    In Early Mesopotamian Divination Literature: Its Organizational Framework and Generative and Paradigmatic Characteristics, Abraham Winitzer provides a detailed study of the Akkadian Old Babylonian (ca. 2000-1600 BC) omen collections stemming from extispicy, the most significant Mesopotamian divination technique for most of that civilization's history. Paying close attention to these texts' organizational structure, Winitzer details the mechanics responsible for their origins and development, and highlights key characteristics of a conceptual framework that helped reconfigure Mesopotamian divination into a literature in line with significant, new forms of literary expression from the same time. This literature, Winitzer concludes, represents an early form of scientific reasoning that began to appreciate the centrality of texts and textual interpretation in this civilization's production, organization, and conception of knowledge

    Why is it still relevant to probe the notion of fragility when the concept has been so heavily criticised? Because it continues to be used in policy on conflict, security and development. For example, the United Nations names fragility as a major challenge to achieving the Millennium Development Goals and a threat to global security. This working paper explores how the concept of fragility has evolved and been adapted since the inception of the failed state concept in the 1990s to the current focus on fragile situations. The paper then argues that this reflects the vacuous character of the concept, which makes it politically flexible rather than a precise diagnostic tool. It provides justifications for interventions that are often prioritised due to the impact of fragile states on 'our' (Western) security. We trace how this evolving understanding of fragility has been utilised in two cases, Somalia and Iraq, through the prism of security-related programming, often referred to as Security Sector Reform. We illustrate how the concept is applied to very diverse cases in ways that tend to prioritise the interests of the interveners over those of the people who are purportedly intervened on behalf of.

    It has become cliché to argue that Turkish-Iranian relations oscillate between a controlled rivalry and limited cooperation. However, in Iraq and Syria, rising tensions between Turkey and Turkey-affiliated groups on the one hand and Iran and Iran-backed groups on the other, have put the two countries on a collision course. Con­flictual relations between Turkey and Iran have the potential to destabilise the Middle East and the South Caucasus, spawning additional security risks as well as waves of migration towards Europe. Such a situation could also complicate matters related to European energy security. Europe should remain alert and help to ease tensions through deescalation mechanisms. In this regard, efforts to strengthen Iraqi sovereignty may serve as a preemptive measure.

    Why do people support-or refrain from supporting-nonviolent protests for political change? The literature offers different answers to this question, but one variable that has received little attention is fears of protest unleashing violent conflict. This is surprising given that protest movements often emerge in insecure societies-from Iraq to Pakistan and Algeria to Myanmar- that have experienced or are at risk of experiencing large-scale civil strife. We argue that conflict fears can be an impediment to people backing nonviolent protest movements in insecure places, making them seen as risky propositions that 'rock the boat' and destabilize the country. We investigate this argument using an original survey conducted in Iraq during the 'Tishreen' uprising of 2019-21 and a cross-national analysis of civil war and nonviolent resistance from 1945-2013. The results support our argument, suggesting that scholars and practitioners need to pay more attention to how fears of conflict and movements for change are interlinked in world politics.

    "Introduction: reception of Mesopotamia and the cinema lens reception studies and cinema studies on reception of antiquity are relatively recent. Charles Martindale first included reception theory in the field of Classical Studies in 1993 with Redeeming the Text: Latin poetry and the hermeneutics of reception. The Professor of Latin from the University of Bristol was inspired by the research line inaugurated by the Constance School, with scholars such as Wolfgang Iser and especially Hans Robert Jauss, who, in the 1960s, boosted the field named Aesthetic of Reception. Jauss postulated that the observer of a work of art should be given an active role. In broad terms, he considered that the work of art was not a static or timeless phenomenon . In his own words, "A literary work is not an object that stands by itself and that offers the same view to each reader in each period. It is not a monument that monologically reveals its timeless essence. It is much more like an orchestration that strikes ever new resonances among its readers and that frees the text from the material of the words and brings it to a contemporary existence" . Martindale thus resorted to this seminal work to introduce new conceptions in the study of Classics, claiming, like Jauss before him, that an author has no control over his work since it does not have an immutable meaning, always depending on the interpretations made about it and hence subjected to the cognitive role of the observer / reader, the "active principle" "--

    This study examines the causal joint effect of a new political regime and war against Iraq on life expectancy of Iranians for the period 1978–1988 during the revolution and war. I use a synthetic control approach to construct a synthetic Iran based on a weighted average of other Middle East and North Africa ("MENA") and Organization of the Petroleum Exporting (‘OPEC’) countries. The synthetic Iran matches the average level of key pre-revolution life expectancy correlates and the evolution of the factual Iranian life expectancy during the post-revolution period through the end of the war. I find a sizable negative effect of the joint treatment. The results show that in total, an average Iranian has lost an accumulated 62 years of life during the post-revolution period until the end of war with Iraq in 1988. The average annual years of life lost is approximately six years. In other words, in the absence of the revolution and war, an average Iranian’s life expectancy could be approximately six years longer.

    This paper examines the impact of exposure to violence during pregnancy on anthropometric and cognitive outcomes of children in the medium-run. I combine detailed household-level data on more than 36,000 children with geo-coded information on civilian casualties in the aftermath of the US invasion of Iraq between 2003 and 2009 and exploit within mother differences in prenatal exposure to violence. I find that one violent incident during pregnancy decreases height and weight for age scores by 0.13 standard deviations and lowers cognitive and behavioral skills of children. Leveraging information on the severity, type and perpetrator of violence, I isolate the effect of stress from access to prenatal care. I show that the results hold when restricting attention to incidents with little impact on the local infrastructure and are largest for more stressful events; primarily those that target the civilian population and involve execution and torture.
