    Numerous exact algorithms have been developed for solving the resource-constrained project scheduling problem. Experimental studies have shown that currently even projects with only 60 activities cannot be optimally solved within a reasonable amount of time. Therefore heuristics employing genetic concepts, sampling strategies, simulated annealing or taboo search have been developed. Additionally truncated versions of the branch-and-bound algorithms are studied. By limiting the CPU-time, the total number of node evaluations, or the number of branching alternatives, the solution time is reduced at the expense of the quality of the generated schedules. The purpose of this paper is to study a combination of exact and heuristic elements. The project to be considered is decomposed into subprojects, the related subproblems are optimally solved, and the solutions are concatenated. The solution strategy has been implemented and tested on the benchmark instances provided by ProGen. The numerical results show that the decomposition approach outperforms the truncated version of the branch-and-bound algorithm employed. On average, the quality of the overall solution depends on the size of the subproblems, and the quality of the solutions of the subproblems. Consequently the approach will benefit from the progress made in the development of exact solution procedures.

    Lot sizing when done for the short-term heavily interacts with the sequencing decisions for the operations to be performed. Especially for real-world situations where capacities are scarce, demand is dynamic, and precedence relations among the operations have to be taken into account the MRP II logic which is implemented in most production planning systems does not satisfy. In this paper, we will reveal the shortcomings of MRP II by means of an example. A mixed-integer programming model is then defined to specify the problem of capacitated, dynamic, multi-level Iot sizing and scheduling. Also, we present a generic solution method (a so-called meta-method) which may be used as a basis of more advanced implementations that may replace the traditional MRP II Systems.

    Over the years numerous branch-and-bound procedures for solving the resource-constrained project scheduling problem have been developed. Enumerating delaying alternatives, extension alternatives, feasible posets, feasible sequences or feasible subsets, they all aim at finding as fast as possible a makespan minimal schedule among the resource and precedence feasible ones. The enumeration is oftenly reduced to the dominant set of semi-active schedules by checking feasibility of local left-shifts. In this paper we show that combining the concepts of minimal delaying alternatives and local left-shifts, if not properly done, does not, as claimed in the literature, reduce the enumeration to the set of semi-active schedules.

    For most computationally intractable problems there exists no heuristic that is equally effective on all instances. Rather, any given heuristic may do well on some instances but will do worse on others. Indeed, even the 'best' heuristics will be dominated by others on at least some subclasses of instances. It thus seems worthwhile to identify - for each instance anew - a heuristic that is appropriate for the instance at hand, instead of applying always the same algorithm, regardless of its suitability. Adaptive control schemes attempt to do this with iterative algorithms by dynamically exploiting the experience gained in earlier iterations to guide the underlying algorithm in later iterations. In a recent study, several adaptive control schemes have been evaluated on one of the most fundamental scheduling problems, the resource-constrained project scheduling problem (RCPSP). With this contribution, we intend to complement that research by results on a substantially more general problem, viz. the RCPSP under partially renewable resources. This new resource concept allows to formulate a variety of temporal and logical relations between scheduling objects, and is thus of interest in many practical settings pertaining to time-tabling and manpower scheduling.

    Many rural communities in sub-Saharan Africa still lack clean water for basic needs such as drinking and washing. Even where water points have been constructed, many break down prematurely or provide inadequate, seasonal or poor quality water supplies. While techno-managerial factors are relevant in explaining these problems, attention needs to be paid to the institutional and political-economic dynamics shaping policy outcomes on the ground. This study examines the political economy of rural water supply in Ethiopia, using a literature review and interviews with government staff and water sector stakeholders to unpick systemic obstacles to sustainable access to water. It reccomends that sector stakeholders: inform and build on the 2018 National WASH Inventory, invest in water resource mapping and monitoring, support legalisation of Water and Sanitation Committees and aim to improve accountability, leverage drought events to reframe the conversation.

    The likely resurgence of air traffic in the U.S. means that airport congestion is a problem that must soon be confronted by policy makers. As part of their policy response, it is probable that some form of congestion pricing will be imposed at selected U.S. airports in the relatively near future. The theory developed in this paper, which extends the results of Brueckner (2002), provides an important guide for the formulation of congestion pricing rules. In particular, the theory says that the congestion tolls levied on the various airlines at a particular airport should generally be different, with the tolls being inversely related to a carrier's airport flight share. Internalization of airport congestion is the reason for this inverse relationship. In operating another peak flight, a carrier takes account of the congestion damage imposed on the other flights it operates. If these flights account for a large share of the airport's traffic, then most of the congestion created by the additional flight is internalized, justifying a low toll. By contrast, if the carrier operates only a few of the airport's flights, then little internalization occurs, and a high toll is needed to force the carrier to take into account the congestion damage it causes. The resulting flight-share rule is easy to implement, and it could help policymakers design proper toll systems at U.S. airports.
