Its case studies shine a new light not just on the impact of education across policy areas, but also on its striking significance for European integration as a whole.” -Xavier Prats-Monné, Former Director General for Education, Youth, Sport and Culture (DG-CULT), and Former Director General for Health and Food Safety (DG-SANTE) (European Commission) This book fleshes out activities and initiatives in the field of education from across areas of European Union competence in order to highlight the extent to which education and training have penetrated the European Community’s policymaking since its creation. Policies are all too often placed in their individual silos, which can sometimes work against deeper understanding of policymaking and its reach across policy domains. This project avoids such compartmentalisation and instead crosses boundaries to explore education’s relationship with other policy areas, as well as its far-reaching role in the construction of a united Europe. It demonstrates education’s significance across the broad landscape of European integration by presenting a collection of case studies, which represent policy areas that have experienced the infiltration of education.     This paper builds a general equilibrium framework with firm and worker heterogeneity, monopsony power, and task-based production to quantify the long-run effects of education, biased demand shocks, and minimum wage. I take it to Brazilian data for 1998 and 2012 and find that (i) supply and demand shocks increase sorting of high-wage workers to high-wage firms, (ii) increased entry of high-wage firms boosts the effect of rising schooling attainment on mean log wages by 25%, and (iii) the minimum wage reduces formal wage inequality but also causes wage loss for mid-productivity workers and disemployment for those at the very bottom

    This paper shows how white migration out of the postbellum South diffused and entrenched Confederate culture across the United States at a critical juncture of westward expansion and postwar reconciliation. These migrants laid the groundwork for Confederate symbols and racial norms to become pervasive nationally in the early 20th century. Occupying positions of authority, former slaveholders played an outsized role in this process. Beyond memorializing the Confederacy, migrants exacerbated racial violence, boosted novel forms of exclusion, and compounded Black disadvantage outside the South. Moving West, former Confederates had larger effects in frontier communities lacking established culture and institutions. Over time, they continued to transmit norms to their children and non-Southern neighbors. The diaspora legacy persists over the long run, shaping racial inequities in labor, housing, and policing. Together, our findings offer a new perspective on migration, elite influence, and the interplay between culture and institutions in the nation-building process

    Access to safe and stable housing is important for child and adult wellbeing. Yet many low-income households face severe challenges in maintaining stable housing. In this paper we examine the impact of the 2021 temporary expansion to the Child Tax Credit (CTC) on the living arrangements and housing affordability of families with low incomes. We employ a parameterized difference-in-differences method and use national data from a sample of parents who are receiving, or recently received, Supplemental Nutrition Assistance Program benefits (N~20,500). We find that the monthly CTC is associated with a higher likelihood that parents reported a change in their living arrangements as well as reduced household size, an effect largely driven by fewer mothers living with a partner (and not a reduction in doubling up). We also find that the credit reduced parents' likelihood of reporting potential moves due to difficulties affording rent/mortgages as well as the amount and incidence of back-owed rent/mortgages. We find some differences in effects by race and ethnicity and income. Our findings illustrate how the monthly credit allowed parents to gain residential independence from partners, reduce the number of people residing in their household, and reduce their past-due rent/mortgage

    The Affordable Care Act eliminated cost-sharing for contraception for Americans with health insurance, but substantial cost sharing remains for uninsured individuals who seek care through Title X--a national family planning program that provides patient-centered, subsidized contraception and reproductive health services in the U.S. This paper uses a randomized control trial (RCT) to examine how cost-sharing at Title X providers affects the choice of contraceptive method. The study randomizes vouchers that cover any contraceptive method up to the cost of 50% or 100% of a name-brand intra-uterine device (IUD). The results show that Title X clients are highly constrained by the out-of-pocket costs of contraception. The offer of free contraception is associated with a 40% increase in the use of any birth control method (ITT effect), a 94% increase in the value of birth control purchased, a 328-day (226%) increase in the period covered by contraceptives purchased, and a 324% increase in the likelihood of choosing a long-acting, reversible method (an IUD or implant). The results imply that eliminating the costs of contraception for Title X clients nationwide would reduce undesired pregnancies by 5.3%, birth rates by 3.9%, and abortions by 8.3%, and save $1.43 billion in the first year of the program

    Countries around the world are enacting pay transparency policies to combat pay discrimination. 71% of OECD countries have done so since 2000. Most are enacting transparency horizontally, revealing pay between co-workers of similar seniority within a firm. While these policies have narrowed co-worker wage gaps, they have also lead to counterproductive peer comparisons and caused employers to bargain more aggressively, lowering average wages. Other pay transparency policies, without directly targeting discrimination, have benefited workers by addressing broader information frictions in the labor market. Vertical pay transparency policies reveal to workers pay differences across different levels of seniority. Empirical evidence suggests these policies can lead to more accurate and more optimistic beliefs about earnings potential, increasing employee motivation and productivity. Cross-firm pay transparency policies reveal wage differences across employers. These policies have encouraged workers to seek jobs at higher paying firms, negotiate higher pay, and sharpened wage competition between employers. We discuss the evidence on pay transparency's effects, and open questions

    Over half of the U.S. population receives health insurance through an employer, with employer premium contributions creating a flat "head tax" per worker, independent of their earnings. This paper develops and calibrates a stylized model of the labor market to explore how this uniquely American approach to financing health insurance contributes to labor market inequality. We consider a partial-equilibrium counterfactual in which employer-provided health insurance is instead financed by a statutory payroll tax on firms. We find that, under this counterfactual financing, in 2019 the college wage premium would have been 11 percent lower, non-college annual earnings would have been $1,700 (3 percent) higher, and non-college employment would have been nearly 500,000 higher. These calibrated labor market effects of switching from head-tax to payroll-tax financing are in the same ballpark as estimates of the impact of other leading drivers of labor market inequality, including changes in outsourcing, robot adoption, rising trade, unionization, and the real minimum wage. We also consider a separate partial-equilibrium counterfactual in which the current head-tax financing is maintained, but 2019 U.S. health care spending as a share of GDP is reduced to the Canadian share; here, we estimate that the 2019 college wage premium would have been 5 percent lower and non-college annual earnings would have been 5 percent higher. These findings suggest that health care costs and the financing of health insurance warrant greater attention in both public policy and research on U.S. labor market inequality
