    In Southern Africa, marriage used to be widespread and common. However, over the past decades marriage rates have declined significantly. Julia Pauli explores the meaning of marriage when only few marry. Although marriage rates have dropped sharply, the value of weddings and marriages has not. To marry has become an indicator of upper-class status that less affluent people aspire to. Using the appropriation of marriage by a rural Namibian elite as a case study, the book tells the entwined stories of class formation and marriage decline in post-apartheid Namibia.

    Abstract: This data report details the field methods and data collected during the Namib Turbulence Experiment (NamTEX) campaign of February-March 2020. NamTEX was a multi-national micrometeorological campaign conducted in the Namib Desert to investigate the three-dimensional structure of surface layer turbulent flow, and to study how turbulent motions control the spatio-temporal patterns of heat transfer between the sub-surface, surface, and atmosphere.

    This report provides a timeline of the campaign, a description of the field site and field methods, an overview of data collected and instruments used, and details of intermediate processing steps. The report is designed to serve as a reference for NamTEX participants as well as a guide for other readers interested in using the NamTEX data

    Abstract: Taylor’s frozen turbulence hypothesis is the most critical assumption through which time-resolving sensors may be used to derive statistics of the turbulent spatial field. Namely, it relates temporal autocorrelation to spatial correlation via the mean wind speed and is invoked in almost all boundary layer field work. Nevertheless, the conditions and scales over which Taylor’s hypothesis is valid remain poorly understood in the atmospheric boundary layer.

    As part of the Namib Turbulence Experiment (NamTEX) campaign in March 2020, a pseudo-3D fibre-optic distributed temperature sensing (DTS) array was installed within a 300 x 300 m area in the Namib desert. The array is X-shaped in plan view and contains 16 measurement heights from 0.45 m to 2.85 m. Fibre-optic sensing provides air temperature measurements at unprecedented spatio-temporal density (0.25 m horizontally, 0.17 m vertically, and 1 Hz) and was coupled with a vertical array of traditional sonic anemometer point measurements to investigate the relationship between spatial and temporal temperature fields. The Namib provides an ideal location for fundamental boundary layer research: homogenous flat surfaces, no vegetation, little moisture, strong solar forcing, regular and repeated clear-sky conditions, and a wide range of atmospheric stabilities.

    Using the NamTEX DTS array we present the first field investigation of Taylor’s hypothesis that considers boundary layer stability and is independent of wind direction. A novel method of 2d horizontal cross-correlation between all possible points of a single height of the DTS is employed to produce spatial ‘maps’ of the turbulent flow, whose velocity, direction, and size may be tracked through time

    This Technical Assistance report discusses the recommendations made by the IMF mission to support the Namibia Statistics Agency (NSA) in improving national accounts statistics for decision making. At present, NSA produces quarterly estimates of GDP in constant prices using a variety of indicators, some of which are sub-optimal. The IMF mission worked with the national accounts team to identify appropriate data for industries where value-added tax turnover would not be usable. For the insurance industry, the IMF mission described the conceptual framework and suggested possible data. The NSA will work with the insurance regulator to discover what data can be made available

    The paper assesses the stability of Namibia's financial system. Macrofinancial vulnerabilities have built up over a period of rapid economic growth in Namibia, and the financial cycle has now turned down. The sovereign debt/GDP ratio has nearly doubled since 2014 which has reinforced the already strong bank-sovereign link. The rapid rise in housing prices and household debt, banks' large exposure to mortgages, and banks reliance on wholesale funding are sources of concern.     This Technical Assistance report discusses measures proposed to assess and manage fiscal risks from state-owned entities and public-private partnerships in Namibia. Fiscal risks from public entities (PEs) materialize when funding requirements are higher than expected or revenues shortfalls occur. The government's strategy for managing PE related fiscal risks should be informed by the likelihood of PE experiencing difficulties and, in such an event, the magnitude of the potential impact on the government. A two-step methodology was proposed for assessing the likelihood of fiscal risks materializing from PE. The authorities are also considering legislative amendments to strengthen the institutional arrangements for supervising PE

    Between 1904 and 1907, German soldiers, settlers and mercenaries committed mass murder in Africa. Can this be considered the first genocide of the 20th century? Was it a forecast of the Third Reich’s extermination policy in Central and Eastern Europe? This book provides the answer. Based on extensive archival and library research in Tanzania, Namibia, South Africa, Germany and Poland as well as on the most recent and up-to-date jurisprudence of international criminal tribunals, the renowned historian and political scientist Klaus Bachmann paints a new and surprising picture of the events and their legal significance, which many will find disturbing and provocative. It abolishes many well-established interpretations about German colonialism and its alleged links with the Third Reich and provides a new and intriguing contribution to the current post-colonial debate.

    Abstract: Taylor’s frozen turbulence hypothesis is the most critical assumption through which time-resolving sensors may be used to derive statistics of the turbulent spatial field. Namely, it relates temporal autocorrelation to spatial correlation via the mean wind speed and is invoked in almost all boundary layer field work. Nevertheless, the conditions and scales over which Taylor’s hypothesis is valid remain poorly understood in the atmospheric boundary layer.

    As part of the Namib Turbulence Experiment (NamTEX) campaign in March 2020, a pseudo-3D fibre-optic distributed temperature sensing (DTS) array was installed within a 300 x 300 m area in the Namib desert. The array is X-shaped in plan view and contains 16 measurement heights from 0.45 m to 2.85 m. Fibre-optic sensing provides air temperature measurements at unprecedented spatio-temporal density (0.25 m horizontally, 0.17 m vertically, and 1 Hz) and was coupled with a vertical array of traditional sonic anemometer point measurements to investigate the relationship between spatial and temporal temperature fields. The Namib provides an ideal location for fundamental boundary layer research: homogenous flat surfaces, no vegetation, little moisture, strong solar forcing, regular and repeated clear-sky conditions, and a wide range of atmospheric stabilities.

    Using the NamTEX DTS array we present the first field investigation of Taylor’s hypothesis that considers boundary layer stability and is independent of wind direction. A novel method of 2d horizontal cross-correlation between all possible points of a single height of the DTS is employed to produce spatial ‘maps’ of the turbulent flow, whose velocity, direction, and size may be tracked through time
