    Estland wird, nicht zuletzt wegen der erfolgreichen Währungsreform des Jahres 1992, ein besonders geradliniger Kurs in Richtung Marktwirtschaft nachgesagt. Die estnische Wirtschaft befindet sich in einer Anpassungskrise, die sich, nach starken Einbrüchen 1992, im Jahr 1993 zumindest nicht weiter verschärft hat. Positiv entwickeln sich der Außenwirtschaftsbereich und privatwirtschaftliche Aktivitäten, das Risiko einer verstärkten Arbeitslosigkeit bleibt jedoch bestehen. Die estnische Rechtsordnung gewährt die Voraussetzungen für politische Stabilität, oblgeich es dem Parlament noch an Professionalität mangelt und Defizite im Bereich des Gerichtswesens vorhanden sind. Die bislang unternommenen Privatisierungsversuche sind nicht zufriedenstellend, die Privatisierungsprobleme sind vorwiegend hausgemacht. Die estnischen Märkte zeichnen sich durch einen relativ hohen Grad an Freiheit aus. Am 16.06.93 wurde ein neues Wettbewerbsgesetz verabschiedet. Die Geld- und Währungspolitik wird über eine Currency-Board-Lösung gemanagt. Die Analyse der wirtschaftlichen Entwicklung und des ordnungspolitischen Reformprozesses ergibt eine positive Zwischenbilanz: Estland ist auf dem Weg zur Marktwirtschaft schon einige Schritte vorangekommen

    "Wozu fängt wer unter welchen Umständen was zu lesen an und fährt zu lesen fort?" - Für diese Fragestellung entwickelt der Autor ein handlungstheoretisches Motivationsmodell, das «Lesen» als einen «instrumentellen Akt» begreift, der auf vielschichtige Zielsetzungen hin ausgerichtet ist. Zwei Aspekte seines Handlungs- und Motivationsmodells thematisiert der Autor in einer empirischen Pilotstudie: a) Zwecksetzungen von Lesen allgemein in Kontrast zu anderen Freizeitaktivitäten und b) Erwartungssysteme gegenüber Texten («psychologische Textsorten»). Eines der didaktisch und lesepädagogisch relevanten Ergebnisse seiner Pilotstudie: Dem Lesen wird mit zunehmender Schulzeit der «Status eines vor allem rationalen Tuns» zugewiesen, «das wenig emotionale Energien auf sich zieht».
