    Using exogenous variation in social proximity generated by an allocation rule, we find that bureaucrats assigned to their home states are perceived to be more corrupt and less able to withstand illegitimate political pressure. Despite this, we observe that home officers are more likely to be promoted in the later stages of their careers. To understand this dissonance between performance and promotion we show that incoming Chief Ministers preferentially promote home officers that come from the same home district. Taken together, our results suggest that social proximity hampers bureaucrat performance by facilitating political capture and corruption

    En las últimas décadas se han evidenciado importantes avances en la participación de mujeres en diferentes niveles del sistema científico a nivel mundial. El más significativo de ellos es el crecimiento de las matrículas de educación terciaria. En la década de 1970 las mujeres eran minoría en las matrículas de educación terciaria a nivel mundial, diez años después las tasas de matriculación de mujeres alcanzan y superan la de los hombres en América del Norte y Europa Occidental, veinte años después, en los noventa, lo hacen en América Latina y el Caribe y actualmente en algunos países de Asia central. A pesar de estos avances aún persisten significativas brechas de género en los mercados laborales en general, y dentro de los sistemas científicos y tecnológicos en particular.Una amplia diversidad de informes ha constatado la expresión de estas brechas en el sistema científico a nivel mundial, tanto para países desarrollados como para países en desarrollo. Sin embargo, la literatura de referencia destaca que la expresión de estas brechas de género y sus causas varía según áreas de conocimiento y según contextos. Preguntarse por las causas de la participación desigual de varones y mujeres particularmente en las neurociencias es de especial importancia dado que se trata de un campo de conocimiento en expansión, con una alta demanda y potencial impacto sobre el bienestar y desarrollo social.     The NZ labour market is among the most flexible in the OECD, and outcomes for its young people have been among the best. However, labour-market opportunities are heavily determined by initial education, where New Zealand’s system is also successful and innovative in many ways. Average PISA results are among the OECD’s highest, but the dispersion of performance is also high, indicating a sizable group of underachievers. Those in disadvantaged groups tend to have poor scholastic outcomes. These initial educational handicaps show up in higher drop-out rates and youth joblessness, greatly limiting these youths’ future life chances. Indeed, intergenerational persistence in educational and employment outcomes appears very high. From both a social and economic point of view, it will be essential to develop more fully the human capital of the fast growing demographic group of ethnic minorities. Better teaching quality is needed, with more attention devoted to diversity of student needs and learning approaches to keep children in school. A related problem is the apparently large divergence between the nature of skills supplied by the education sector and the skills demanded by employers. A greater role for youth apprenticeships could help to raise skill levels while aligning them better to the economy’s needs. All this has an important bearing on the government’s ambition to secure strong and sustainable growth with rising living standards and equal opportunities for all.     Improving school-to-work transitions and ensuring better career opportunities for youth after labour market entrance are common goals in emerging and advanced economies as they can contribute to raising the productive potential of the economy and to increasing social cohesion. However, the challenges faced in achieving these objectives and the policies required vary between emerging and advanced economies. This paper analyses youth labour market outcomes in 16 countries: eight emerging countries and eight advanced economies. In light of this analysis, it also discusses differences and similarities in the policy measures countries have at their disposal to tackle the key emerging challenges.
