    The transformation of the energy system causes increasing stress on distribution grid components. However, ŕexible EV charging, if incentivized adequately, can help mitigate this impact by reducing peaks in loads and feed-in. A comprehensive regional analysis is necessary to understand the potential of EV charging ŕexibility for reducing peaks on regional and national levels. To this end, we estimate regional residual demand time series for Germany for the years 2019, 2030 and 2045. We focus on modelling private EV diffusion via sigmoid functions and deriving driving and charging proőles based on micro mobility data. Further, we distinguish two deployment schemes for EV ŕexibility: (1) all EVs contribute to ŕattening the national residual load curve; (2) local EVs contribute to ŕattening regional residual load curves. We őnd that the residual load curves change structurally as positive and negative peaks in residual demand increase over the years on the regional and national levels. Although the absolute ŕexibility potential of EV home charging increases with the number of vehicles, its marginal utility to reduce load peaks declines. Especially in load-dominated regions, the national deployment of ŕexibility can result in higher regional demand peaks compared to a scenario without charging ŕexibility. The two approaches of ŕexibility activation can be contradictory in their effects: While regional incentivization is less efficient in reaching the smoothing in the national residual demand curve, national incentivization can even lead to increased strain on the local level.

    To accelerate the electrification of the transport sector, many countries subsidize both the construction of public charging infrastructure and the purchase of electric vehicles (EVs). Possible complementarities between these measures raise the question of their optimal calibration. Drawing on county-level panel data from Germany spanning 2014–2021, this paper explores this question with an econometric model of EV uptake. Employing fixed effects- and instrumental variable estimators, we find that charging infrastructure has a positive and significant effect on the uptake, one whose magnitude increases with the subsidy level for car purchases. Simulations using the model estimates show how the predicted number of EVs for a given charging capacity level increase with higher consumer subsidies, allowing for a back-of-the-envelop calculation of the optimal expenditure of the two measures. Um die Elektrifizierung des Verkehrssektors zu beschleunigen, subventionieren viele Länder sowohl den Bau öffentlicher Ladeinfrastruktur als auch die Anschaffung von Elektroautos. Mögliche Komplementaritäten zwischen diesen Maßnahmen werfen die Frage nach ihrer optimalen Kalibrierung auf. Basierend auf detaillierten Paneldaten untersucht dieses Papier diese Frage für Deutschland für den Zeitraum 2014-2021. Unter Verwendung von Fixed-Effects- und Instrumentalvariablen-Schätzern finden wir, dass die Ladeinfrastruktur einen positiven und signifikanten Effekt auf die Verbreitung von Elektroautos hat, dessen Ausmaß mit der Höhe der Subvention für den Autokauf zunimmt. Simulationen unter Verwendung der Modellschätzungen zeigen, wie die Anzahl von Elektroautos in Abhängigkeit der Ladekapazität und der Subventionshöhe ansteigt und die Berechnung der optimalen Ausgabenhöhe beider Maßnahmen ermöglicht.

    Consumer subsidies are commonly employed to incentivize the purchase of battery electric vehicles (BEVs), but free-ridership potentially undermines their effectiveness. The present study investigates BEV subsidies in Germany, distinguishing their effect between company- and private cars. Drawing on a panel of high-resolution car registration data, we use the estimates from a Poisson pseudo-maximum likelihood model to predict BEV registrations in the absence of the subsidy. We calculate aggregate free-rider rates of 19% for private cars and 43% for company cars. We further find that the cost of the subsidy per induced BEV among private consumers is €5,400, while it is €7,215 among companies. Overall, the estimates suggest that the subsidy is considerably less cost effective among company cars, which comprise 55% of new BEV sales. Subventionen werden häufig eingesetzt, um Anreize für den Kauf von batteriebetriebenen Elektrofahrzeugen zu schaffen. Allerdings untergraben Trittbrettfahrer ihre Wirksamkeit. Die vorliegende Studie untersucht Subventionen für den Kauf von Elektrofahrzeugen in Deutschland und unterscheidet dabei zwischen Firmen- und Privatwagen. Basierend auf hochauflösenden Paneldaten zur Fahrzeugzulassung verwenden wir die Schätzungen eines Poisson-Pseudo-Maximum-Likelihood-Modells zur Vorhersage der Zulassungen ohne die Subventionierung. Wir berechnen Trittbrettfahrerquoten von insgesamt 19 % für Privatfahrzeuge und 43 % für Firmenwagen. Wir finden außerdem heraus, dass die Kosten der Subvention pro gefördertem Elektrofahrzeug bei privaten Verbrauchern 5.400 € betragen, während sie bei Unternehmen 7.215 € betragen. Insgesamt deuten die Schätzungen darauf hin, dass die Subvention bei Firmenwagen, die 55 % der neuen BEV-Verkäufe ausmachen, deutlich weniger kosteneffektiv ist.

We use exceptionally rich data on the universe of cars and households from Norway, which has a very high share of EVs, thanks to generous tax incentives and other policies. Our estimates suggest that household-level emission savings from the purchase of additional EVs are limited, resulting in high implicit abatement costs of Norway's tax incentives relative to emission savings. However, the estimated emission savings are much larger if EVs replace the dirtiest cars. Norway's experience may also help inform similar policies in other countries as they ramp up their own national climate mitigation strategies

    We provide novel evidence for the size of key electric vehicle (EV) adoption barriers, purchase price and battery range, and the driver, operating cost, in the broadening EV market. We further demonstrate the heterogeneity of these across consumer segments, plus determine groups most resistant to EV adoption and the relationship with transport habits and car ownership. To this end we analyse the results of a choice experiment of 882 respondents across Switzerland, a market that has favourable adoption criteria, however realises a low EV market share. We find low and inelastic elasticities of price, range and driving cost, and high variation across levels of urbanisation, income and car ownership. We additionally see high technological preference inertia among car owners, and a larger probability of non-owners and public transport users to choose EVs. We finally propose targeting EV adoption policies to relatively sensitive consumer groups to maximise efficiency, and support alternative policies to overcome low overall elasticities and achieve greater effectiveness.
