    "As East Asia regains its historical position as a world centre, information on the history of regional relations becomes ever more critical. Astonishingly, Northeast Asia enjoyed five centuries of international peace from 1400 to 1894, broken only by one major international war--the invasion of Korea in the 1590s by Japan's ruler Hideyoshi. This war involved Koreans, Japanese, Chinese Southeast Asians and Europeans, saw the largest overseas landing in world history up to that time, and devastated Korea. It also highlighted the nature of the strategic balance in the region, presenting China's Ming dynasty with a serious threat that perhaps foreshadowed the dynasty's subsequent overthrow by the Manchus, played a major part in the establishment of the Tokugawa regime with its policy of peace and controlled access to seventeenth and eighteenth century Japan, and demonstrated the importance for regional stability of the subtle relationship of Korea to both China and Japan. This book presents a comprehensive analysis of the war and its aftermath in all its aspects--military, political, social and economic, and cultural. As such it deepens understanding of East Asian international relations and provides important insights into the strategic forces that continue to operate in the region at present"--

    Zusammenfassung: "Den König, den ihr eingesetzt habt, wollen sie absetzen, damit keiner eurer Beschlüsse bestehen bleibe. Daher wurde dieses Unrecht mehr dem Reich angetan als mir selbst; denn der Sturz eines Hauptes, und sei es auch des höchsten, ist ein Schaden fur das Reich, der wiedergutgemacht werden kann, die Mißachtung der Großen aber ist der Untergang des Reiches" - principum autem conculcatio ruina regni est. Kurz nach Ostern 1106 ließ König Heinrich V. - nach der Vita Heinrici IV. - seine Aufforderung an die Fürsten, ihm im wieder aufgeflammten Kampf mit dem Vater zu Hilfe eilen, in diese grundsätzlichen Formulierungen gipfeln. Rund ein Jahr war vergangen, seit der Abfall vom Vater von Bayern ausgehend über Sachsen wie ein Flächenbrand das ganze Reich ergriffen hatte. Erst vor wenigen Monaten hatten die Großen in lange nicht gesehener Einmütigkeit den neuen König in Mainz erhoben. Hochgestimmte Erwartungen der Kirchenreformer erfüllten das Reich, und alles sprach dafur, daß der junge König sie nicht enttäuschen würde

    Regional powers are often conceived of as "regional leading powers", states which adopt a cooperative and benevolent attitude in their international relations with their neighbors. The paper argues that regional powers can follow a much wider range of foreign policy strategies in their region. Three ideal-typical regional strategies are identified: empire, hegemony, and leadership. The paper is devoted to a theory-led distinction and clarification of these three terms, which are often used interchangeably in the field of international relations. According to the goals pursued, to the means employed, and to other discriminating features such as the degree of legitimation and the type of self-representation by the dominant state, the paper outlines the essential traits of imperial, hegemonic, and leading strategies and identifies subtypes for better classifying hegemony and leadership. -- regional powers ; empire ; hegemony ; leadership ; strategy Regionalmächte werden oft als "regionale Führungsmächte" aufgefasst, als Staaten, die sich ihren Nachbarn gegenüber kooperativ und wohlwollend verhalten. Dieses Working Paper geht davon aus, dass Regionalmächte durchaus eine breitere Palette außenpolitischer Strategien in ihrer Region verfolgen können. Dabei werden drei idealtypische regionale Strategien identifiziert: eine imperiale, eine hegemoniale und eine führende. Im Mittelpunkt dieses Beitrages steht eine theoriegeleitete Trennung und Klärung dieser drei Termini, die in der Disziplin der Internationalen Beziehungen oft verwechselt und synonym verwendet werden. Die Hauptmerkmale imperialer, hegemonialer und führender Strategien werden unter Berücksichtigung der verfolgten Ziele, der eingesetzten Mittel und anderer Unterscheidungsfaktoren wie des Legitimierungsgrades und der Selbstdarstellung des dominierenden Staates herausgearbeitet. Eine Präzisierung durch Subtypen erlaubt eine bessere Klassifizierung von Hegemonie und Leadership.

    Promising growth rates, increased trade, and competition among major global players for African resources have boosted the development and bargaining power of sub-Saharan Africa (SSA) in relation to the EU. However, Africa's least developed countries remain vulnerable to external shocks. Academic analysis is still too heavily influenced by scholastic controversies. Neither the controversy over "big-push" concepts nor the blaming of African culture as an impediment to growth or good government do justice to the real issues at stake. Even beyond the aftermath of (neo)colonialism, and notwithstanding continuing deficits in good government in many African countries, the EU bears responsibility for the fragile state of many African economies. The self-interested trade policies of the EU and other world powers contribute to poverty and unsatisfactory development in SSA. This threatens to perpetuate asymmetrical power relations in the new Economic Partnership Agreements (EPAs), to the detriment of regional integration and pro-poor growth. However, mounting competition between China and other global players for Africa's resources is resulting in windfall profits for Africa. The latter is leading to a revival of seesaw politics, already known from the times of the Cold War, on the part of African states. This could be profitable for Africa's power elite, but not necessarily for Africa's poor. -- economic integration ; trade policy ; aid ; international migration ; regional integration ; EU ; Africa ; China Vielversprechende Wachstumsraten, steigende Hilfezusagen und die Konkurrenz der Weltmächte um Afrikas Ressourcen fördern die Entwicklung und die Verhandlungsmacht der Staaten des subsaharischen Afrika gegenüber der EU. Aber gerade die ärmsten Länder Afrikas bleiben anfällig für externe Erschütterungen. Wissenschaftliche Problemanalysen konzentrieren sich noch zu stark auf scholastische Kontroversen. Weder die Kontroverse über Konzepte des 'big push' seitens der Gebergemeinschaft noch die Identifizierung angeblich typischer afrikanischer kultureller Entwicklungshemmnisse treffen den Kern der Sache. Abgesehen von den Folgen des (Neo-)Kolonialismus, und trotz der unbestrittenen Demokratisierungsdefizite vieler afrikanischer Staaten, ist die gegenwärtige EU-Politik mitverantwortlich für die anhaltend schlechte Wirtschaftslage in vielen Ländern Afrikas. Die eigensüchtige Außenhandelspolitik der EU und anderer Weltmächte trägt zur Armut und unbefriedigenden Entwicklung des subsaharischen Afrika bei. Angesichts der anhaltenden politischen und wirtschaftlichen Dominanz der EU und der früheren Kolonialmächte gegenüber afrikanischen Staaten besteht die Gefahr, dass sich diese asymmetrischen Machtverhältnisse in den neuen regionalen wirtschaftlichen Partnerschaftsabkommen perpetuieren, auf Kosten regionaler Integration und breitenwirksamen Wachstums. Die wachsende Konkurrenz zwischen China und anderen global players um afrikanische Ressourcen bringt Afrika unverhoffte Gewinne und kann schnell zu einer Wiederbelebung der Schaukelpolitik afrikanischer Länder aus den Zeiten des Kalten Krieges gegenüber dem Westen führen. Beides kann sich als gewinnbringend für Afrikas Machtelite erweisen, aber es ist fraglich, ob auch die Armen dieses Kontinents davon profitieren werden.

    How can weaker states influence stronger ones? This article offers a case study of one recent exercise in coalition building among Southern middle powers, the "India, Brazil, South Africa (IBSA) Dialogue Forum". Second, soft balancing is a suitable concept to explain IBSA's strategy in global institutions. Third, institutional foreign policy instruments are of pivotal significance in IBSA's soft balancing strategy. Fourth, the potential gains of IBSA's sector cooperation, particularly in trade, are limited due to a lack of complementarity of the three economies. And fifth, IBSA's perspectives and impact on the international system will depend on four variables: IBSA's ability to focus on distinct areas of cooperation, the consolidation of its common strategy of soft balancing, the institutionalization of IBSA, and its enlargement in order to obtain more weight in global bargains. -- India ; Brazil ; South Africa ; IBSA Dialogue Forum ; middle power ; foreign policy ; international relations ; South-South relations Angesichts einer asymmetrischen Weltordnung stellt sich innerhalb der internationalen Beziehungen immer drängender die Frage, über welche Möglichkeiten schwächere Staaten verfügen, um stärkere Akteure des internationalen Systems zu beeinflussen. Der Verfasser des vorliegenden Artikels untersucht in einer Fallstudie die Bildung einer diplomatischen Koalition zwischen den aufstrebenden Mittelmächten des Südens. Gegenstand der Analyse sind Stand und Perspektiven des sich als globales Reformbündnis verstehenden IBSADialogforums. Folgende Thesen gliedern die Studie in fünf Abschnitte: 1) Indien, Brasilien und Südafrika werden als Mittelmächte definiert, um ihre Verhaltensmuster und Handlungsoptionen auf der globalen Ebene theoretisch zu erfassen. 2) Das Soft-Balancing-Konzept verfügt über eine große Erklärungsreichweite bezüglich der gemeinsamen Strategie der IBSA-Staaten in den internationalen Institutionen. 3) Institutionellen Instrumenten kommt im Rahmen der Soft-Balancing-trategie der IBSA-Staaten eine Schlüsselrolle zu. 4) Die Erfolgsaussichten der sektoralen Kooperation zwischen Indien, Brasilien und Südafrika sind aufgrund mangelnder Komplementarität der drei Volkswirtschaften (insbesondere im Handelssektor) begrenzt. 5) Die Perspektiven des IBSA-Forums und dessen Einfluss auf Wandlungstendenzen im internationalen System dürften vor allem von vier Faktoren abhängen: - IBSAs Beschränkung auf klar definierte und erfolgversprechende Kooperationsbereiche, - die Konsolidierung der gemeinsamen Soft-Balancing-Strategie, - die Institutionalisierung des IBSA-Dialogforums und schließlich - die Erweiterung der Koalition zur Generierung von mehr globaler Verhandlungsmacht.

    Given the importance of the assertion or prevention of regional leadership for the future global order, this paper examines the strategies and resources being used to assert regional leadership as well as the reactions of other states within and outside the respective regions. Secondary powers play a key role in the regional acceptance of a leadership claim. In this article we identify the factors motivating secondary powers to accept or contest this claim. Three regional dyads, marked by different degrees of "contested leadership", are analyzed: Brazil vs. Venezuela, India vs. Pakistan, and South Africa vs. Nigeria. The research outcomes demonstrate that the strategies of regional powers and the reactions of secondary powers result from the distribution of material capabilities and their application, the regional powers' ability to project ideational resources, the respective national interests of regional and secondary powers, and the regional impact of external powers. -- Brazil ; India ; South Africa ; regional powers ; regional and global order ; leadership Die Herausbildung der künftigen globalen Ordnung wird auch von der Durchsetzung oder Verhinderung regionaler Führerschaft beeinflusst. Vor diesem Hintergrund untersucht dieses Arbeitspapier, welche Strategien und Ressourcen zur Durchsetzung einer regionalen Führungsrolle eingesetzt werden und wie andere Staaten sowohl innerhalb als auch außerhalb der Region darauf reagieren. Sekundärmächten kommt eine Schlüsselrolle für die Akzeptanz eines Führungsanspruches zu. Es werden drei regionale Dyaden, die in unterschiedlichem Maße von fehlender Gefolgschaft gekennzeichnet sind, untersucht: Indien vs. Pakistan, Brasilien vs. Venezuela und Südafrika vs. Nigeria. Es zeigt sich, dass sich die Strategien der Regionalmächte und die Reaktionen der Sekundärmächte aus der Verteilung materieller Machtkapazitäten und ihrer Anwendung, der Fähigkeit der Regionalmacht, ideelle Ressourcen einzusetzen, den jeweiligen Interessen von Regional- und Sekundärmächten sowie dem Einfluss externer Mächte auf die Region ergeben.

    Historical institutionalism has been used to explain the emergence of democracy and dictatorship in various regions of the world, but not applied to political development in Africa. Based on the recently refined concepts of historical institutionalism, the aim of this study is to provide a framework for the analysis of the various regime types that have been established in Africa during the last two decades: democratic, hybrid and authoritarian. Surprisingly little effort has been dedicated to a historically grounded explanation of these regime types. Against a common claim that African politics is mainly driven by informal institutions or behaviours, we argue that an institution-based examination of African politics is justified. We then provide a proposition of how to link up concepts of historical institutionalism with empirical cases in Africa, within a comparative approach. Our proposition for tracing specific development paths will not be based on the regimes as a "whole", but on the deconstruction of a political regime into partial regimes and subsequently into selected formal and informal institutions. This will allow for an empirical analysis of the different components of a regime over long periods of time, and thus for path-dependent analyses of regime development. -- Historical institutionalism Africa ; critical junctures ; path dependency ; political regimes

    Indonesia has long been associated with neopatrimonialism, corruption, collusion, and nepotism as the main modi operandi of politics, economics and public administration. Despite various measures and initiatives to fight these practises, little evidence for a significant decline can be found over the years. Rather, longitudinal analysis points to changes in the character of neopatrimonialism. Based on more than 60 in-depth interviews, focus-group discussions, and the analysis of both primary and secondary data, the aim of this article is, first, to describe the changes that have taken place, and, second, to investigate what accounts for these changes. Political economy concepts posit the amount and development of economic rents as the explanatory factor for the persistence and change of neopatrimonialism. This study's findings, however, indicate that rents alone cannot explain what has taken place in Indonesia. This generates their compatibility and congruency and thus produces a convergence of forces which manifests in the regime's ability to exceed the mere sum of its individual forms of power. It will be demonstrated that this common principle can be conceptualized as a "tacit pact" between unequal parties, with the weaker party under constant threat of exclusion and/or coercion in the event of noncompliance. It will be argued that inherent in the pact is a high level of ambiguity; this, paradoxically, renders it more effective but at the same time also more instable as a tool of domination. Was waren ihre Motivationsgrundlagen und Wertvorstellungen? Wie gestaltete sich ihr Lebensalltag im Dienst der Staatssicherheit? Was wurde aus ihnen nach der Auflösung des MfS und dem Zusammenbruch der DDR? Wie bewerten sie selbst ihre MfS-Vergangenheit? Dieses Buch gibt, gestützt auf über 70 Interviews, in denen ehemalige hauptamtliche Mitarbeiter der »Stasi« ihre Lebensgeschichten erzählen, die Antworten.

Doch die Verkürzung des Islam auf Religion plus Terrorismus gehört zu den grundlegenden Irrtümern des Westens. Sie durch ein differenzierteres Bild der islamischen Welt und ihrer unterschiedlichen Gesellschaften zu überwinden, das ist die große Leistung dieses Buches. Reinhard Schulze schildert und erklärt die islamische Geschichte vom Beginn der Entkolonialisierung am Anfang des 20. Jahrhunderts bis zur dramatischen Situation in unseren Tagen. Er erörtert alle wichtigen politischen, sozialen und kulturellen Entwicklungen und beschränkt sich dabei nicht nur auf den Nahen Osten, sondern geht auch auf die Regionen der islamischen Peripherie ein, wo Millionen von Muslimen leben. Seine Analyse der Geschehnisse seit dem 11. September 2001 macht vor allem eines deutlich - wir können die Ursachen der heutigen islamischen Mobilisierung nicht verstehen, wenn wir uns nicht mit den historischen Bedingungen vertraut machen, aus denen sie entstanden ist. „Programmatisch betrachtet, ist das Buch ein Anti-Samuel-Huntington. Denn die islamische Auseinandersetzung mit der Moderne, wie Schulze sie analysiert, zeugt nicht von einem Clash of civilizations, in dem sich „orientalische“ und „westliche“ Vorstellungswelten und Wirklichkeitskonzepte vermeintlich unvereinbar gegenüberstünden. The relabeling of the critique of the European approach as a critique from 'Southern' social sciences of 'Western' social sciences has in effect turned 'Southern' as well as 'Western' social sciences into competing contributors to the same 'globalizing' social sciences. Both are no longer arguing about the European approach to social sciences but about which social thought from which part of the globe should prevail. If the critique becomes a part of what it opposes, one might conclude that the European social sciences are adaptable and capable of learning. One might, however, also raise the question whether there is anything wrong with the criticism of the European social sciences, or, for that matter, whether there is anything wrong with the European social sciences themselves.
