    Steel is of extraordinary importance for the European economy as well as society, but is responsible for enormous energy consumption and greenhouse gas emissions. Therefore, steel flows are an obvious subject for the European climate protection. The quantification of steel stocks and flows is useful to be included in discussions regarding Circular Economy, energy system transformation and resource efficiency. Therefore, we developed a retrospective and dynamic material flow model covering the entire European steel and iron cycle from 2002 to 2019. Based on data by Worldsteel and assumptions mainly adopted by Cullen et al. (2012), the value and production chain of steel and iron products is covered by the model. It appears that the European steel and iron use reached a saturation from 2007 on, where the stock of steel in anthropogenic use phase reached around 5,600 Mt. In 2019, around 140 Mt of steel left the use phase, of which circa 6 Mt dissipated or are abandoned in place. Out of the remaining scrap, 110 Mt were collected as secondary raw materials for recycling. Recycling of steel in Europe reached a peak of approx. 140 Mt in 2007, from where on recycling declined equally to overall steel production leading to an almost constant recycling input rate of 57 %. The decline of steel recycling did not significantly affect the collection of steel scrap, but led to an increase of iron and steel scrap export. In 2019, 110 Mt of steel and iron were recycled in Europe, 65 % via EAF, 25 % via BOF and the remaining via ironmaking. Post-consumer waste is by mass more important than new scraps from production and manufacturing as evident in an old scrap ratio of 73 %. Further research could examine the effect of steel scrap prices on their use, further trace these export flows or analyse the potentials of secondary steel production for industry decarbonisation.

    Die derzeitige Nutzung natürlicher Ressourcen überschreitet die planetaren Grenzen und gefährdet so die Widerstandsfähigkeit des Ökosystems Erde. Der wachsende Rohstoffverbrauch und die daraus resultierenden ebenfalls wachsenden Abfallmengen und Emissionen bedrohen die Umwelt und somit die Lebensgrundlage der Menschen nachhaltig. Auch die deutsche Wirtschaft ist von der Erschöpfung natürlicher Rohstoffreserven betroffen und muss ihre Versorgung insbesondere mit kritischen Rohstoffen diversifizieren und nachhaltig ausgelegen. Auch vor diesem Hintergrund ist die Umsetzung einer Kreislaufwirtschaft ein wichtiger Schritt, um die Nutzungsdauer von Produkten zu maximieren und den Ressourceneinsatz sowie das Abfallaufkommen zu reduzieren. Zur Erreichung dieser Ziele ist eine stringente politische Flankierung notwendig, die insbesondere die physischen Materialflüsse einbezieht und analysiert, um Ziele für einen effizienteren Umgang mit Ressourcen abzuleiten und den Prozess auf dem Weg dorthin zu monitoren und begleiten. Die Materialflussanalyse (MFA) ist hier eine Schlüsselmethode, um aus den ermittelten Materialflüssen schließlich Indikatoren für die Untersuchung der Kreislaufwirtschaft abzuleiten. Diese Arbeit stellt den materiellen Stoffwechsel von Nordrhein-Westfalen (NRW) vor und arbeitet dessen Bedeutung für die Kreislaufwirtschaft heraus. Zur Untersuchung, inwiefern eine Kreislaufwirtschaft Berücksichtigung findet, werden die in NRW geltenden politischen Rahmenbedingungen analysiert. Zudem wird die Wirksamkeit ausgewählter Rahmenbedingungen anhand der berechneten Indikatoren auf Basis der MFA eingeschätzt und für NRW überprüft. Die Analyse der Materialflüsse und politischen Maßnahmen für eine Kreislaufwirtschaft in NRW zeigen, dass Materialflüsse bislang nicht ausreichend im politischen Diskurs berücksichtigt werden. Insbesondere Datenlücken und methodische Hindernisse führen zu MFA-Ergebnissen auf Bundeslandebene, die nicht vollumfassend sind. Hier muss die Politik zukünftig stärker ansetzen und diese Datengrundlage zur Zielformulierung und zur Bewertung der Zielerreichung einsetzen, um der Notwendigkeit einer stringenten Ressourcenpolitik gerecht zu werden. The current use of natural resources exceeds planetary limits and thus endangers the resilience of the Earth's ecosystem. The growing consumption of raw materials and the resulting increase in waste and emissions constitute a long-term threat to the environment and thus to the basis of human life. The German economy is also affected by the depletion of natural raw material reserves and must diversify and sustainably manage its supply of critical raw materials in particular. Against this background, too, the implementation of a circular economy is an important step towards maximizing the lifetime of products and reducing the use of resources and the volume of waste. In order to achieve these goals, consistent political support is necessary, which includes and analyzes the physical material flows in particular, in order to derive goals for a more efficient use of resources and to monitor and accompany the transition process. Material flow analysis (MFA) is a key method for deriving indicators for the study of the circular economy from the material flows identified. This paper presents the material metabolism of North Rhine-Westphalia (NRW) and identifies its importance for the circular economy. To investigate to what extent a circular economy is taken into account, the political framework conditions applicable in NRW are analyzed. In addition, the effectiveness of selected framework conditions is assessed based on the calculated indicators within the framework of the MFA and verified for NRW. The analysis of material flows and policy measures for a circular economy in NRW show that material flows have not been sufficiently considered in the political discourse so far. In particular, data gaps and methodological obstacles lead to MFA results at the federal state level that are not fully comprehensive. This is where policymakers must take stronger action in the future and use this data basis to formulate targets and evaluate target achievement in order to meet the need for a stringent resource policy.
