Improving the activation of skills of vulnerable populations in Kazakhstan -- Fostering participation in adult learning of all forms in Kazakhstan -- Key insights and recommendations for Kazakhstan -- Strengthening the governance of the skills system in Kazakhstan -- Abbreviations and acronyms -- Building an effective skills information system in Kazakhstan -- Executive summary -- Engagement -- Foreword. Skills are the key to shaping a better future and central to the capacity of countries and people to thrive in an increasingly interconnected and rapidly changing world. Megatrends such as globalisation, technological advances and demographic change are reshaping work and society, generating a growing demand for higher levels of skills and new sets of skills.OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities and help them build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs. The foundation of this approach is the OECD Skills Strategy Framework, which allows for an exploration of what countries can do better to: 1) develop relevant skills over the life course; 2) use skills effectively in work and in society; and 3) strengthen the governance of the skills system. This report, OECD Skills Strategy Kazakhstan: Assessment and Recommendations, identifies opportunities and makes recommendations to improve the activation of skills of vulnerable populations, foster greater participation in adult learning of all forms, build an effective skills information system, and strengthen the governance of skills policies in Kazakhstan

Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 1 peer monitoring of the implementation of the Action 14 Minimum Standard by Kazakhstan.

Policy complementarities have often been overlooked in transition economies, leading to the exclusion or partial adoption of reforms. This paper examines the key determinants of successful transition strategies, and concludes that an approach exploiting complementary relationships and interactions between policies is most likely to result in a welfare improvement. Based on nine policy areas from the European Bank for Reconstruction and Development (EBRD) Transition Indicators database, composite indicators measuring reform implementation and complementarity are constructed. Panel data estimates for 30 countries over the period 1989 to 2012 demonstrate a positive association between improvements in reform complementarity and economic growth. Moreover, the effects are found to persist over time for up to two years after the initial policy change, and are robust to the inclusion of a wide range of control variables. Applying these findings to the case of Kazakhstan illustrates that comprehensive reforms to a targeted group of complementary policies generate sustained increases in output growth, whereas a partial reform strategy results in a loss of welfare.

EITI Global Governance Kazakhstan Kyrgyzstan Autoritarian States Transparency. Current explanations of global governance fail to incorporate in their analysis the importance of both structural domestic and contextual factors in which global governance initiatives operate. More specifically, it is necessary to further investigate what global governance means for specific non-democratic regions and actors involved in the process of global governance. Current research on global governance is characterised by the concept of a static dichotomy between the international and domestic spheres. In contrast, the present thesis aims to offer a more sophisticated account of the interplay between these two spheres; it therefore presents an empirical and theoretical framework that is able to capture the transboundary character of global governance encompassing both the international and domestic context. Using the case of an international governance initiative, the Extractive Industries Transparency Initiative (EITI), this PhD thesis investigates how the standardised practices of global governance arrangements are implemented in the post-Soviet and autocratic states of Kazakhstan and Kyrgyzstan. Adopting a comparative case study perspective, the study examines, first, how shared self-regulatory governance practices as prescribed under the EITI function in authoritarian countries, second, whom or which constituencies they serve, and, finally, how the initiativea s legitimacy can be assessed. Most importantly, in analysing the EITI, the thesis aims to assess the role of different actors (state and non-state) within non-democratic countries. Furthermore, in light of the EITIa s focus on fighting corruption in the extractive sector, the project aims to contribute to the debate on the resource curse in the political economy. The results of my thesis indicate that the EITI in Kazakhstan and Kyrgyzstan operates as a dysfunctional platform for cooperation that is detached from its initial purpose. The research further demonstrates that the regime type, the countrya s political institutions and the inherited Soviet legacy have considerably affected the functioning of the Initiative. In light of these observations, the thesis urges scholars and policy practitioners to more thoroughly consider the context in which global governance takes place.

Among the many significant geopolitical consequences of Russia’s war against Ukraine has been the reinvigoration of the Middle Corridor, both as a regional economic zone comprising Central Asia, the Caucasus, and Turkey but also as an increasingly attractive alternative route between Europe and China. Russia’s war has disrupted overland connectivity via the New Eurasian Land Bridge, also known as Northern Corridor, which passes through - now heavily sanctioned - Russian and Belarusian territory. While the Middle Corridor will not be able to fully replace the Northern Corridor, regional integration along the Trans-Caspian International Transport Route is likely to increase its potential at the expense of Russia in the long-term. Ankara’s close cultural ties with the Central Asian republics combined with the latter’s willingness to diversify their foreign relations away from Moscow and Beijing provide Turkey with greater leverage in the region. The EU and Turkey share a common interest in enhancing Eurasian connectivity for several reasons: to promote peace and prosperity in the South Caucasus and Central Asia, to enhance commercial access to Central Asia, to increase the resilience of European supply chains, and to diversify European energy supplies. Strengthening Eurasian connectivity would also work to balance Russian, Chinese, and Iranian influence in Central Asia.

This report reviews Kazakhstan’s initial social policy response to the Covid-19 pandemic, highlighting three points. First, there was obvious continuity from the pre-pandemic days in the government’s policy response as it tried to guide the country through the pandemic and prepare the economy for a quick recovery in a post-pandemic world. In particular, the government firmly adhered to the principles of developmentalism, pursuing an active role in the economy, supporting the domestic private sector, promoting employment and using available resources for large infrastructure projects. Second, even during a pandemic, the Kazakhstani government remained fully com-mitted to the idea of productive welfare, offering workers and families affected by the crisis only short-term relief measures and encouraging the poor to be entrepreneurial and not depend on government aid. Third, reminiscent of its earlier strategy to launch important reforms in times of crisis, the Kazakhstani government used the momentum to announce the onset of another cycle of economic, social and education reforms. It remains to be seen whether the announced reforms will help diversify the economy, promote sustainable economic growth and strengthen the country’s education and welfare systems.

Despite complete electrification in Kazakhstan and the Kyrgyz Republic, the reliance on coal for heating residential spaces is high. Using microdata from the national household surveys from Kazakhstan in 2017 and the Kyrgyz Republic in 2016, this study examines the factors affecting residential fuel choice and patterns of consumption for different fuel types-with an emphasis on coal-for heating in the two countries. We employ three models: logit, multinomial logit, and double-hurdle models. The results indicate that access to cleaner and more modern energy infrastructure such as natural gas pipelines and central heating are important for reducing solid fuel consumption, especially in rural areas. Regions with higher coal prices prefer cleaner heating, while regions with higher electricity prices prefer solid fuels. Education is important for the reduction of household solid fuel consumption. The results do not provide evidence that newer houses are more energy efficient.

This article discusses the practical issues of compiling controlled multilingual thesauri for the purposes of industry-specific translation (IST). In the multilingual, transnational and globally connected Kazakhstan, IST is a much-needed translation service. IST is an interdisciplinary field between terminology, computational linguistics, translation theory and practice. Most of the professional guides, dictionaries and glossaries are systemized in alphabetical order and contain multiple variants for the terms searched. Therefore, there is an urgent need to create a systemized controlled multilingual thesaurus of industry-specific Kazakh, English and Russian terms in order to provide multilingual users with an interoperable and relevant term base. Controlled multilingual thesauri for industry-specific terms are the most effective tools for describing individual subject areas. They are designed to promote communication and interaction among professionals, translators and all Automated Information System users of specific fields irrespective of their location and health conditions. Unlike traditional dictionaries, controlled thesauri allow users to identify the meaning with the help of definitions and translations, relations of terms with other concepts, and broader and narrower terms. The purpose of this research is to unify and systematize industry-specific terms in Kazakh, to provide Russian and English equivalents, and to classify the terms into essential rubrics and subjects. Based on the Zthes data scheme to create a controlled multilingual thesaurus of industryspecific terms, the major rubrics have been formulated, and about 10,000 Kazakh mining and metal terms approved by the Terminological Committee of Kazakhstan have been structured.

The linguistic trinity policy, which has been implemented in Kazakhstan since its independence in the 1990s, is aimed at integrating translation into global processes. Kazakh-Russian bilingualism, caused by the historical and geopolitical proximity of the two countries, is now turning into trilingualism, joining up with English as the dominant language for international communication. Literary translation as a part of cross-cultural communication is also involved in social inclusion processes, contributing to the exchange of cultural values and a better understanding of modern multilingual Kazakhstani society. This article focuses on the issue of presenting Kazakh literature in translation through a mediating language and the research involves an analysis of culture-related lexemes as representations of a nomadic lifestyle in the mirror of intercultural communication. The authors highlight cultural and linguistic aspects of Kazakh transmitted from the mediatory Russian into the target English. Based on a review of previous findings on indirect literary translation, this article discusses whether a mediating language affects the inclusion of Kazakh culture in the globalization process.
