    " In the Civil War, the United States and the Confederate States of America engaged in combat to defend distinct legal regimes and the social order they embodied and protected. Depending on which side has an argument that one accepted, the Constitution either demanded the Union's continuance or allowed for its dissolution. After the war began, rival legal concepts of insurrection (a civil war within a nation) and belligerency (war between sovereign enemies) vied for adherents in federal and Confederate councils. In a "nation of laws," such martial legalism was not surprising. Moreover, many of the political leaders of both the North and the South were lawyers themselves, including Abraham Lincoln. These lawyers now found themselves at the center of this violent maelstrom. For these men, as for their countrymen in the years following the conflict, the sacrifices of the war gave legitimacy to new kinds of laws defining citizenship and civil rights. Uncivil Warriors focuses on these lawyers' civil war: the legal professionals who plotted the course of the war from seats of power, the scenes of battle, and the home front. Both sides in the Civil War had their complement of lawyers, and eminent legal historian Peter Hoffer, provides coverage of both sides' leading lawyers. In positions of leadership, they struggled to make sense of the conflict and, in the course of that struggle, they began to glimpse into a new world of law. It was a law that empowered as well as limited government, a law that conferred personal dignity and rights on those who, at the war's beginning, could claim neither in law.     From the Trojan War to the sack of Rome, from the fall of Constantinople to the bombings of World War II and the recent devastation of Syrian towns, the destruction of cities and the slaughter of civilian populations are among the most dramatic events in world history. But how reliable are literary sources for these events? Did ancient authors exaggerate the scale of destruction to create sensational narratives? This volume reassesses the impact of physical destruction on ancient Greek cities and its demographic and economic implications. Addressing methodological issues of interpreting the archaeological evidence for destructions, the volume examines the evidence for the destruction, survival, and recovery of Greek cities. The studies, written by an international group of specialists in archaeology, ancient history, and numismatic, range from Sicily to Asia Minor and Aegean Thrace, and include Athens, Corinth, and Eretria. They highlight the resilience of ancient populations and the recovery of cities in the long term.

    A Brookings Institution Press and World Peace Foundation publication In the wake of the Taliban nightmare, Afghanistan must tackle serious problems before it can emerge as a confident, independent nation. Security in this battered state continues to deteriorate; suicide bombings, convoy ambushes, and insurgent attacks are all too common. Effective state building will depend upon eliminating the national security crisis and enhancing the rule of law. This book offers a blueprint for moving the embattled nation toward greater democracy and prosperity. Robert Rotberg and his colleagues argue that the future success of state building in Afghanistan depends on lessening its dependence on opium and enhancing its economic status. Many of Afghanistan's security problems are related to poppy growing, opium and heroin production, and drug trafficking. Building a New Afghanistan suggests controversial new alternatives to immediate eradication, which is foolish and counter-productive. These options include monetary incentives for growing wheat, a viable local crop. Greater wheat production would feed hungry Afghans while reducing narco-trafficking and the terror that comes with it. Integrating this land-locked country into the Central Asia or greater Eurasia economy would open up trading partnerships with its northern and western neighbors as well as with Pakistan, India, and possibly China. Developing a sense of common purpose among citizens would benefit the economy and could help to unite the nation. Perhaps most important, bolstering better governance in Afghanistan is necessary in order to eliminate chaos and corruption and enact nationwide reforms. Fresh and insightful, Building a New Afghanistan shows what the country's leadership and the international community should do to resolve dangerous issues and bolster a still fragile state. But how reliable are literary sources for these events? Did ancient authors exaggerate the scale of destruction to create sensational narratives? This volume reassesses the impact of physical destruction on ancient Greek cities and its demographic and economic implications. Addressing methodological issues of interpreting the archaeological evidence for destructions, the volume examines the evidence for the destruction, survival, and recovery of Greek cities. The studies, written by an international group of specialists in archaeology, ancient history, and numismatic, range from Sicily to Asia Minor and Aegean Thrace, and include Athens, Corinth, and Eretria. They highlight the resilience of ancient populations and the recovery of cities in the long term.

    A year after Qaddafi's death, the light-footprint approach adopted for Libya's postwar transition is facing its most serious test. Security, the political transition, and economic development all present challenges. The security situation requires immediate attention and could worsen still. Until the militias are brought under state control, progress on other fronts will be very difficult to achieve. In most cases, the appropriate approach is a combination of incentives and broad-based negotiation between Tripoli and militia leaders. Only in extreme cases should the use of force be considered. On the political front, Libya and international actors deserve credit for the successful elections in July, but the political challenges ahead are significant. Libya still needs to write a constitution, and in doing so, it must determine the degree to which power is centralized in Tripoli and how to ensure inclusive yet stable governing institutions. Libya also needs to begin rethinking the management of its economy, and especially of its energy resources, to maximize the benefit to its citizens, reduce corruption, and enable private enterprise to flourish in other areas, such as tourism. Libya also needs sustained assistance, mainly technical in nature, from the countries that helped oust Qaddafi lest the transition run off the rails. Despite its role in helping topple Qaddafi, NATO is absent from Libya today. A greater role for the alliance is worth exploring, for example training Libyan security officials and forces and providing technical assistance for security-sector reform. An international Friends of Libya conference on assistance to Libya is warranted. Post-conflict transitions normally span years, and Libya's will be no different. Nevertheless, if current challenges are handled adroitly, Libya could still emerge as a positive force for democratic stability in North Africa and a valuable partner against al-Qaeda

Security in this battered state continues to deteriorate; suicide bombings, convoy ambushes, and insurgent attacks are all too common. Effective state building will depend upon eliminating the national security crisis and enhancing the rule of law. This book offers a blueprint for moving the embattled nation toward greater democracy and prosperity. Robert Rotberg and his colleagues argue that the future success of state building in Afghanistan depends on lessening its dependence on opium and enhancing its economic status. Many of Afghanistan's security problems are related to poppy growing, opium and heroin production, and drug trafficking. Building a New Afghanistan suggests controversial new alternatives to immediate eradication, which is foolish and counter-productive. These options include monetary incentives for growing wheat, a viable local crop. Greater wheat production would feed hungry Afghans while reducing narco-trafficking and the terror that comes with it. Integrating this land-locked country into the Central Asia or greater Eurasia economy would open up trading partnerships with its northern and western neighbors as well as with Pakistan, India, and possibly China. Developing a sense of common purpose among citizens would benefit the economy and could help to unite the nation. Perhaps most important, bolstering better governance in Afghanistan is necessary in order to eliminate chaos and corruption and enact nationwide reforms. Fresh and insightful, Building a New Afghanistan shows what the country's leadership and the international community should do to resolve dangerous issues and bolster a still fragile state.     This book describes how the author, as a USAID reconstruction coordinator, attempted to take his own life after failing in Iraq, an experience that led to his founding of The List Project, a seven-year mission to help Iraqis find refuge in the United States. In January 2005 Kirk Johnson, then twenty-four, arrived in Baghdad as USAID's (US Agency for International Development) only Arabic-speaking American employee. Despite his opposition to the war, Johnson felt called to civic duty and wanted to help rebuild Iraq. Working as the USAID's first reconstruction coordinator in Fallujah, he traversed the city's IED-strewn streets, working alongside idealistic Iraqi translators -- young men and women sick of Saddam, filled with Hollywood slang, and enchanted by the idea of a peaceful, democratic Iraq. It was not to be. As sectarian violence escalated, Iraqis employed by the US coalition found themselves subject to a campaign of kidnapping, torture, and assassination. On his first brief vacation, Johnson, swept into what doctors later described as a "fugue state," crawled onto the ledge outside his hotel window and plunged off. He would spend the next year in an abyss of depression, surgery, and PTSD-crushed by having failed in Iraq. One day, Johnson received an email from an Iraqi friend, Yaghdan: People are trying to kill me and I need your help. That email launched Johnson's now seven-year mission to get help from the US government for Yaghdan and thousands of abandoned Iraqis like him

    " In the Civil War, the United States and the Confederate States of America engaged in combat to defend distinct legal regimes and the social order they embodied and protected. Depending on which side has an argument that one accepted, the Constitution either demanded the Union's continuance or allowed for its dissolution. After the war began, rival legal concepts of insurrection (a civil war within a nation) and belligerency (war between sovereign enemies) vied for adherents in federal and Confederate councils. In a "nation of laws," such martial legalism was not surprising. Moreover, many of the political leaders of both the North and the South were lawyers themselves, including Abraham Lincoln. These lawyers now found themselves at the center of this violent maelstrom. For these men, as for their countrymen in the years following the conflict, the sacrifices of the war gave legitimacy to new kinds of laws defining citizenship and civil rights. Uncivil Warriors focuses on these lawyers' civil war: the legal professionals who plotted the course of the war from seats of power, the scenes of battle, and the home front.
