesinger, Jr.'s was an empiricist and historian whose work on the presidency shows that value commitments do not translate smoothly into policy achievements. Possessing the dispositions and skills to address setbacks and unexpected crises was as vital to Franklin Roosevelt's and John Kennedy's accomplishments as their liberal moral views. At the same time, Schlesinger implied several key skills Roosevelt and Kennedy demonstrated were moral virtues rather than mere techniques intended to enhance the President's power. Schlesinger's moral framework relies on insights about trends in American history to argue Roosevelt's and Kennedy's ironic virtues often helped them avoid dangerous illusions to which Americans have been prone to succumb. Appreciating the history-based regime analysis at the heart of Schlesinger's liberalism opens up a new avenue of presidential analysis and may offer a path forward. In an age where external, institutional checks on the Presidency continue to dwindle, internal checks on Presidential overreach become all the more necessary. Schlesinger may have acknowledged and often championed the expansion of the President's institutional powers, but he also urged liberal leaders to cultivate ironic virtues to prevent these powers' abuse. That his counsel was grounded in conservative insights as well as liberal values makes it accessible to leaders across the political spectrum"--

    Main description: This book asks an important question often ignored by ancient historians and political scientists alike: Why did Athenian democracy work as well and for as long as it did? Josiah Ober seeks the answer by analyzing the sociology of Athenian politics and the nature of communication between elite and nonelite citizens. After a preliminary survey of the development of the Athenian "constitution," he focuses on the role of political and legal rhetoric. As jurymen and Assemblymen, the citizen masses of Athens retained important powers, and elite Athenian politicians and litigants needed to address these large bodies of ordinary citizens in terms understandable and acceptable to the audience. This book probes the social strategies behind the rhetorical tactics employed by elite speakers. A close reading of the speeches exposes both egalitarian and elitist elements in Athenian popular ideology. Ober demonstrates that the vocabulary of public speech constituted a democratic discourse that allowed the Athenians to resolve contradictions between the ideal of political equality and the reality of social inequality. His radical reevaluation of leadership and political power in classical Athens restores key elements of the social and ideological context of the first western democracy

    "The End of the Rhetorical Presidency? Public Leadership in the Trump Era explores one of the most disruptive aspects of the Trump presidency. Since the FDR administration, presidents developed the capacity and skill to use the public to influence the legislative arena, gain re-election, survive scandal and secure their legacy. Consequently, presidential rhetorical leadership has its own norms and expectations. Comparing President Trump's communications apparatus as well as rhetoric (including Twitter) to previous presidents, Diane Heith demonstrates how Trump exercises leadership by adhering to some of these norms and expectations, but rejects, abandons and undermines most. Heith argues that his individual, rather than institutional, approach to leadership represents a change in tone, language and style. She concludes that the loss of skill and capacity represents a devolution of the White House institution dedicated to public leadership, especially in the legislative arena.     Empirical studies have shown that US politics is heavily tilted in favor of the better off, as political decisions tend to reflect the preferences of the rich while largely ignoring those of the poor and middle classes. These findings have prompted a lively debate about potential mechanisms that cause this pattern of unequal responsiveness. Existing studies suggest that specific characteristics of the political system are a major explanatory factor - in particular, private donations and campaign financing. We build on these studies but focus for the first time on an entirely different case. In this Discussion Paper, we ask whether similar patterns of unequal responsiveness are discernible in Germany, which not only is a more egalitarian country, but also funds election campaigns entirely differently from the US. We analyze an original dataset of more than 800 survey questions posed between 1980 and 2013. The questions deal with specific political decisions debated at the time and cover a broad range of politically relevant topics. Our results show a notable association between political decisions and the opinions of the rich, but none or even a negative association for the poor. Representational inequality in Germany thus resembles the findings for the US case, despite its different institutional setting. Against this background, we conclude by discussing potential mechanisms of unequal responsiveness. Diese Forschungsergebnisse haben zu einer angeregten Debatte über mögliche Ursachen für diese Schieflage geführt. Dabei verweisen bisherige Studien immer wieder auf Besonderheiten des politischen Systems der USA - vor allem auf die Finanzierung von Wahlkämpfen durch private Spenden. In diesem Aufsatz greifen wir die amerikanische Debatte auf und fragen, ob auch in Deutschland ein ähnliches Muster ungleicher Responsivität zu beobachten ist, obwohl das Land insgesamt egalitärer ist und Wahlkämpfe in höherem Maß öffentlich finanziert werden. Wir analysieren einen neu erstellten Datensatz, der mehr als 800 Fragen aus repräsentativen Befragungen enthält, die zwischen 1980 und 2013 erhoben wurden. Alle von uns untersuchten Fragen behandeln konkrete Sachentscheidungen, die jeweils zu der Zeit öffentlich diskutiert wurden, sodass wir eine große Bandbreite an politisch relevanten Themen abdecken können. Unsere Ergebnisse zeigen einen deutlichen Zusammenhang zwischen politischen Entscheidungen einerseits und den Präferenzen der Einkommensreichen andererseits, aber keinen oder sogar einen negativen Zusammenhang mit denen der Armen. Das Muster ungleicher Repräsentation in Deutschland ähnelt dem der USA, obwohl beide Länder sich institutionell stark unterscheiden. Vor diesem Hintergrund diskutieren wir am Ende des Aufsatzes andere Erklärungsfaktoren für ungleiche Responsivität.
