    Abstract: How does China’s critical need for oil and minerals affect the political and economic conditions of Latin American states? This thesis addresses these problems by analyzing China’s resource policies towards Brazil and Peru over the period 2000-2015. It uses IR-theories of power and a comparative case study approach to make sense of a new phenomenon of South-South cooperation driven by the workings and drawbacks of “extractive power.” While the Chinese economy gains increasing access to strategic resources, Brazil and Peru struggle to maintain political and economic stability in their function as Beijing’s peripheral suppliers. In the case of Brazil, China’s oil quest has induced a relationship of structural subalternity unfolding within emerging power blocks that seek to destabilize US hegemony in international politics. In Peru, by contrast, Chinese investments in mining and consequent power asymmetries have unfolded within (and not against) the norms and values of the Washington Consensus: free trade, deregulation, and market liberalization. Despite short-lived gains, neither Brazil nor Peru have been able to leverage China’s quest for oil and minerals as a way to move out of the global periphery. Against this backdrop, the thesis exposes the limits of extractive power as a strategy for political and economic emancipation in the context of South-South relations

Demos, Reza Negarestani und Jussi Parikka bearbeiten Aspekte wie Kolonialismus, Ressourcen, Posthumanismus und Ökologie und diskutieren die Rolle und Wirkkraft der Kunst.     This volume is a collection of contributions to the international and interdisciplinary Conferences ‘Developments - Movements - Valuations’ from November 6th to 9th 2014 and ‘ResourceCultures - Theories, Methods, Perspectives’ from November 16th to 19th 2015 at the Eberhard Karls University Tübingen organised by the collaborative research centre ‘SFB 1070 ResourceCultures - Sociocultural Dynamics in the Use of Resources’. It includes comprehensive papers about theories, approaches and concepts for the exploration of ResourceCultures, applying a diachronic and interdisciplinary perspective according to the vision of the SFB.     Non-renewable natural resources (NRNR) contribute a large share of tax revenue in Latin American countries; and the fact that these resources are concentrated in just a few regions generates a high level of territorial inequality. This paper aims to analyse how NRNR revenues could be included in equalization grants, and how countries are implementing adequate equalization grant systems, or could do so. Based on fiscal equalization theory, vertical and horizontal systems are evaluated with reference to mid-level governments in Argentina and Peru. The study identifies a variety of political and economic costs for different NRNR revenue systems, where: (i) the provinces own the resources in question (Argentina); and (ii) NRNR revenues are collected and distributed by central government to a large number of subnational governments under a fully asymmetrical scheme (Peru).

    This volume is a collection of contributions to the international and interdisciplinary Conferences ‘Developments - Movements - Valuations’ from November 6th to 9th 2014 and ‘ResourceCultures - Theories, Methods, Perspectives’ from November 16th to 19th 2015 at the Eberhard Karls University Tübingen organised by the collaborative research centre ‘SFB 1070 ResourceCultures - Sociocultural Dynamics in the Use of Resources’. It includes comprehensive papers about theories, approaches and concepts for the exploration of ResourceCultures, applying a diachronic and interdisciplinary perspective according to the vision of the SFB. International experts from a variety of different disciplines present case studies, examining ResourceCultures from the very beginning of human history until the present in a wide variety of cultural contexts. Thus, they demonstrate the manifold facets of ‘resources’ as a category for scientific analysis.

    Abstract: How does China’s critical need for oil and minerals affect the political and economic conditions of Latin American states? This thesis addresses these problems by analyzing China’s resource policies towards Brazil and Peru over the period 2000-2015. It uses IR-theories of power and a comparative case study approach to make sense of a new phenomenon of South-South cooperation driven by the workings and drawbacks of “extractive power.” While the Chinese economy gains increasing access to strategic resources, Brazil and Peru struggle to maintain political and economic stability in their function as Beijing’s peripheral suppliers. In the case of Brazil, China’s oil quest has induced a relationship of structural subalternity unfolding within emerging power blocks that seek to destabilize US hegemony in international politics. In Peru, by contrast, Chinese investments in mining and consequent power asymmetries have unfolded within (and not against) the norms and values of the Washington Consensus: free trade, deregulation, and market liberalization. Despite short-lived gains, neither Brazil nor Peru have been able to leverage China’s quest for oil and minerals as a way to move out of the global periphery. Against this backdrop, the thesis exposes the limits of extractive power as a strategy for political and economic emancipation in the context of South-South relations
