    This study analyzes the effects of public R&D policy schemes on the innovation activities of firms located in Eastern Germany. The main question in this context is whether public funds stimulate R&D activities or simply crowd out privately financed R&D. Empirically, we investigate the average causal effects of all public R&D schemes in Eastern Germany using a nonparametric matching approach. Compared to the case where no public financial means are provided, it turns out that firms increase their innovation activities by about four percentage points.

    This paper analyses the determinants of employment reactions of firms when environmental innovations have been carried out. It differentiates hereby between employment increases and decreases. The data stem from a telephone survey covering more than 1500 firms in five European countries that have introduced environmental innovations recently. Environmentally beneficial product and service innovations create jobs in contrast to process innovations. Employment changes occur in the wake of major innovations only and especially in small firms and firms with positive sales expectations. While innovations purely motivated by environmental goals tend not to have employment effects, cost reductions envisaged by environmental innovations reduce employment. We detect skill biased technological change of environmental innovations. Environmental innovations have a small but positive effect on employment on the firm level. Thus, environmental support programmes do not counteract labour market policy. A further shift from end-of-pipe technologies to cleaner production, especially towards product and service innovations, would be beneficial for the environment and creates jobs.

    Since the German reunification, Eastern German firms are prioritized in public policy schemes. This study analyzes the impact of public technology policies on innovation of firms located in Eastern Germany. The main question is whether public funding stimulates innovation activities or whether crowding-out effects between public and private means occur. A nonparametric matching approach is applied to investigate this question empirically. It turns out that the subsidized Eastern German companies would have invested remarkably less if they had not participated in public innovation policy schemes.

    Abstract: "Seit Anfang der achtziger Jahre hat die Politik das Lernen durch Leistungsvergleiche entdeckt. Auf regionaler, nationaler und transnationaler Ebene bezeichnet Benchmarking einen Politikstil, der Entscheidungen im Rückgriff auf best practises formuliert und begründet. Diese Entwicklung wird mal als Ausdruck vermehrten Politiklernens, mal als Ergebnis eines zwanghaften Modewahns gedeutet. Die vorliegende Analyse der US-Sozialreformen zeigt, dass Benchmarking unter Bedingungen des experimentellen Wohlfahrtsstaates die Diffusion von Innovationen tatsächlich enorm beschleunigen und institutionalisieren kann. So erhält in den USA der jüngste sozialpolitische Paradigmenwandel (Welfare-to-Work) seine Dynamik in Verbindung mit einem parallel ablaufenden steuerungspolitischen Paradigmenwandel (Benchmarking).     This paper considers the effect of different firm leadership on the innovative performance of firms from seven EU countries. We investigate whether owner-led or manager-led firms achieve a larger share of their turnover with product innovations. Economic theory does not propose clear answers to this question. In the empirical analysis, it turns out that the manager-led firms are more active innovators : the share of sales based on new products is larger if firms' managers do not hold any of the firms' capital. Surprisingly, there are no differences between the seven countries included in the regression analysis.

    The literature on skill-biased technological change concentrates on highly skilled and unskilled employees. It is unclear, however, if the employment opportunities of the majority of the labour force in Germany-employees with a degree from the dual apprenticeship system-increase or not. In addition, estimation and data problems are addressed in a topical and rich data set. The paper shows that innovation expenditures and investments in information and communication technologies lead to lower medium skilled employee shares, whereas other investments lead to higher shares.

    In recent times the service sector is often called the driving force of today's economies. This paper analyses the innovative activities of German service firms. We investigate whether firms that receive public subsidies for innovation projects engage more in innovative activities than others. Additionally, we test the hypothesis that innovative firms are more likely to get public grants in the future. Empirically, it turns out that public grants raise the firms' privately financed innovative activities. The more grants a firm has received in the past, the more it invests in current innovation projects. Furthermore, innovating firms are more likely to have future access to public grants. Additionally, the share of university graduates of firms' total employees is an important factor for future participation in public R&D schemes.
