    This collection is a step towards updating Cedefop's work on professionalising career guidance since the publication of Professionalising career guidance: practitioner competences and qualification routes in Europe over 10 years ago. The current papers consist of diverse authored contributions from independent CareersNet guidance experts and contributors to Cedefop's 2020 CareersNet meeting. Changing career guidance delivery and career learning contexts, responding to widespread labour market changes and digital transformation of services, lead to new challenges, developments, and opportunities. Papers focus on the broad theme of professionalising the career guidance workforce and the particular competences fit for the digital and wider societal context. Not all authors place direct focus on technology-related themes. Attention is also paid to developments prior to, surrounding, or triggered by, the pandemic crisis. Theoretical/conceptual and overview papers are included, while several present illustrations of standards in national/regional guidance systems or particular training or service developments.

    Career guidance for adults is a fundamental lever to help adults successfully navigate constantly evolving labour markets. As labour markets in Latin America are hit hard by the COVID-19 pandemic and mega trends such as globalisation and digitalisation continue to impact labour demand, support is urgently needed. Millions of adults have lost their jobs and need to identify new career options. However, career guidance for adults is still rare in Latin America. More common are vocational guidance programmes for young people, or labour intermediation services for adults. This report analyses career guidance initiatives for adults in four Latin American countries (Argentina, Brazil, Chile and Mexico). It emphasises the need to establish career guidance higher up on the policy agenda of the region. Lessons are drawn on how to strengthen the coverage and inclusiveness of career guidance, provision and service delivery, quality and impact, as well as governance and funding. The findings build on information collected through the 2020 Survey of Career Guidance for Adults (SCGA), an online survey of adults’ experience with career guidance.

    This paper studies career spillovers across workers, which arise in firms with limited promotion opportunities. We exploit a 2011 Italian pension reform that unexpectedly tightened eligibility criteria for the public pension, leading to sudden, substantial, and heterogeneous retirement delays. Using administrative data on Italian private-sector workers, the analysis leverages cross-firm variation to isolate the effect of retirement delays among soon-to-retire workers on the wage growth and promotions of their colleagues. We find evidence of spillover patterns consistent with older workers blocking the careers of their younger colleagues, but only in firms with limited promotion opportunities
