    Gemeinschaft gilt seit Tönnies' Gegenüberstellung mit dem Gesellschaftsbegriff als Prinzip der Vormoderne und weckt als solches Sehnsüchte oder Abwehr. Anhand einer Diskussion aktueller Beiträge gewinnt der Autor Anhaltspunkte für eine Untersuchung des Phänomens des Gemeinschaftsbezuges, wie dieser während des Hochwassers der Oder 1997 zu beobachten war. Wie sich zeigt, lässt sich die Frage nach dem Sinn, der Funktion und dem Funktionieren von Gemeinschaftsbezügen vom Individuum her beantworten. Die Gemeinschaft erscheint dann als ein nachgerade modernes Phänomen, das Voraussetzung für die Selbstbeschreibung von Individuen ist: Gemeinschaft ist unvermeidbar

    Abstract: This policy brief is targeted at both state and non-stateactors who have a stake and participate in Flood Disaster Risk Management (FDRM) activities in Ghana. Policies regulating floods and related disaster risks can be shaped through collaborative network of actors referred to as policy networks. Policy networks help to identify shared goals, accommodate opposing opinions, discover innovative solutions in the collaborative arena and serve as platforms for resource exchange. The outcomes and impacts of such networks are influenced by the composition and interactions amongst the members. Network members may have similar or dissimilar problem definitions and preferred solutions.That notwithstanding, policy networks could suffer resource inadequacies and coordination challenges. Consequently,desired outcomes are often not reached.Ghana’s FDRM network is shaped by state actors such as the ministries and commissions, making representation imbalanced. The connection with other important non-state actors like the private sector is weak due to low frequency of communication. Heterogeneity in Ghana’s FDRM network,building trust and leveraging shared ideas can help build a resilient network
