    Die Zielstellung des Diskussionsbeitrages besteht darin, einen Überblick über die Eigentumsverhältnisse in der Landwirtschaft der Oblasts Nowosibirsk (Rußland) und Shitomir (Ukraine) zu erhalten, die Ergebnisse miteinander und mit aus anderen Oblasts vorliegenden Erkenntnissen zu vergleichen, um die ablaufenden Privatisierungs- und Umstrukturierungsprozesse besser verstehen zu können und davon ausgehend Schlußfolgerungen für die Weiterführung dieser Prozesse ziehen. Die Untersuchungen zeigen, daß in den beiden Oblasts die Verfügungsrechte der Anteilseigner am kollektiv-geteilten Eigentum beschränkt sind. Dabei bestehen in Abhängigkeit vom konkreten Verfügungsrecht zwischen den landwirtschaftlichen Großbetrieben zum Teil erhebliche Unterschiede. Jedoch ist in allen untersuchten Unternehmen der Verkauf von Boden und sonstigem landwirtschaftlichen Vermögen an andere natürliche und juristische Personen durch die Anteilseigner untersagt. Hingegen ist es, den gesetzlichen Regeln entsprechend, in allen Unternehmen gestattet, Bodenanteile an die ausscheidenden Personen zu übergeben, die eine Bauernwirtschaft gründen wollen. Im Oblast Nowosibirsk sprachen sich von 181 befragten Mitgliedern und Managern von Großbetrieben sowie Bauern 142 gegen den Kauf und Verkauf von Boden aus, allerdings nur die Hälfte der befragten Bauern. Der Bericht enthält ein Vielzahl weiterer Ergebnisse zu den Eigentumsverhältnissen und zur ökonomischen Situation der Großbetriebe, der Eigentümer von Nebenwirtschaften und der Bauernwirtschaften. Die Auseinandersetzungen um die Vergabe aller Verfügungsrechte über den Boden zwischen den liberalen Reformern um Präsident JELZIN und der Staatlichen Duma werden ausgehend von GAJDAR als Kampf um die Beseitigung oder Weiterexistenz der von MARX beschriebenen "asiatischen Produktionsweise" betrachtet. Es werden Vorschläge für eine schrittweise Weiterführung des Transformationsprozesses in der Landwirtschaft Rußlands unterbreitet. The aim of the discussion paper is firstly to obtain an overview of the ownership structures in agricultural enterprises of the Novosibirsk (Russia) and Shitomir (Ukraine) oblasts and to compare them.. Another aim was to compare the results also with findings from other oblasts, in order to better understand the current privatization and restructuring processes, and to draw conclusions for the continuation of these processes. The investigation shows that the property rights of the shareholders to the collectively divided property are limited in both oblasts. There are some substantial differences between the largescale agricultural enterprises regarding concrete property rights. The sale of land and other property to other natural and legal entities by the shareholders is forbidden in all enterprises studied. But in all enterprises it is permitted to transfer land shares to those leaving in order to establish their own farm. In the Novosibirsk oblast, whereas 142 of the 181 members and managers of large-scale enterprises, and farmers, who were asked their opinion about the purchase and sale of land, gave a negative answer, only half of the farmers asked were against it. The report contains a multitude of further results regarding the ownership structures and the economic situation of large-scale farms, the owners of household plots, and the new farms. The discussion centering around the allotment of all property rights to the land among the shareholders, which involves the liberal reformers around president YEL'TSIN on the one hand, and the State Duma on the other, is studied. Based on GAJDAR, this is seen as the conflict between the abolition or the further existence of the "Asian mode of production" as described by MARX. Suggestions for a gradual development of the transformation process are submitted.

    Im vorliegenden Discussion Paper 32 werden Untersuchungsergebnisse zu den Eigentumsverhältnissen und zur Rentabilität in 100 russischen Großbetrieben vorgelegt, die im Jahre 2000 mittels Befragungen im Gebiet Wolgograd gewonnen worden sind. Sie ordnen sich in die Forschungsarbeiten zur Privatisierung und Umstrukturierung landwirtschaftlicher Betriebe in Mittel- und Osteuropa ein und schließen unmittelbar an Discussion Paper 18 an. Es wurden 31 Fragen formuliert, deren Auswertung, u. a. mittels multivariater statistischer Methoden, eine Vielzahl neuer Erkenntnisse erbrachte, darunter zu Zahl und Größe der Boden- und Kapitalanteile, zum Abstimmungsmodus, zur Höhe der Schulden, zu den Kosten der Sozialleistungen und der Unterstützung der Hauswirtschaften sowie deren Einfluss auf die Rentabilität der Großbetriebe. Die Bodenanteile sind jeweils je Betrieb gleich und liegen zwischen 2,6 und 48,5 ha. 53,0 % der Bodenanteile und 53,3 % des Kapitals befinden sich in den Händen von in den Betrieben beschäftigten Personen. In 14 von 23 Kapitalgesellschaften entspricht der Abstimmungsmodus nicht den gesetzlichen Bestimmungen. Sowohl bei einigen sehr großen (>20.000 ha) als auch (relativ) kleinen Betrieben (um 4.000 ha) ist die Rentabilität höher als bei denen mittlerer Größe. Bei diesen sollte geprüft werden, ob und wie eine Umstrukturierung in effizientere Betriebe möglich ist. Die durchschnittliche Kostenrentabilität der Großbetriebe, die in Russland zum Ausweis der Rentabilität genutzt wird, betrug 1999 3,4 %. Bleiben die Kosten für Sozialleistungen, Unterstützung der Hauswirtschaften und z. T. zu hohe Abschreibungen unberücksichtigt, liegt die durchschnittliche Kostenrentabilität mit 25,5 % deutlich höher. Von 59 bezüglich dieser Frage auswertbaren Betrieben halten 15 die Lösung des Schuldenproblems aus eigener Kraft für möglich, 9 in Kombination mit staatlichen Maßnahmen und 35 hoffen nur auf staatliche Maßnahmen. Discussion Paper 32 contains information on property relations and profitability of 100 Russian large-scale farm enterprises, gathered in interviews in the Volgograd region in 2000. They are an integrated part of research activities concerning the privatisation and restructuring of farm enterprises in Central and Eastern Europe and take up the subject of Discussion Paper 18. 31 questions were formulated. The answers were evaluated using multivariate statistical methods. Comprehensive knowledge was obtained about number and size of land and capital shares, voting mode, indebtedness, cost of social security contributions for the employees and of the support for household plots and ensuing consequences for the profitability of enterprises. Within a farm, land shares are principally of the same size varying between 2.6 and 48.5 hectares. Farm workers hold 53.0 % of the land shares and 53.3 % of the capital. In 14 out of 23 corporations the voting mode was not in agreement with the legal rules. A significant nonlinear relationship between acreage and profitability could be confirmed. Compared with medium-sized farms, the profitability was higher in some very large (>20 thousand ha) and also in relatively small farms (approx. 4 thousand ha). In case of the latter it was to be checked up whether and which way restructuring would be feasible in order to raise the profitability level. The average cost efficiency of large-scale farms as used in Russia for reporting on profitability was 3.4 % in 1999. If the costs of social security contributions by the farms for the workers, support for family farms and sometimes unusually high depreciation rates are neglected, the average cost efficiency is clearly higher (25.5 %). 15 farms out of 59 believe that they are able to settle the debt problem under their own steam; 9 hope for contributions by the government, and 35 expect a full assumption of their debts by the state.

    Im vorliegenden Discussion Paper 34 werden Untersuchungsergebnisse zu den Eigentumsverhältnissen und zur Rentabilität in 100 russischen Großbetrieben vorgelegt, die im Jahre 2000 mittels Befragungen im Gebiet Wolgograd gewonnen worden sind. Sie ordnen sich in die Forschungsarbeiten zur Privatisierung und Umstrukturierung landwirtschaftlicher Betriebe in Mittel- und Osteuropa ein und schließen unmittelbar an Discussion Paper 18 an. Es wurden 31 Fragen formuliert, deren Auswertung, u. a. mittels multivariater statistischer Methoden eine Vielzahl neuer Erkenntnisse erbrachte, darunter zu Zahl und Größe der Boden- und Kapitalanteile, zum Abstimmungsmodus, zur Höhe der Schulden, zu den Kosten der Sozialleistungen und der Unterstützung der Hauswirtschaften sowie deren Einfluss auf die Rentabilität der Großbetriebe. Die Bodenanteile sind jeweils je Betrieb gleich und liegen zwischen 2,6 und 48,5 ha. 53,0 % der Bodenanteile und 53,3 % des Kapitals befinden sich in den Händen von in den Betrieben beschäftigten Personen. In 14 von 23 Kapitalgesellschaften entspricht der Abstimmungsmodus nicht den gesetzlichen Bestimmungen.     Im Diskussion Paper 39 werden Ergebnisse einer Analyse zur Ermittlung von Einflussfaktoren auf Gewinn und Rentabilität russischer Großbetriebe im Oblast Omsk dargestellt. Anhand des für diese Betrieb üblichen Jahresabschlussberichtes wird gezeigt, dass in Russland die fünf Gewinnkennzahlen Bruttogewinn, Gewinn aus Absatz, Gewinn vor Steuern, Gewinn aus gewöhnlicher Tätigkeit und Reingewinn unterschieden werden. Bruttogewinn und Gewinn aus Absatz sind bei allen untersuchten Betrieben gleich. Es wird deshalb in diesem Beitrag nur von Bruttogewinn bzw. Bruttogewinnrentabilität gesprochen. Im Jahr 2000 betrugen für die analysierten Betriebe die Bruttogewinnrentabilität durchschnittlich 2,0%, die Rentabilität auf der Basis Gewinn vor Steuern 6,4%; die Rentabilität auf der Basis Gewinn aus gewöhnlicher Tätigkeit -9,8% und die Reingewinnrentabilität -16,0%. Die Verminderung des Gewinns aus gewöhnlicher Tätigkeit gegenüber dem Gewinn vor Steuern wird durch die Steuern und vergleichbare Abgaben verursacht, die wesentlich höher als die den Betrieben gewährten staatlichen Subventionen sind. Die sehr niedrige Rentabilitätsrate von -16,0% auf Basis Reingewinn ist darüber hinaus durch außergewöhnliche Ausgaben bedingt, die im vorliegenden Fall vor allem durch Heuschrecken verursacht worden sind. ... The discussion paper 39 represents the results of an analysis for determining influencing factors on profits and profitability of Russian enterprises in the region of Omsk. Based on the final yearly reports of the enterprises it is shown, that in Russia five earning ratios can be distinguished: the gross profit, the profit on sales, the profit before taxes, the profit on ordinary activity, and the net profit. The gross profit and the profit on sales are similar for all tested enterprises. Therefore, in this article only the gross profit, or the profitability of the gross profit are discussed. For the year 2000, the average profitability of the gross profit of the examined enterprises amounted to 2,0%. The profitability on the basis of the profit before taxes was 6,4%, the profitability of the profit on ordinary activity -9,8%, and the profitability of the net profit amounted to -16,0%. When compared with the profit before taxes, the reduced profit on ordinary activity is caused by taxes and similar tributes which are notably higher than the governmental subsidies granted to the enterprises.
