    The portfolio approach of financing drug development has been proposed as a financial innovation to improve the risk/return tradeoff of investment in drug development projects through the use of diversification and securitization. By investing in a sizable and well-diversified portfolio of novel drug candidates, and issuing equity and securitized debt based on this portfolio, the financial performance of such a biomedical “megafund” can be made attractive to a wide group of investors in the private sector. To analyze the viability of the portfolio approach in expediting vaccine development against emerging infectious diseases, we simulate the financial performance of a hypothetical vaccine megafund consisting of 120 mRNA vaccine candidates in the preclinical stage, which target 11 emerging infectious diseases, including a hypothetical “disease X,” which may cause the next global pandemic. We calibrate the simulation parameters with input from domain experts in mRNA technology and an extensive literature review. We find that this vaccine portfolio will generate an average annualized return on investment of −6.0% per annum and a negative net present value of −$9.5 billion, despite the scientific advantages of mRNA technology and the financial benefits of diversification. We also show that clinical trial costs account for 94% of the total investment, while vaccine manufacturing costs account for only 6%. The most important factor of the megafund's financial performance is the price per vaccine dose, while other factors, such as the increased probability of success due to mRNA technology, the size of the megafund portfolio, and the possibility of conducting human challenge trials do not significantly improve its financial performance. Our results illustrate the critical importance of government funding to ensure that vaccine development will be financially sustainable for the private sector and that effective vaccines will be available to prevent the next global pandemic

    The global economy is in the midst of an unprecedented slump caused by the COVID-19 pandemic. To assess the likely evolution of nonfinancial corporate performance going forward, this paper investigates empirically the impact of past pandemics using firm-level data on more than 537,000 companies from 14 developing countries during the period 1998-2018. The analysis indicates that the prevalence of infectious diseases has an economically and statistically significant negative effect on nonfinancial corporate performance. This adverse impact is particularly pronounced on smaller and younger firms, compared to larger and more established corporations. We also find that a higher number of infectious-disease cases in population increases the probability of failure among nonfinancial firms, particularly for small and young firms. In the case of COVID-19, the magnitude of these effects will be much greater, given the unprecedented scale of the outbreak and strict policy responses to contain its spread

    We measure whether religious people in the UK cope better during a large negative shock - the nationwide pandemic lockdowns. We use data from the Understanding Society longitudinal dataset, including self-reports on religion and religiosity taken before the pandemic, and mental health data on unhappiness and depression, collected both before and during the lockdown periods. We find evidence that religious people coped better during the lockdowns. In terms of magnitude, we found that religious people (in that it makes a difference to their life) were around one-fifth less likely to suffer an increase in unhappiness or depression. Our results for those who belong to a religion (regardless if it makes a difference to their life) were higher in magnitude, but lower in significance. We found little difference in coping across religions; with the results for Christians, Muslims and Hindus all being broadly similar. However, we did find some difference within Christian denominations, with ‘Christian Other’ (those belonging to mainly Protestant churches other than the Church of England) coping relatively worse among those who belong to a religion. We also found that when places of worship were closed, religious Muslims and Catholics suffered disproportionately - the two religious groups in our study which normally require weekly communal attendance from their followers.

    How do pandemics affect for-profit and not-for-profit organizations differently? To address this question, we analyze optimal lockdowns in a two-sector continuous-time individual-based mean-field epidemiological model. We uncover a unique solution that depends on network structure, lockdown effectiveness, and the planner's tolerable infection incidence. Using unique data on nursing home networks in the United States, we calibrate the model and jointly quantify state-level lockdown effectiveness and preference for enforcing stringent containment strategies during the COVID-19 pandemic. We also empirically validate simulation results derived from the theoretical analyses. We find that for-profit nursing homes experience higher COVID-19 death rates than not-for-profit nursing homes. In addition, this differential health effect increases with lockdown effectiveness.

    Should the intellectual property rights on the first Covid-19 vaccines be temporarily lifted in applying the Trade-Related Aspect of Intellectual Property (TRIPS) flexibility? Is it right to grant the first generation of Covid-19 vaccines a special treatment from an IPR perspective? On what grounds? By extensively reviewing the available medical and economic literature on the subject, this chapter will guide the reader step-by-step to the leading scientific, political, and cultural challenges in granting broad worldwide access to vaccination. The accumulated delays in providing effective Covid-19 vaccine intervention in the low- and middle-income countries are ultimately responsible for the virus circulation at the global level and the proliferation of immunity-escaping variants. Therefore governmental rationality around the world would suggest any possible active policy tool to scale up the current vaccines supply. However, not to prevent future investment in R&D, the governments should bear the cost of the expected increased industry obsolescence determined by a temporary patent waiver; this includes public patent-buy-outs and regulated public-private R&D partnerships.

    This paper develops a parsimonious model of individual exposure and of public health policy that can be used to study the evolution of an epidemic and the optimal use of lockdown policies and other non-pharmaceutical interventions. At the heart of individual exposure choices are the trade-offs between private utility derived from exposure and the risks of infection. Agents' utilities from private exposure are amplified by network benefits from social and economic activities, which amplifies the infection externality and constitutes a role for coordination policies due to multiple equilibria. We find that lockdowns do not prevail endogenously in equilibrium and that containment policy can significantly enhance welfare. Unpopularity of such contact restrictions imply that policy might face time inconsistency problems.

    The aim of this study is to examine the impact of the COVID-19 pandemic and other similar global events on the global stock market. The data used covers 16 countries of the world and a series of quarterly data ranging from 1919Q1 to 2020Q2 for major stock market index was used. The Bai and Perron's multiple structural break approach were adopted. Different number of break dates is noticed across several regions. While selected sample countries in Europe have at least ten break dates under the period of investigation, we observe for US, Canada and Australia, only twelve break dates. Asia and the other bloc of countries report ten and twelve break dates respectively. Notably, one most prominent causes of structural changes in stock markets (with the exclusion of Germany) appears to be from the GFC, which had inverse effects on major market around the world. The most prominent source of structural breaks in the Asian markets appears to be from the 2008-2009 GFC. In addition, we found evidence of structural breaks in several stock markets in the world, resulting from the 2009-2010 Global Pandemic, that is, the H1N1 virus/pigs Swine Flu; 2003 SARS; MERS; and EBOLA. In addition, as explained above, events have the tendency of unfolding over time; hence matching exact breaks in stock market data to precise events is very unlikely.

    Reunión virtual El presente documento contiene los principales resultados del Seminario Regional “La inclusión de pueblos indígenas y afrodescendientes en los sistemas de información en salud en el marco de la pandemia por COVID-19”, realizado de manera virtual entre los días 8 y 9 de septiembre de 2021. El evento fue organizado por el Centro Latinoamericano y Caribeño de Demografía (CELADE)-División de Población de la Comisión Económica para América Latina y el Caribe (CEPAL), la Organización Panamericana de la Salud (OPS) y el Fondo de Población de Naciones Unidas (UNFPA).     In 2021, the entities of the United Nations system in Latin America and the Caribbean that are members of the Working Group on Youth of the Regional Collaborative Platform for Latin America and the Caribbean launched a second online survey. The aim was to assess how young people were living a year after the outbreak of the COVID-19 pandemic and what were their concerns about the present and the future. The survey was conducted between August and October 2021 among young people aged 15–29, with more than 46,000 respondents from 42 countries and territories in the region.
