    Western powers have discussed and implemented several policies in response to the full scale Russian invasion of Ukraine in February 2022. One such possible answer was an immediate embargo on all Russian energy exports to the EU. While seen as a strong measure against Russia's war effort, some EU governments were unenthusiastic, due to potential negative economic impacts on the short run, by pressuring prices for consumers and fueling inflation. Public opinion also seemed divided on the matter. We use a framing survey experiment in Germany (n = 3, 251) to test what factors influence support for an immediate embargo against Russian energy. Results indicate that out of seven possible frames tested, the only one that has an effect on embargo support is whether the rest of the German public is in favor or not. Results are in line with contemporary models of public opinion formation and legitimacy, and shed light on the conditions that may help framing other potentially costly issues to garner public support, such as measures to tackle climate change.

    Domestic repression and external autonomy of Belarus have developed in cyclical patterns since its independence. The country's narrowed action space that followed its elections in August 2020 has affected, not least, the security situation in the Baltic Sea region. Relations between Minsk and Kyiv being crucial, war events in Ukraine in 2022 have significantly played into this already complex picture. Following this analysis, the paper delineates four major scenarios for developments in and around Belarus.

    Ferdinand "Bongbong" Marcos Jr. won the Philippines’ presidential election by a land­slide on 9 May and was officially sworn in on 30 June. During the election cam­paign, Marcos Jr. - the son of Philippine dictator Ferdinand Marcos Sr. who was ousted in 1986 - remained extremely vague when it came to describing his foreign and security policies. Some observers initially speculated that Marcos Jr. would continue to pursue the foreign policy shift towards the People’s Republic of China that had been established by his predecessor Rodrigo Duterte. Several weeks into Marcos Jr.’s presidency, however, a much more nuanced picture has emerged. It appears that the newly elected president is likely seeking to balance the Philippines’ relations with China and the US to a greater extent than his predecessor. He therefore seems to be follow­ing in his father’s foreign policy footsteps. This could open up new opportunities for cooperation between the Philippines and Germany and the EU - provided that such collaboration considers the high degree to which Manila’s current foreign policy agenda seems to be driven by domestic concerns and objectives.

    What are the characteristics of President Moon Jae-in's policy toward North Korea, and what lessons can be drawn for the future? More than 70 years have passed since the establishment of the two republics in 1948, during which continuous attempts have been made to achieve reconciliation, peace, and prosperity on the Korean peninsula. Even though the Korean War (1950-53) as well as the last authoritarian government in South Korea (until 1987) belong to the ever more distant past, neither, obviously, have the conflicts between the two Koreas ceased, nor has South Korea found a reasonable and effective way of addressing the conundrum. Against this backdrop of more than half a century of contentious inter-Korean relations, the paper examines the foreign policy (efforts) by the Moon administration (2017-2022) toward North Korea in order to shed light on challenges and opportunities for the future regarding the region of East Asia as well as inter-regional policy implications.
