    Der 8. Dezember 1987 stellte einen Meilenstein der Abrüstung dar: Mit dem INF-Vertrag wurde erstmals eine Waffenkategorie abgeschafft - jene nuklearen Mittelstreckenraketen, um die im Zuge des NATO-Doppelbeschlusses heftig gestritten worden war. Dieser Durchbruch im Ost-West-Verhältnis betraf den "Frontstaat" Bundesrepublik in besonderer Weise, wie zahlreiche der hier erstmals veröffentlichten 381 Dokumente belegen. Zu ost- und deutschlandpolitischen Zäsuren wurden die Besuche von Bundespräsident von Weizsäcker in Moskau und von SED-Generalsekretär Honecker in Bonn. Weitere Themen des Jahres waren der "Kreml-Flieger" Mathias Rust, der Barbie-Prozess in Lyon, das Vorgehen gegenüber der "Colonia Dignidad" in Chile sowie Entführungsfälle im Libanon

    Das Ost-West-Verhältnis im Jahr 1986 war geprägt von einer nie gekannten Dynamik. Mit einer Reihe öffentlichkeitswirksamer Vorschläge zur Rüstungskontrolle forderte KPdSU-Generalsekretär Gorbatschow die NATO heraus. Der Gipfel der Supermächte in Reykjavik eröffnete, obwohl ergebnislos, die Perspektive einer Welt ohne Atomwaffen. Zusammen mit der Fortsetzung des KSZE-Prozesses nährte diese Entwicklung die Hoffnung auf eine neue europäische Friedensordnung. Auch das Verhältnis zur UdSSR schien nach dem Besuch Außenminister Genschers in Moskau neuen Schwung zu erhalten, der jedoch durch einen Vergleich zwischen Gorbatschow und NS-Propagandaminister Goebbels in einem Newsweek-Interview von Bundeskanzler Kohl abrupt abgebremst wurde. Eine wachsende Herausforderung stellte der internationale Terrorismus dar, wie der Anschlag auf die Berliner Diskothek "La Belle" und die Ermordung des Politischen Direktors Gerold von Braunmühl deutlich machten. Der Unfall im Kernkraftwerk Tschernobyl rückte Sicherheitsfragen der Kernenergie in den Fokus. Ein Dauerthema blieb das schwierige Erbe des Nationalsozialismus, wie u.a. der "Historikerstreit" belegte In 1986, East–West relations were imbued with a new dynamic. Mikhail Gorbachev challenged NATO with a public call for abolishing nuclear weapons. The Reykjavik Summit failed to produce an agreement, yet it raised the prospect of a world without nuclear arms. The continuation of the Conference on Security and Co-operation in Europe (CSCE) further encouraged hopes for a new peaceful order in Europe. Relations between West Germany and the USSR eased following Foreign Minister Genscher’s visit to Moscow, but German Chancellor Helmut Kohl promptly torpedoed the détente by comparing Gorbachev to Goebbels in an interview for Newsweek. The challenges posed by terrorism grew with the bombing of the Berlin discotheque "La Belle" and the murder of Gerold von Braunmühl, a high ranking West German diplomat. The Chernobyl disaster vividly illustrated the dangers of nuclear power. The difficult legacy of National Socialism remained a recurrent theme, as demonstrated by the Historikerstreit ("historian’s quarrel") over how Nazi Germany and the Holocaust should be remembered

    Dieser Band widmet sich der „internationalen Gemeinschaft“. Dabei fragt er nicht nach deren Faktizität, sondern rekonstruiert die politische Bedeutung des Begriffs, der regelmäßig und in wirkmächtiger Weise zur Deutung internationaler Politik verwendet wird. Mit einem textanalytischen Instrumentarium, das in der pragmatistischen Sozialtheorie verankert ist, werden exemplarisch drei Reden prominenter europäischer Politiker in hermeneutischen Feinanalysen untersucht. Die Ergebnisse verweisen auf einen Doppelcharakter des Begriffs: Er ist einerseits offen genug, um unterschiedliche Entwürfe einer gerechten Globalordnung zu transportieren; andererseits ermöglicht er es, analog einer Währung, Legitimität für gegensätzliche politische Zielsetzungen zu „erkaufen“. This volume deals with the ‘international community’. Instead of asking for its factual existence, however, it reconstructs the political meaning of the concept itself, which is used regularly and quite effectively in the interpretation of international politics. Using a hermeneutical approach rooted in pragmatist social theory, it examines three speeches by prominent European political leaders in detail. The results point out the dual character of the concept: on the one hand, it is open enough to convey different conceptions of a just global order; on the other hand, analogously to a currency, it allows legitimacy for contrary political purposes to be ‘bought’.

    Dieser Band widmet sich der „internationalen Gemeinschaft“. Dabei fragt er nicht nach deren Faktizität, sondern rekonstruiert die politische Bedeutung des Begriffs, der regelmäßig und in wirkmächtiger Weise zur Deutung internationaler Politik verwendet wird. Mit einem textanalytischen Instrumentarium, das in der pragmatistischen Sozialtheorie verankert ist, werden exemplarisch drei Reden prominenter europäischer Politiker in hermeneutischen Feinanalysen untersucht. Die Ergebnisse verweisen auf einen Doppelcharakter des Begriffs: Er ist einerseits offen genug, um unterschiedliche Entwürfe einer gerechten Globalordnung zu transportieren; andererseits ermöglicht er es, analog einer Währung, Legitimität für gegensätzliche politische Zielsetzungen zu „erkaufen“. This volume deals with the ‘international community’. Instead of asking for its factual existence, however, it reconstructs the political meaning of the concept itself, which is used regularly and quite effectively in the interpretation of international politics. Using a hermeneutical approach rooted in pragmatist social theory, it examines three speeches by prominent European political leaders in detail. The results point out the dual character of the concept: on the one hand, it is open enough to convey different conceptions of a just global order; on the other hand, analogously to a currency, it allows legitimacy for contrary political purposes to be ‘bought’.

More specifically, we study the sanctions imposed by the EU against Russia in 2014 in response to the annexation of Crimea and Russia's countermeasures. We find a substantial negative effect on both the extensive and intensive margin of German exports. While the negative effects are strongest for firms exporting products subject to trade restrictions, we provide further evidence on the indirect effects of sanctions. Analysing the impact on broader measures of firm performance, we document that the cost of sanctions is heterogeneous across firms but overall modest. Our results reveal that the negative impact of the shock was concentrated primarily among a small number of firms that were highly dependent on Russia as an export market and those directly affected by the sanctions.

    Der russische Angriffskrieg gegen die Ukraine stellt in vielerlei Hinsicht einen Wendepunkt für die Europäische Union dar. Praktisch alle Politikbereiche sind davon betroffen, von der gemeinsamen Außen- und Sicherheitspolitik über unsere Position gegenüber Verbündeten wie den Vereinigten Staaten und wichtigen geopolitischen Akteuren wie China. Der Krieg hat Auswirkungen auf unsere Energiesicherheit, die Energiepreise und die Art und Weise, wie wir den Übergang zu kohlenstoffneutralen Energiequellen organisieren. Die Inflation ist nach Europa zurückgekehrt, und viele Bürger fühlen sich von der Anhäufung von Krisen seit dem Ausbruch der Covid19-Pandemie im Jahre 2020 überfordert. Die in diesem Buch versammelten Aufsätze wurden von Forschern im Umfeld des CIFE (Centre international de formation européenne) in Nizza und Berlin verfasst. Practically all the EU’s policy areas are affected by it, from its common foreign and security policy to its position in relation to its allies, like the United States, and to key geopolitical actors such as China. The war impacts our energy security, energy costs, and the way we need to organise our transition to carbon-neutral sources. Inflation has returned to Europe, and many citizens feel overwhelmed by the accumulation of crises since the outbreak of Covid-19 in 2020.     Das Ost-West-Verhältnis im Jahr 1986 war geprägt von einer nie gekannten Dynamik. Mit einer Reihe öffentlichkeitswirksamer Vorschläge zur Rüstungskontrolle forderte KPdSU-Generalsekretär Gorbatschow die NATO heraus. Der Gipfel der Supermächte in Reykjavik eröffnete, obwohl ergebnislos, die Perspektive einer Welt ohne Atomwaffen. Zusammen mit der Fortsetzung des KSZE-Prozesses nährte diese Entwicklung die Hoffnung auf eine neue europäische Friedensordnung. Auch das Verhältnis zur UdSSR schien nach dem Besuch Außenminister Genschers in Moskau neuen Schwung zu erhalten, der jedoch durch einen Vergleich zwischen Gorbatschow und NS-Propagandaminister Goebbels in einem Newsweek-Interview von Bundeskanzler Kohl abrupt abgebremst wurde. Eine wachsende Herausforderung stellte der internationale Terrorismus dar, wie der Anschlag auf die Berliner Diskothek "La Belle" und die Ermordung des Politischen Direktors Gerold von Braunmühl deutlich machten. Der Unfall im Kernkraftwerk Tschernobyl rückte Sicherheitsfragen der Kernenergie in den Fokus. Ein Dauerthema blieb das schwierige Erbe des Nationalsozialismus, wie u.a. der "Historikerstreit" belegte.

    Das Ost-West-Verhältnis im Jahr 1986 war geprägt von einer nie gekannten Dynamik. Mit einer Reihe öffentlichkeitswirksamer Vorschläge zur Rüstungskontrolle forderte KPdSU-Generalsekretär Gorbatschow die NATO heraus. Der Gipfel der Supermächte in Reykjavik eröffnete, obwohl ergebnislos, die Perspektive einer Welt ohne Atomwaffen. Zusammen mit der Fortsetzung des KSZE-Prozesses nährte diese Entwicklung die Hoffnung auf eine neue europäische Friedensordnung. Auch das Verhältnis zur UdSSR schien nach dem Besuch Außenminister Genschers in Moskau neuen Schwung zu erhalten, der jedoch durch einen Vergleich zwischen Gorbatschow und NS-Propagandaminister Goebbels in einem Newsweek-Interview von Bundeskanzler Kohl abrupt abgebremst wurde. Eine wachsende Herausforderung stellte der internationale Terrorismus dar, wie der Anschlag auf die Berliner Diskothek "La Belle" und die Ermordung des Politischen Direktors Gerold von Braunmühl deutlich machten. Der Unfall im Kernkraftwerk Tschernobyl rückte Sicherheitsfragen der Kernenergie in den Fokus. Ein Dauerthema blieb das schwierige Erbe des Nationalsozialismus, wie u.a. der "Historikerstreit" belegte.

    Western powers have discussed and implemented several policies in response to the full scale Russian invasion of Ukraine in February 2022. One such possible answer was an immediate embargo on all Russian energy exports to the EU. While seen as a strong measure against Russia's war effort, some EU governments were unenthusiastic, due to potential negative economic impacts on the short run, by pressuring prices for consumers and fueling inflation. Public opinion also seemed divided on the matter. We use a framing survey experiment in Germany (n = 3, 251) to test what factors influence support for an immediate embargo against Russian energy. Results indicate that out of seven possible frames tested, the only one that has an effect on embargo support is whether the rest of the German public is in favor or not. Results are in line with contemporary models of public opinion formation and legitimacy, and shed light on the conditions that may help framing other potentially costly issues to garner public support, such as measures to tackle climate change.

    What are the characteristics of President Moon Jae-in's policy toward North Korea, and what lessons can be drawn for the future? More than 70 years have passed since the establishment of the two republics in 1948, during which continuous attempts have been made to achieve reconciliation, peace, and prosperity on the Korean peninsula. Even though the Korean War (1950-53) as well as the last authoritarian government in South Korea (until 1987) belong to the ever more distant past, neither, obviously, have the conflicts between the two Koreas ceased, nor has South Korea found a reasonable and effective way of addressing the conundrum. Against this backdrop of more than half a century of contentious inter-Korean relations, the paper examines the foreign policy (efforts) by the Moon administration (2017-2022) toward North Korea in order to shed light on challenges and opportunities for the future regarding the region of East Asia as well as inter-regional policy implications.

    Ferdinand "Bongbong" Marcos Jr. won the Philippines’ presidential election by a land­slide on 9 May and was officially sworn in on 30 June. During the election cam­paign, Marcos Jr. - the son of Philippine dictator Ferdinand Marcos Sr. who was ousted in 1986 - remained extremely vague when it came to describing his foreign and security policies. Some observers initially speculated that Marcos Jr. would continue to pursue the foreign policy shift towards the People’s Republic of China that had been established by his predecessor Rodrigo Duterte. Several weeks into Marcos Jr.’s presidency, however, a much more nuanced picture has emerged. It appears that the newly elected president is likely seeking to balance the Philippines’ relations with China and the US to a greater extent than his predecessor. He therefore seems to be follow­ing in his father’s foreign policy footsteps. This could open up new opportunities for cooperation between the Philippines and Germany and the EU - provided that such collaboration considers the high degree to which Manila’s current foreign policy agenda seems to be driven by domestic concerns and objectives.

Vor diesem Hintergrund diskutiert die KFIBS-Forschungsgruppe „IB-Theorien und Außenpolitikforschung“ aktuelle Trends und Debatten in den IB, bedient sich dabei ausgewählter Theorieansätze und wendet diese auf empirische Fallstudien an, um deren Leistungsfähigkeit zu testen. Mit Beiträgen von Sebastian M. Niemetz, Jann Preisendörfer, Ludwig Schulze, Paul Emtsev, Pauline Mathieu, Nicolas Verbeek, Eliza Friederichs und Sascha Arnautović. Schools of thought in International Relations (IR) are increasingly differentiating to match with the multipolar power distribution. Yet, the newly implemented strands are facing criticism for the lack of a generally accepted systematic framework. Furthermore, there are ambiguities with regard to the possible applications and explanations for the theoretical approaches. Against this background, the KFIBS research group “International Relations Theories and Foreign Policy Research” discusses current trends and debates in IR, using selected theoretical approaches and applying them to empirical case studies to evaluate their performance. With contributions by Sebastian M. Niemetz, Jann Preisendörfer, Ludwig Schulze, Paul Emtsev, Pauline Mathieu, Nicolas Verbeek, Eliza Friederichs and Sascha Arnautović.
