    We provide novel evidence of how an innovative market-based solution using remote-sensing technology can mitigate conflict. Droughts are a major driver of conflict in Africa, particularly between nomadic pastoralists and sedentary farmers, and climate change is predicted to intensify this problem. The Index-Based Livestock Insurance (IBLI) scheme piloted in Kenya provides automated, preemptive payouts to pastoralists affected by droughts. Combining plausibly exogenous variation in rainfall and the staggered roll-out of IBLI in Kenya over the 2001-2020 period, we find that IBLI strongly reduces drought-induced conflict. One key mechanism is that insured pastoralists travel less far away from their ancestral homelands, reducing conflicts over scarce resources in contested areas. This suggests that market-based solutions are a promising pathway to mitigate conflict beyond difficult institutional reforms and raises the question of how governments can support the adoption of such schemes for underprivileged groups through subsidies or other campaigns.

    Innovation has a role to play to mitigate water-related risks and to support the provision of water services on which our well-being and sustainable development depend. Water-related innovation originate in a wide range of countries, with different levels of ambition. They disseminate at different scales globally. This paper uses patent data to document trends in the invention of technologies to promote water security since 1990, focusing on the countries in which inventions are developed, where they might be commercialised, and in which subsectors they originate. The water-related technologies identified in the paper can be clustered into three categories: i) water pollution abatement; ii) demand-side; and iii) supply-side. The paper describes a number of important trends that can inform a broader discussion on the factors that might hinder, or enhance, inventive activity to promote water security.

    Children in rural farming households across the developing countries are often vulnerable to a multitude of risks, including health risks associated with climate change and variability. This study empirically traced the effect of extreme weather events on nutritional health outcomes among rural children in Uganda, while accounting for households' behavioural responses. We combined four waves of the Uganda National Panel Survey (UNPS) for the period 2009-2014, with long-term rainfall and temperature datasets and study the effect of extreme weather shocks on child health. We find that droughts and heat waves worsened child anthropometrics, particularly child chronic undernutrition. Exposure to drought significantly lowered height-for-age scores (HAZ) of up to -0.57 standard deviations. The main causal transmission channels were through lower crop production and increased frequency of child diseases. We highlight on the importance of ex-ante resilience building against extreme weather events particularly when compared to ex-post relief actions.
